Bitumen and bituminous binders - Framework for specification of oxidised bitumens

This European Standard provides a framework for the specification of oxidised bitumens used mainly in
roofing, waterproofing, adhesives and thermal and phonic insulations.
Within Europe several types of oxidised bitumens are used and, dependent on climatic conditions, type of
building construction and traditional practices, different grades may be used for the same purpose. The
framework given in this European standard provides a basis for quality agreements to be established between
supplier and client.
The oxidised bitumen products are graded by a combination of the values of ring and ball softening point, and
penetration at 25 °C, expressed as multiples of 5.

Overview

EN 13304:2009 - Bitumen and bituminous binders: Framework for specification of oxidised bitumens (CEN) provides a European framework for specifying oxidised bitumens used mainly in roofing, waterproofing, adhesives and thermal and acoustic insulation. The standard does not prescribe single fixed formulations; instead it defines how products are graded and which properties and test methods should be used so that suppliers and clients can agree consistent quality requirements across different climates and construction practices.

Key topics and requirements

  • Grading system: Oxidised bitumens are graded by a combination of ring-and-ball softening point and penetration at 25 °C, expressed in multiples of 5 (e.g., 85/25, 95/35). Example: 85/25 = softening point 80–90 °C and penetration 20–30 (×0.1 mm).
  • Mandatory test properties (with referenced EN methods):
    • Ring and ball softening point - EN 1427 (glycerol medium for high temperatures)
    • Penetration at 25 °C - EN 1426
    • Solubility in toluene - EN 12592 (typical limit ≥ 99.0 %)
    • Loss in mass after heating - EN 13303 (typical limit ≤ 0.5 %)
    • Flash point (Cleveland open cup) - EN ISO 2592 (commonly > 250 °C)
  • Additional properties (NR - no requirements): Fraass breaking point (EN 12593), staining tendency (EN 13301), dynamic viscosity (EN 13302), density (EN 15326). These can be specified by agreement between supplier and client when relevant.
  • Specification rules: Table-based property limits and tolerances (e.g., ±5 around midpoint values) provide a consistent basis for contractual quality agreements.
  • Flexibility: The framework recognizes regional variations and allows additional grades or property limits by mutual agreement.

Applications and users

  • Typical users:
    • Material manufacturers and oxidised bitumen producers
    • Construction product suppliers and distributors
    • Specifiers, architects and civil/roofing engineers
    • Quality managers, procurement teams and testing laboratories
  • Typical applications:
    • Built-up roofing membranes, waterproofing systems, adhesives for bituminous products, and thermal/phonic insulation facings where oxidised bitumen properties (softening point, hardness/penetration) are critical for performance in local climates.

EN 13304 references and works alongside key test standards:
