SIST EN 301 502:2001 is the Slovenian adoption of ETSI EN 301 502 Version 7.0.1. It specifies minimum technical performance requirements for GSM Base Station System and GSM Repeater equipment operating in GSM900 and/or DCS1800 bands, to support conformity with article 3.2 of the R&TTE Directive. Manufacturers, test laboratories and conformity assessors use it to check whether the equipment uses spectrum in a way that limits harmful interference.

What does SIST EN 301 502:2001 specify?

SIST EN 301 502:2001 specifies the radio performance requirements for GSM Base Station System and GSM Repeater equipment. The document is aimed at article 3.2 of Directive 1999/5/EC, so it is about effective use of spectrum rather than general safety or EMC.

Clause 1 identifies the covered GSM system types and the operating context: P-GSM900, E-GSM900, R-GSM900 and DCS1800, with 200 kHz channel separation, constant envelope modulation and TDMA traffic channels. The foreword also explains that other ENs may apply for other parts of Article 3.

The document is organized into:

  • Scope
  • References
  • Definitions, symbols and abbreviations
  • Technical requirements specifications
  • History

What are the key requirements of SIST EN 301 502:2001?

Environmental profile

Clause 4.1 requires the supplier to declare the environmental profile for operation. SIST EN 301 502:2001 then requires compliance with its technical requirements whenever the equipment operates within that declared profile. In practice, the declared temperature, humidity and other operating conditions become part of the compliance claim and the test planning.

Base station equipment

Clauses 4.2.1 to 4.2.15 define the conformance checks for GSM Base Station System equipment by pointing to EN 301 087. They cover phase error and mean frequency error, mean transmitted RF carrier power, transmitted RF carrier power versus time, adjacent channel power, spurious emissions at the transmitter antenna connector, intermodulation attenuation, intra Base Station System intermodulation attenuation, Static Reference Sensitivity Level, Multipath Reference Sensitivity Level, Reference Interference Level, Blocking Characteristics, Intermodulation characteristics, AM suppression, spurious emissions at the receiver antenna connector, and radiated spurious emissions.

In practice, this means the standard does not restate all test methods and limits. Instead, it tells the user which EN 301 087 clause to apply for each radio characteristic, with the exceptions named in SIST EN 301 502:2001. A lab or manufacturer follows those linked tests to show the transmitter and receiver behave correctly and do not create unwanted emissions.

Repeater equipment

Clauses 4.3.1 to 4.3.5 define the conformance checks for GSM Repeater equipment by pointing to ETS 300 609-4. They cover spurious emissions, intermodulation attenuation, out-of-band gain, frequency error and phase error.

In practice, this means repeater compliance is assessed through the repeater-specific measurements in ETS 300 609-4. A supplier must use those tests to verify that the repeater stays within its intended operating band and does not add interference or frequency errors.

What terms does SIST EN 301 502:2001 define?

  • Environmental profile - The range of environmental conditions in which the equipment must comply with the standard.
  • R&TTE - Radio and Telecommunications Terminal Equipment, the directive framework named in the document.
  • RE - Radio Equipment, the abbreviation used for equipment that transmits or receives radio signals.
  • GSM Base Station System - The base station equipment covered by the base station conformance tests in clause 4.2.
  • GSM Repeater equipment - Repeater equipment covered by the repeater conformance tests in clause 4.3.
  • TDMA - Time Division Multiple Access, the channel-access principle named in the scope for the traffic channels.
  • GSM - Global System for Mobile communications, the cellular system covered by the standard.

Who uses SIST EN 301 502:2001?

Manufacturers and suppliers of GSM Base Station System and GSM Repeater equipment use this standard when designing products and preparing compliance evidence. Test laboratories use it to select the correct measurements from EN 301 087 and ETS 300 609-4.

It is also used by conformity assessors, quality teams and buyers who need a technical basis for checking whether equipment fits the Article 3.2 spectrum-use requirement. For them, the important task is to verify the declared environmental profile and the linked RF tests.

What changed in SIST EN 301 502:2001 from the previous edition?

SIST EN 301 502:2001 corresponds to ETSI EN 301 502 Version 7.0.1 (2000-08). The document history also records Version 7.0.0 from March 2000.

Which standards are used with SIST EN 301 502:2001?

  • Directive 1999/5/EC (R&TTE Directive) - The legal framework for the Article 3.2 spectrum-use requirement.
  • EN 301 087 (GSM 11.21) - The main source of base station radio test methods and limits used by clause 4.2.
  • ETS 300 609-4 (GSM 11.26) - The main source of repeater test methods and limits used by clause 4.3.

For Release 1998 references, the document says GSM documents are taken as the Release 1998 versions, with version numbering in the 7.x.y series.

What does the SIST EN 301 502:2001 document contain?

The document starts with IPR notices, a foreword and an introduction that explains the modular structure used for R&TTE standards. Figure 1 shows where Article 3.2 standards sit in that structure.

Its technical content is concentrated in the scope, references, definitions and clause 4. Clause 4 links each base station and repeater measurement to a specific test in EN 301 087 or ETS 300 609-4, so the document works as a conformity roadmap rather than a full test manual. The final section gives the document history.

Foreword
This Candidate Harmonized European Standard (Telecommunications series) has been produced by the Special Mobile
Group (SMG).
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC laying down a procedure for the provision of information in the field of technical
standards and regulations.
The present document is intended to become a Harmonized Standard, the reference of which will be published in the
Official Journal of the European Communities referencing the Directive 1999/5/EC [1] of the European Parliament and
of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive").
The present document covers the general access requirements for base station and repeater equipment for Phase 2 and
Phase 2+ Releases 1996, 1997 and 1998.
The present document is based on EN 301 087 (GSM 11.21) [2] and ETS 300 609-4 (GSM 11.26) [3].
The contents of the present document may be subject to continuing work within SMG and may change following formal
SMG approval. Should SMG modify the contents of the present document it will then be re-submitted for formal
approval procedures by ETSI with an identifying change of release date and an increase in version number as follows:
Version 7.x.y
where:
7 GSM Phase 2+ Release 1998.
x the second digit is incremented for changes of substance, i.e. technical enhancements, corrections, updates,
etc.
y the third digit is incremented when editorial only changes have been incorporated in the specification.
