General Information

Abstract

This document specifies test methods for the determination of useful high frequency power output in equipment for industrial heating and processing of materials. It is in particular applicable to HF generators made available to users as separate units.
This document is basically applicable to equipment operating in the frequency range 100 kHz to 300 MHz, as defined in IEC 60519-1, with the following limitations.
– This document does not apply to induction heating, which it is possible to carry out in the lower part of the specified frequency band.
– The ISM centre frequencies for dielectric heating and processing of industrial interest are narrow bands about 6,78 MHz, 13,56 MHz, 27,12 MHz and 40,68 MHz.
– This document is not applicable to:
• appliances for household and similar use;
• commercial use;
• laboratory use;
• medical high frequency equipment.
For equipment working in designated ISM bands, it is a legal requirement that the frequency remains within the ISM bands according to CISPR 11, but the resonant frequency of the circuit varies with the change of dielectric parameters of the load. Therefore, the value of the mean output power in the work cycle can be much lower than the value obtained under the test conditions. This value depends upon the response of the tuning system.
NOTE 1 The following criteria are suitable for determination of the classification as industrial equipment:
– commercial equipment is typically designed and planned for series production of many identical units;
– industrial equipment is typically produced in small series or even as single units; the processed goods are consumed or ready for final use at the end of the heating process.
NOTE 2 Heating a workload with dielectric parameters which change significantly in time and/or with temperature, the value of the output power obtained with the actual charge can be different from that obtained with the test load specified in this document.
This document relates to equipment normally operating under continuous rated conditions.

Overview

SIST EN IEC 61308:2026 defines internationally recognized test methods for evaluating the power output of high-frequency dielectric heating installations. This standard, developed by the International Electrotechnical Commission (IEC) and adopted by SIST, focuses on industrial electroheating processes that operate within the 100 kHz to 300 MHz frequency range. By specifying clear procedures for measuring output power, the standard helps manufacturers, engineers, and testing laboratories ensure the consistent performance and safety of dielectric heating equipment used for industrial material processing.

Key Topics

  • Test Methods: SIST EN IEC 61308:2026 covers several reliable test methods for determining the power output of high-frequency dielectric heating installations, ensuring accuracy and repeatability in assessments.
    • Calorimetric Load Method: Measures power delivered to a water-cooled load, simulating real process conditions.
    • Lamp-Load Temperature Method: Uses incandescent lamps to create a known, measurable load.
    • Matched Resistive Load Method: Employs low-reactance resistors to determine true output power.
    • Wet-Sand Load Method: Simulates actual production scenarios by measuring energy transfer to a sand-water mixture.
  • Equipment Types: The standard distinguishes between Type A (generator separate from applicator) and Type B (generator integrated with applicator) equipment.
  • Measurement Accuracy: Guidelines ensure that power output determinations meet prescribed accuracy tolerances (typically ±5% for primary methods).
  • Test Load Construction: Outlines design principles for test loads to replicate the impedance and thermal properties of real production loads.
  • Safety Considerations: Addresses safe test practices when working with high-frequency electromagnetic fields.

Applications

SIST EN IEC 61308:2026 is essential for various stakeholders involved in the design, manufacturing, commissioning, and maintenance of high-frequency dielectric heating equipment, including:

  • Industrial Equipment Manufacturers: Provides consistent, standardized procedures for verifying the power output of dielectric heaters, supporting product development, type testing, and quality assurance.
  • Testing Laboratories: Offers clear test protocols, enabling accredited laboratories to deliver reproducible and comparable measurement results.
  • End Users and Plant Operators: Assists in equipment acceptance, routine maintenance checks, and troubleshooting by enabling accurate assessment of generator performance.
  • Regulatory Bodies and Inspectors: Supports regulatory compliance and market surveillance for industrial safety and electromagnetic compatibility.

Common application areas include:

  • Plastic welding and forming
  • Drying of textiles and paper
  • Processing of woods, ceramics, rubber, and composites
  • Specialized high-frequency heating processes in material manufacturing

Related Standards

Several international standards complement SIST EN IEC 61308:2026 by covering broader safety, terminology, and electromagnetic compatibility requirements for dielectric and electromagnetic heating installations:

  • IEC 60519-1: General requirements for industrial electroheating equipment
  • IEC 60519-6: Safety requirements for high-frequency dielectric and microwave heating equipment
  • CISPR 11: Limits and methods of measurement for radio-frequency disturbances from industrial, scientific, and medical (ISM) equipment
  • IEC 60050-841: International Electrotechnical Vocabulary for industrial electroheat

By following SIST EN IEC 61308:2026, industrial users can ensure the reliability, efficiency, and compliance of their high-frequency dielectric heating systems, optimizing their processes and contributing to safer and more sustainable industrial operations.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and

IEC 61308 has been prepared by IEC technical committee 27: Industrial electroheating and
electromagnetic processing. It is an International Standard.
This third edition cancels and replaces the second edition published in 2005. This edition
constitutes a technical revision.
This edition includes the following significant technical changes with respect to the previous
edition:
a) adaptation and alignment to the principles in more recent editions of IEC 60519-1 and
IEC 60519-6;
b) more detailed descriptions of, in particular, the calorimetric load test and output power
evaluation for dielectic plastic welders.
