- Abstract
The present document states the minimum technical characteristics and methods of measurement required for portable Very High Frequency (VHF) radiotelephones with integrated handheld class D DSC operating in certain frequency bands allocated to the maritime mobile service using either 25 kHz channels or 25 kHz and 12,5 kHz channels.
The present document also specifies technical characteristics, methods of measurement and required test results.
The present document is intended to cover the provisions of Directive 1999/5/EC [i.1] (R&TTE Directive) article 3.3(e), which states that radio equipment within the scope of the present document shall be so constructed that:
"it supports certain features ensuring access to emergency services".
In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive [i.1] will apply to equipment within the scope of the present document.

SIST EN 302 885-3 V1.1.1:2011 is the Slovenian standard identical to ETSI EN 302 885-3 V1.1.1, a Harmonized European Standard for portable Very High Frequency (VHF) radiotelephones with integrated handheld class D Digital Selective Calling (DSC) used in the maritime mobile service. It specifies the minimum technical characteristics, measurement methods, and test results needed to support emergency-service access features under article 3.3(e) of the R&TTE Directive.
What does SIST EN 302 885-3 V1.1.1:2011 specify?
SIST EN 302 885-3 V1.1.1:2011 covers portable VHF radiotelephone equipment for maritime use in certain frequency bands, using either 25 kHz channels or 25 kHz and 12,5 kHz channels. It is part 3 of a multi-part deliverable: Part 1 provides the technical characteristics and measurement methods, Part 2 covers article 3.2, and this part covers article 3.3(e).
The document is organized into scope, references, definitions and abbreviations, technical requirements, testing for compliance, and two annexes.
| Annex | What it covers |
|---|---|
| Annex A | HS Requirements and conformance Test specifications Table (HS-RTT) for presumption of conformity with article 3.3(e) |
| Annex B | The EN title in the official languages |
What are the key requirements of SIST EN 302 885-3 V1.1.1:2011?
SIST EN 302 885-3 V1.1.1:2011 uses the requirements and test methods from EN 302 885-1 for most detailed technical points, and it adds the specific conformity checks needed for article 3.3(e). In practice, the document ties emergency-service support to measurable radio, audio, and environmental performance.
Environmental conditions and general obligations
- Clause 4.1 requires testing at representative points within the declared operational environmental profile. This matters because the equipment must be shown to work in the conditions it is intended for, not just in a single lab setting.
- Clauses 4.2.1 and 4.2.2 require the manufacturer to declare compliance with the general/operational requirements and the technical requirements, with relevant documentation. This means the technical file must support the claim.
Environmental robustness
- Clause 4.3 covers the drop test and temperature tests: dry heat, damp heat, and low temperature. Each of these uses the performance check defined in EN 302 885-1.
- Clause 5.3.1 requires environmental tests to be performed before the other requirement tests on the same equipment. That sequence matters because physical stress can change later measurements.
Radio and audio performance
- Clauses 4.4.1 to 4.4.4 cover sensitivity of the modulator including microphone, audio frequency response, audio frequency harmonic distortion of the emission, and residual modulation of the transmitter. These are the core checks on how clearly the unit sends speech and signalling.
- Clauses 4.4.5 to 4.4.10 cover harmonic distortion and rated audio-frequency output power, receiver audio frequency response, receiver noise and hum level, squelch operation, squelch hysteresis, and receiver scanning efficiency. In practice, these tests show whether the receiver and audio path remain usable in marine service.
Test reporting and measurement uncertainty
- Clause 5.2 requires the measured value, the corresponding limit, and the measurement uncertainty to be recorded in the test report. Uncertainty must be calculated in line with TR 100 028-1, and the reported uncertainty must stay within the limits in Table 1.
- Annex A classifies requirements as unconditional or conditional, and test specifications as Essential or Other. For a presumption of conformity, the Essential test suite is the key set to complete.
What terms does SIST EN 302 885-3 V1.1.1:2011 define?
- class D - A VHF DSC class intended to provide minimum facilities for distress, urgency, safety, routine calling, and reception.
- environmental profile - The declared range of environmental conditions under which the equipment must comply with the document.
- Digital Selective Calling (DSC) - The digital calling and distress signalling function used in maritime radio services.
- Global Maritime Distress and Safety System (GMDSS) - The maritime distress and safety framework referenced by the document.
- G2B - Phase modulation with digital information and a sub-carrier for DSC operation.
- G3E - Phase modulation for speech, with 6 dB/octave pre-emphasis.
- Radio and Telecommunications Terminal Equipment (R&TTE) - The EU directive framework named in the scope and annexes.
- Very High Frequency (VHF) - The radio band used by the equipment covered by the standard.
Who uses SIST EN 302 885-3 V1.1.1:2011?
SIST EN 302 885-3 V1.1.1:2011 is used by manufacturers of portable maritime VHF radiotelephones, test laboratories, and compliance teams working on R&TTE-related conformity assessment. It is also useful for quality managers and buyers who need to check that a product has been designed and tested for maritime emergency-service features, environmental stress, and audio/radio performance.
Which standards are used with SIST EN 302 885-3 V1.1.1:2011?
The key normative references are:
- ETSI EN 302 885-1 (V1.1.1) - Provides the base technical characteristics, methods of measurement, limits, and test definitions reused throughout this part.
- ETSI TR 100 028-1 (V1.4.1) - Provides the method for calculating measurement uncertainty used in the test reports.
The document also points to ETSI EG 201 399 for the modular structure used for R&TTE Harmonized Standards.
What does the SIST EN 302 885-3 V1.1.1:2011 document contain?
The document contains clause-by-clause technical requirements, test definitions, test limits, and conformance instructions for the emergency-service-related features covered by article 3.3(e). It includes the measurement conditions, the rule for interpreting test results, and a table of maximum measurement uncertainty values for different parameters.
It also contains the essential radio test suite and the other test suite used to verify receiver and audio performance. Annex A provides the HS-RTT mapping between requirements and test specifications, which is the main cross-reference tool for conformity work.
Annex B gives the title in the official languages.

Foreword
This Harmonized European Standard (EN) has been produced by ETSI Technical Committee Electromagnetic
compatibility and Radio spectrum Matters (ERM).
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC [i.2] (as amended) laying down a procedure for the provision of information in the
field of technical standards and regulations.
The title and reference to the present document are intended to be included in the publication in the Official Journal of
the European Union of titles and references of Harmonized Standard under the Directive 1999/5/EC [i.1].
See article 5.1 of Directive 1999/5/EC [i.1] for information on presumption of conformity and Harmonised Standards or
parts thereof the references of which have been published in the Official Journal of the European Union.
The requirements relevant to Directive 1999/5/EC [i.1] are summarised in annex A.
The present document is part 3 of a multi-part deliverable covering the Electromagnetic compatibility and Radio
spectrum Matters (ERM); Portable Very High Frequency (VHF) radiotelephone equipment for the maritime mobile
service operating in the VHF bands with integrated handheld class D DSC, as identified below:
Part 1: "Technical characteristics and methods of measurement";
Part 2: "Harmonized EN covering the essential requirements of article 3.2 of the R&TTE Directive";
Part 3: "Harmonized EN covering the essential requirements of article 3.3(e) of the R&TTE Directive".
