kSIST FprEN ISO 28399:2026 is a CEN standard for external tooth bleaching products. It specifies requirements and test methods for products used in the oral cavity to lighten natural teeth, whether they are applied by dental professionals, by consumers, or both. It also covers packaging, labelling, and the manufacturer’s instructions for use.
What does kSIST FprEN ISO 28399:2026 specify?
kSIST FprEN ISO 28399:2026 specifies the requirements and test methods for external tooth bleaching products intended for use in the oral cavity. The scope includes professional in-office products and consumer products for professional home use or non-professional home use.
The standard excludes products covered by ISO 11609, products that change the appearance of tooth colour by mechanical stain removal or restorative approaches such as veneers or crowns, and auxiliary materials or devices used with bleaching products such as tray materials or lights. It also leaves biological safety assessment to other guidance, and the note in the scope states that the maximum concentration of a bleaching agent is subject to each country’s regulatory body.
The document is organized into these main clauses and informative annexes:
| Part | What it covers |
|---|---|
| Clause 1 | Scope |
| Clause 2 | Normative references |
| Clause 3 | Terms and definitions |
| Clause 4 | Classification |
| Clause 5 | Requirements |
| Clause 6 | Measurements and test methods |
| Clause 7 | Packaging, marking, and manufacturer information |
| Annex A | Hydrogen peroxide concentration test procedure |
| Annex B | Light microscopy method for erosion measurement |
| Annex C | Laboratory method for bleaching efficacy |
What are the key requirements of kSIST FprEN ISO 28399:2026?
kSIST FprEN ISO 28399:2026 focuses on three product performance checks - active ingredient concentration, surface microhardness, and surface erosion - plus packaging and user information. In practice, that means manufacturers need to control formulation consistency, demonstrate limited damage to tooth surfaces, and provide clear instructions and warnings.
Classification and intended use
kSIST FprEN ISO 28399:2026 classifies external tooth bleaching products as either for professional application or consumer application. Professional application means use only by dental professionals in office; consumer application means use by the consumer, either for professional home use or non-professional home use.
This classification matters because the manufacturer has to state how the product is intended to be used. It also affects the marking and instructions that accompany the product.
Active ingredient concentration
kSIST FprEN ISO 28399:2026 requires the concentration of active ingredients for bleaching, expressed as hydrogen peroxide equivalent, to stay within a defined tolerance of the original unopened-product concentration while the product is unexpired and used according to the manufacturer’s instructions. Annex A gives a hydrogen peroxide titration-based procedure, and the text also allows other validated methods with similar sensitivity, accuracy, and no bias.
In practice, this means manufacturers need a measurable control of active ingredient content across shelf life, not just at release. Buyers and laboratories can use this to check whether a product remains within its stated potency.
Surface microhardness
kSIST FprEN ISO 28399:2026 requires the reduction in enamel surface microhardness after bleaching to stay below the stated limit in Clause 5.2 when tested by the method in Clause 6.3. The test uses Knoop hardness number (KHN) or Vickers hardness number (VHN), with a defined load and a repeated specimen setup.
This requirement matters because bleaching should not noticeably soften the tooth surface. For quality control, it gives a direct way to compare pre- and post-treatment hardness.
Surface erosion
kSIST FprEN ISO 28399:2026 requires the erosion caused by the tested product to be lower than the erosion caused by the standard reference solution. Clause 5.3 allows the light microscopy method in Annex B or an equivalent method.
In practice, this is a damage-control check. It helps distinguish products that bleach while staying below the erosion benchmark from those that create more surface loss.
Specimen preparation and test conditions
kSIST FprEN ISO 28399:2026 sets out how to prepare enamel and dentine specimens in Clause 6.1 and how to apply the bleaching product in Clause 6.2. The specimens are taken from consistent locations on extracted human or bovine teeth, kept hydrated, and prepared to avoid changes in physical properties. The application of the product must follow the manufacturer’s instructions and simulate the clinical procedure in quantity, frequency, and duration.
For testing, the document also specifies controlled storage between applications, including 37 °C artificial saliva before final testing in the microhardness method. This matters because test results depend on how closely the laboratory procedure matches the intended use.
Packaging, marking, and instructions for use
kSIST FprEN ISO 28399:2026 requires sealed packaging that protects the product and does not harm product quality. Clause 7 and Table 1 list the information that must appear on the outer package, on containers where relevant, and in the instructions for use.
That information includes the product name, manufacturer identification, storage conditions, lot number, expiry date format, classification, active ingredient identity and concentration, hydrogen peroxide equivalent concentration, instructions for use, any auxiliary devices and exposure times, and warnings or contraindications as needed. For single-use containers, the minimum label information is the manufacturer name, trade name, lot number, and expiry date.
What terms does kSIST FprEN ISO 28399:2026 define?
kSIST FprEN ISO 28399:2026 defines the core terms used to separate bleaching from other tooth-whitening approaches and to describe the test outcomes.
- Bleaching - removal of intrinsic or acquired discolorations of natural teeth, or changing tooth colour toward a lighter or whiter shade using chemicals, sometimes with auxiliary means.
- Professional home use - a product use prescribed by a professional and used at home under repeated supervision of the dentist.
- Erosion - progressive loss of calcified tooth tissue caused by chemical processes that do not involve bacterial action.
- Hydrogen peroxide (H2O2) - the reference active ingredient used to express bleaching concentration in the test method.
- Knoop hardness number (KHN) - a hardness scale used to measure surface microhardness before and after bleaching.
- Vickers hardness number (VHN) - another hardness scale used for the same microhardness assessment.
- L*, a*, b* - colour coordinates used in Annex C to measure tooth colour before and after bleaching.
- ΔE*ab - the calculated colour difference used to express electronic bleaching efficacy in Annex C.
Who uses kSIST FprEN ISO 28399:2026?
kSIST FprEN ISO 28399:2026 is used by manufacturers of dental bleaching products, test laboratories, and quality or regulatory teams that need to verify product performance. Dental professionals use it to understand product category, intended use, and the meaning of the manufacturer’s instructions.
Buyers and procurement teams use it when comparing supplier data sheets, test reports, and packaging claims. It is also relevant to anyone preparing product labelling, technical files, or laboratory methods for bleaching efficacy, hardness, and erosion.
What changed in kSIST FprEN ISO 28399:2026 from the previous edition?
kSIST FprEN ISO 28399:2026 is the fourth edition and it cancels and replaces ISO 28399:2021. The change stated in the foreword is an editorial revision with clarity improvements throughout the document.

A.3 Procedure (modified thiosulfate titration method, )
Use analytical grade sulfuric acid, potassium iodide, ammonium molybdate, sodium thiosulfate, chloroform,
anhydrous sodium carbonate, deionized water, in accordance with ISO 3696, grade 2., starch and hydrogen
peroxide. Conduct a titration calibration curve using a series of freshly prepared H O solutions at
2 2
concentrations that include the highest possible H O concentration in the test product.
2 2
A.3.1 Preparation of the test sample solution
A.3.1.1 Add approximately 1,0 g (weighing precision to 0,001 g) of test product or an amount appropriate
to the test, with rapid stirring, to 400 ml deionized water that contains 10 ml of sulfuric acid (25 %), 25 ml
potassium iodide (10 %), and 4 drops of ammonium molybdate solution (5 %).
Note The reason for 'rapid stirring' is that bleaching materials need to be completely dissolved in the solvent
(especially for powder-type materials).
A.3.2 Preparation of 0,1 mol/l sodium thiosulfate solution.
It is technically very difficult to prepare the standardized solution of 0,1 mol/l sodium thiosulfate for a
technician who is not knowledgeable about applied chemistry; therefore, technicians who prepare the
[7]
standard solution can refer to the literature
A.3.2.1 Dissolve approximately 25 g sodium thiosulfate into 1 l freshly boiled d-H O. It is recommended to
add approximately 0,15 ml (3 drops) of chloroform and 0,1 g anhydrous sodium carbonate to stabilize the
[7]
thiosulfate solution. Keep the solution away from light which will lead to decomposition of the solution.
[7]
A.3.2.2 Standardize the sodium thiosulfate solution following any of the methods in .
Note Standardized sodium thiosulfate solution is commercially available. [Sigma-Aldridge]
[7]
A.3.3 Preparation of the standardized starch solution is described in .
Note Standardized starch solution is commercially available [Sigma-Aldridge].

A.3.4 Hydrogen Peroxide titration assay.
A.3.4.1 Perform the titration of 400 ml of test sample solution (contains 1,0 g test product) using 0,1 mol/l
sodium thiosulfate. Near the end of the titration when the colour of the solution is still faint yellow 2 ml of
starch solution are added. End of titration is marked by the sudden loss of blue colour of the indicator. It is
recommended to use a conical flask or a conical beaker, and to start titrating immediately after the sample
[7]
preparation to avoid oxygen contamination of the test solution .
A.3.5 Determine the hydrogen peroxide concentration.
A.3.5.1 Prepare a calibration curve using a range of known hydrogen peroxide solutions. Interpolate the
H O content using the titration calibration curve.
2 2
A.3.5.2 When using standardized titrants (e.g. USP standard grade), construction of a calibration curve is
not necessary. Calculate the mass concentration of H O using Formula (A.1):
2 2
C = (1,701× V/m) × Y/0,1 × 100 (A.1)
where
C is the mass concentration of H O , expressed as a percentage;
2 2
V is the titre of 0,1 N sodium thiosulfate, expressed in millilitres;
m is the mass of the test product dispensed, expressed in milligrams;
Y is the accurate concentration of sodium thiosulfate, expressed in mol/litre.
Repeat the measurement five times (n = 5) and calculate the mean H O concentration.
2 2
NOTE Formation of iodine can be indicative of the presence of sodium hypochlorite, which is relevant when the
method is used for testing an unknown active ingredient.

Light microscopy method for measuring erosion of enamel and
dentine caused by external tooth bleaching products
B.1 Principle
The depth of erosion of enamel and dentine caused by external tooth bleaching products is determined using
a light microscope.
Test summary: sound enamel and dentine slabs of approximately 4 mm × 4 mm × 1,4 mm are cut from caries
and erosion free molars or incisors of human or bovine tooth. These slabs are mounted on a plastic rod
and the natural surface of the slab is removed by sanding to expose fresh enamel or dentine. The surface is
protected with fingernail polish leaving a 1,0 mm unprotected stripe down the centre of the fresh enamel
or dentine surfaces. The specimens are exposed to the potentially erosive so
