SIST EN IEC 60601-2-28:2020/A1:2026 is the Slovenian adoption of Amendment 1 to IEC 60601-2-28 for medical diagnostic X-ray tube assemblies. It updates the particular safety and essential performance requirements used by manufacturers, test laboratories, and other organizations working with X-ray tube assemblies in medical imaging.
What does SIST EN IEC 60601-2-28:2020/A1:2026 specify?
SIST EN IEC 60601-2-28:2020/A1:2026 specifies amendments to the particular requirements for the basic safety and essential performance of X-ray tube assemblies for medical diagnosis. It updates the base standard by changing references, clarifying markings and technical documentation, and refining radiation and temperature-related requirements.
The document is organized as a short amendment to the IEC 60601-2-28 structure. It amends Clause 201, Clause 203, Annex AA, the Bibliography, and the index of defined terms.
| Annex | What it covers |
|---|---|
| AA | General considerations, including wording updates that replace filament-related terms with ELECTRON emitter wording |
What are the key requirements of SIST EN IEC 60601-2-28:2020/A1:2026?
The amendment mainly affects identification, documentation, thermal safety, and radiation protection. In practice, it tells manufacturers what information to mark, what to state in accompanying documents, and which related IEC methods to use when describing focal spots and filtration.
Identification and accompanying documents
- 201.7.2.101 requires X-RAY TUBES to carry the manufacturer name or trademark, a model or type reference, and individual identification. These markings must stay legible for the expected service life, and they must allow the product to be linked to its accompanying documents.
- 201.7.3.7 allows supply-terminal marking to be omitted when the terminals are non-interchangeable by design, or when interchanging them creates no unacceptable risk. Otherwise, the terminals need adjacent marking. This matters because installers and service staff must be able to wire the unit correctly.
- 201.7.9.1 replaces usability-engineering wording with risk-management wording for X-RAY TUBE ASSEMBLIES. The note points to ISO 14971:2019 and ISO/TR 24971:2020 as the basis for usability-related considerations.
- 201.7.9.3.101 expands the technical description. It requires information on compatible high-voltage supply equipment, high-voltage needs, electron emitter supply, electron beam control, anode rotation supply where applicable, cathode emission characteristics, removable high-voltage connectors, compatible auxiliary equipment, and any additional supply-interface requirements needed for safe operation.
- The same subclause also requires the mass of the X-RAY TUBE ASSEMBLY, and if extra components are specified by the manufacturer, the mass must be stated with and without those components. If the maximum symmetrical radiation field is stated, it has to follow IEC 60806.
Thermal, EMC, and radiation-related safety
- 201.11.1.1 adds a touch-temperature limit for painted metal surfaces that may be unintentionally touched for up to 1 second during normal use. Other contact times follow the general standard, and guarded or inaccessible surfaces are treated differently. This is a practical design check for surface finishing, shielding, and placement.
- 201.13.1.2 gives another compliance route for painted metal surfaces likely to be touched for up to 1 second, using a higher temperature limit measured and adjusted as described in the general standard. Manufacturers need to document which surface and measurement method they used.
- 201.17 states that the manufacturer does not need to check conformity with IEC 60601-1-2 on the stand-alone X-RAY TUBE ASSEMBLY.
- 203.6.7.3 requires nominal focal spot values to be stated according to IEC 60336. That links the assembly marking and technical description to a recognized focal-spot method.
- 203.7.1 clarifies that half-value-layer requirements in the general radiation table apply to X-RAY EQUIPMENT, not to X-RAY TUBE ASSEMBLIES alone, and points to IEC 60522-1:2020 for quality equivalent filtration and first half-value-layer methods.
- 203.7.3 requires permanent filtration to be marked according to IEC 60522-1:2020, or by stating the thicknesses of the material(s) and their chemical symbol(s). This helps users compare beam hardening and filtration data.
- 203.8.3 limits the radiation aperture to what is needed for the largest X-RAY BEAM used in the designed applications, and the aperture-forming material should be as close as practicable to the FOCAL SPOT. Compliance is checked by verifying the design data.
What terms does SIST EN IEC 60601-2-28:2020/A1:2026 define?
- ELECTRON - The amendment uses this term in place of older filament-centered wording when describing emitter-related functions.
- RADIATION APERTURE - The opening that defines the usable beam path from the tube assembly.
- RADIATION FIELD - The area covered by the emitted X-ray beam in use.
- X-RAY BEAM - The radiation output produced by the tube assembly for the intended application.
- QUALITY EQUIVALENT FILTRATION - A filtration measure used to characterize beam quality, defined by IEC 60522-1:2020.
- HAZARD - A potential source of harm as used in the IEC 60601 safety framework.
- RISK MANAGEMENT FILE - The manufacturer’s documented record of risk management activities and decisions.
- USABILITY - The extent to which intended users can use the assembly safely and effectively within the risk-management approach.
Who uses SIST EN IEC 60601-2-28:2020/A1:2026?
SIST EN IEC 60601-2-28:2020/A1:2026 is used by manufacturers of X-ray tube assemblies, especially teams responsible for design, labeling, technical documentation, and product safety. It is also used by test laboratories and conformity assessment bodies that check marking, temperature behavior, filtration, focal spot information, and radiation-aperture design.
Regulatory, quality, and procurement teams use it to confirm that a tube assembly is specified with the right companion information and that its documentation matches the safety assumptions in the system. It is relevant in radiographic and diagnostic equipment work, where the tube assembly is part of a larger medical electrical system.
What changed in SIST EN IEC 60601-2-28:2020/A1:2026 from the previous edition?
SIST EN IEC 60601-2-28:2020/A1:2026 is Amendment 1 to IEC 60601-2-28:2017. The foreword says the amendment was prepared to provide a complete set of safety requirements for X-RAY TUBE ASSEMBLIES, based on the second amendment to IEC 60601-1:2005 and associated collateral standards.
The amendment also states that it corrects references to actual standards, such as IEC 60336, IEC 60522-1, and the IEC 60601 series, and clarifies individual requirements. The detailed changes include updated references, revised marking and documentation text, thermal limits, EMC wording, radiation-protection wording, Annex AA wording, bibliography entries, and defined-term references.
Which standards are used with SIST EN IEC 60601-2-28:2020/A1:2026?
The amendment updates its dependence on IEC 60601-1-3:2008 and its amendments for radiation protection in diagnostic X-ray equipment. That standard provides the broader radiation-protection framework that this particular standard builds on.
It also uses IEC 60336 for focal spot dimensions and related characteristics, and IEC 60522-1:2020 for determining quality equivalent filtration and permanent filtration. These references matter because they give the measurement and reporting methods behind the tube-assembly data.
In accompanying-document notes and the bibliography, the amendment points to ISO 14971:2019 and ISO/TR 24971:2020 for risk management and usability considerations. It also lists IEC 60601-1-2, IEC 60601-1-6, IEC 60601-1-8, IEC Guide 117:2010, IEC TR 60552-2:2020, IEC 60806:2022, and ISO 13732-1:2006 as related references for EMC, usability, alarms, hot-surface temperatures, filtration rationale, radiation-field determination, and contact-temperature assessment.
What does the SIST EN IEC 60601-2-28:2020/A1:2026 document contain?
SIST EN IEC 60601-2-28:2020/A1:2026 is a clause-by-clause amendment text rather than a full standalone technical method book. It contains replacement text for requirements in Clauses 201 and 203, plus a revision to Annex AA, the bibliography, and the index of defined terms.
The amendment includes practical instructions on marking, accompanying documents, temperature limits for painted metal surfaces, and the radiation data that must be stated or verified. It also points users to external standards and guides for focal spot measurement, filtration, radiation-field definition, and surface-temperature assessment.

1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
indispensable for the correct application of this publication.
9) IEC draws attention to the possibility that the implementation of this document may involve the use of (a)
patent(s). IEC takes no position concerning the evidence, validity or applicability of any claimed patent rights in
respect thereof. As of the date of publication of this document, IEC had not received notice of (a) patent(s), which
may be required to implement this document. However, implementers are cautioned that this may not represent
the latest information, which may be obtained from the patent database available at https://patents.iec.ch [and/or]
