Agricultural machinery and tractors - Safety of highly automated agricultural machines - Principles for design (ISO 18497:2018)

This part of ISO xxx is applicable to tractors, self-propelled ride-on machines, and mounted / semi-mounted or trailed machines used in agriculture that do not require an onboard operator for primary machine control.
The standard will specify general requirements that relate to the protection and safety of the machine operator, by-standers, and service personnel.
This standard will define requirements that can apply to machine functional safety and the components of highly automated agricultural tractors and machines.
Standards like ISO 10975, ISO 12100 are to be considered.
Excluded:
• New safety symbols required would be directed to TC23/SC14 for consideration.
• ISOBUS technologies are covered by TC23/SC19.
• Wireless communication technologies

Diese Internationale Norm legt Sicherheitsanforderungen und Verfahren zu deren Überprüfung für den hochautomatisierten Betrieb von landwirtschaftlichen Traktoren, Traktor-Geräte-Kombinationen, Geräten und selbstfahrenden Maschinen bei deren Einsatz im freien Feld fest.
Ziel dieser Norm ist es, Sicherheitsanforderungen und Verfahren zu deren Überprüfung festzulegen, um ein geeignetes Sicherheitsniveau für Traktoren und Maschinen mit Funktionen für den hochautomatisierten Betrieb sicherzustellen.
Dieses Dokument behandelt signifikante Gefährdungen, Gefährdungssituationen und -ereignisse (siehe Anhang A), die für land- und forstwirtschaftliche Traktoren und selbstfahrende Arbeitsmaschinen mit Funktionen, die den hochautomatisierten Betrieb ermöglichen, relevant sind, wenn sie bestimmungsgemäß und bei einem vom Hersteller vorhersehbaren Fehlgebrauch bei normalem Betrieb und Wartung eingesetzt werden.
ANMERKUNG   Für Sicherheitsanforderungen, die sich nicht auf hochautomatisierte Funktionen beziehen, siehe die produktspezifischen Sicherheitsnormen.
Dieses Dokument findet keine Anwendung auf
   Anwendungen im Forst;
   Mobile, teilmobile oder stationäre Maschinen, die auf dem Hof oder im Stall eingesetzt werden;
   Konstruktion und Sicherheit von Brems- und Lenkanlagen;

Le présent document spécifie les principes pour la conception des aspects liés aux machines et véhicules hautement automatisés (par exemple, des tracteurs agricoles, des systèmes d'outils des tracteurs, des outils et des machines automotrices) pendant des activités agricoles. En outre, il fournit des lignes directrices sur le type d'informations sur les pratiques d'utilisation sûres (y compris les informations relatives aux risques résiduels) que le fabricant doit donner.

This European Standard has been prepared under a Commission’s standardization request M/396 to
provide one voluntary means of conforming to essential requirements of Directive 2006/42/EC on
machinery.
Once this standard is cited in the Official Journal of the European Union under that Directive,
compliance with the normative clauses of this standard given in Table ZA.1 confers, within the limits of
the scope of this standard, a presumption of conformity with the corresponding essential requirements
of that Directive and associated EFTA regulations.

Introduction
This document is a type-B1 standard as stated in ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the
market players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organisations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
In addition, this document is intended for standardization bodies elaborating type-C standards.
The requirements of this document can be supplemented or modified by a type-C standard.
For machines which are covered by the scope of a type-C standard and which have been designed and
built according to the requirements of that standard, the requirements of that type-C standard take
precedence.
The structure of safety standards in the field of machinery is as follows.
— Type-A standards (basis standards) give basic concepts, principles for design, and general aspects
that can be applied to machinery.
— Type-B standards (generic safety standards) deal with one or more safety aspects or one or more
types of safeguards that can be used across a wide range of machinery:
— Type-B1 standards on particular safety aspects (e.g. safety distances, surface temperature, noise);
— Type-B2 standards on safeguards (e.g. two-hands controls, interlocking devices, pressure
sensitive devices, guards).
— Type-C standards (machinery safety standards) deal with detailed safety requirements for a
particular machine or group of machines.
Highly automated agricultural machine operations are an enabling technology. Customer benefits are
increased; productivity and increased operator comfort.
Highly automated operation is a departure from traditional machine applications in the agricultural
machinery and mobile equipment sectors that up to now required an on-board operator to perform
work. Highly automated operations require unique safety considerations.
The objective of this document is to specify principles for the design of highly automated agricultural
machine operations to achieve safe operation. Should requirements of this document for highly
automated operation be different from those which are stated in a machine-specific standard dealing
with highly automated operation, the requirements of the machine-specific standard take precedence
over the requirements of this document.

1 Scope
This document specifies principles for the design of highly automated aspects of highly automated
machines and vehicles (e.g. agricultural tractors, tractor implement systems, implements and self-
propelled machinery) during agricultural field operations. In addition, it provides guidance on the type
of information on safe working practices (including information about residual risks) to be provided by
the manufacturer.
The purpose of this document is to assist in the provision of safety requirements, means of verification
and information for use to ensure an appropriate level of safety for agricultural and forestry tractors
and self-propelled machines with functions allowing highly automated operations (see 3.7).
This document deals with all the significant hazards, hazardous situations and events (as listed in
Annex A), relevant to agricultural and forestry tractors and self-propelled machines allowing highly
automated field operations when used as intended and under the conditions of misuse foreseeable by
the manufacturer during normal operation and service.
NOTE 1 While this document gives principles for the design, verification, validation and provision of
information for use of a highly automated agricultural machine (HAAM), the detailed specification of
requirements for a specific application will be dependent on the machine and its operating conditions. Therefore,
the principles for design given in this document need to be extended for specific HAAM by the use of relevant
specific (type-C) standards, when available, or by the manufacturer of the machine using risk assessment. Such
additional specification of requirements, for design, verification, validation or information for use are outside the
scope of this document.
NOTE 2 Safety requirements for specific machines not related to their highly automated operations can be
available in machine-specific type-C standards.
This document is not applicable to:
— forestry applications;
— mobile, semi-mobile or stationary machinery used for farm yard or barn operations;
— operations on public roads including relevant requirements for braking and steering systems.
NOTE 3 With respect to implements (e.g. their specific design, functions) and the communication between
tractors and implements, additional risks can be relevant and can require additional measures. Such additional
measures are outside the scope of this document and are the responsibility of the manufacturer.
This document is not applicable to agricultural and forestry tractors, tractor implement systems,
implements and self-propelled machines which are manufactured before the date of its publication.

Dieser Europäische Norm-Entwurf wird den CEN-Mitgliedern zur parallelen Umfrage vorgelegt. Er wurde vom Technischen Komitee
CEN/TC 144 erstellt.

Wenn aus diesem Norm-Entwurf eine Europäische Norm wird, sind die CEN-Mitglieder gehalten, die CEN-Geschäftsordnung zu erfüllen, in
der die Bedingungen festgelegt sind, unter denen dieser Europäischen Norm ohne jede Änderung der Status einer nationalen Norm zu
geben ist.

Dieser Europäische Norm-Entwurf wurde vom CEN in drei offiziellen Fassungen (Deutsch, Englisch, Französisch) erstellt. Eine Fassung in
einer anderen Sprache, die von einem CEN-Mitglied in eigener Verantwortung durch Übersetzung in seine Landessprache gemacht und

Vorwort
Dieses Dokument (prEN ISO 18497:2014) wurde vom Technischen Komitee ISO/TC 23 „Tractors and
machinery for agriculture and forestry“ in Zusammenarbeit mit dem Technischen Komitee CEN/TC 144
„Traktoren und land- und forstwirtschaftliche Maschinen“ erarbeitet, dessen Sekretariat vom AFNOR gehalten
wird.
Dieses Dokument ist derzeit zur parallelen Umfrage vorgelegt.
Dieses Dokument wurde unter einem Mandat erarbeitet, das die Europäische Kommission und die
Europäische Freihandelszone dem CEN erteilt haben, und unterstützt grundlegende Anforderungen der
EU-Richtlinien.
Zum Zusammenhang mit EU-Richtlinien siehe informativen Anhang ZA, der Bestandteil dieses Dokuments ist.

Einleitung
Die Bedienung hochautomatisierter landwirtschaftlicher Maschinen ist eine Basistechnologie. Die Kunden
profitieren von einer höheren Produktivität und einem größeren Bedienkomfort.
Der hochautomatisierte Betrieb stellt eine Abkehr von traditionellen Maschinenanwendungen im
Landmaschinensektor und Sektor beweglicher Ausrüstungen dar, bei denen zur Durchführung der Arbeiten
eine Bedienperson an Bord erforderlich ist. Der hochautomatisierte Betrieb macht eindeutige
Sicherheitserwägungen erforderlich.
Ziel dieser Norm ist es, eine Leitlinie hinsichtlich der Sicherheit bei der Bedienung hochautomatisierter
landwirtschaftlicher Maschinen zur Verfügung zu stellen.
Dieses Dokument ist eine Typ-C-Norm wie in ISO 12100 festgelegt.
Wenn Anforderungen dieser Typ-C-Norm von den Bestimmungen in Typ A-oder B-Normen abweichen, haben
die Bestimmungen dieser Typ-C-Norm Vorrang gegenüber den Bestimmungen der anderen Normen für
Maschinen, die nach den Bestimmungen dieser Typ-C-Norm konstruiert und gebaut worden sind.

1 Anwendungsbereich
Diese Internationale Norm legt die Sicherheitsanforderungen an landwirtschaftliche Traktoren, Geräte und
selbstfahrende Maschinen fest, bei denen der hochautomatisierte Betrieb möglich ist.
Ziel dieser Norm ist es, Sicherheitsanforderungen aufzustellen sowie die Mittel zur Verfügung zu stellen, mit
denen verifiziert werden kann, ob Maschinen, die über Funktionen verfügen, welche hochautomatisierte
Bedienvorgänge ermöglichen, dasselbe Sicherheitsniveau aufweisen wie Maschinen, die von Bedienpersonen
an Bord bedient werden.
ANMERKUNG Für sonstige Sicherheitsanforderungen, die sich nicht auf hochautomatisierte Funktionen beziehen,
siehe die produktspezifischen Sicherheitsnormen.
Wenn Anforderungen dieser Internationalen Norm sich von denen unterscheiden, die in einer
maschinenspezifischen Norm angegeben sind, so haben die Anforderungen der maschinenspezifischen Norm
Vorrang gegenüber den Anforderungen dieser Internationalen Norm.
Landwirtschaftliche Traktoren für forstwirtschaftliche Anwendungen sind nicht Gegenstand des
Anwendungsbereichs dieser Norm.
Diese Internationale Norm gilt für Traktoren, Geräte und selbstfahrende Maschinen, für deren Hauptsteuerung
keine Bedienperson an Bord erforderlich ist. Die Maschinen dürfen über eine Bedienstation an Bord verfügen,
es ist aber nicht unbedingt erforderlich.
2 Normative Verweisungen

Anwendung dieses Dokuments erforderlich. Bei datierten Verweisungen gilt nur die in Bezug genommene

Signal, das mit dem menschlichen Hörsinn zu erkennen sein soll

Maschinenzustand, bei dem der hochautomatisierte Betrieb angeschaltet, die Stromquelle aktiv oder
verfügbar, und die Maschine oder das Gerät nicht in Bewegung ist (z. B. drehen sich die Räder nicht und die
Geräteteile bewegen sich nicht)

automatisierter Arbeitszustand
Maschinenzustand, bei dem der hochautomatisierte Betrieb angeschaltet, die Stromquelle aktiv oder
