Overview
EN 45510-5-2:1998 (CLC) is a European guide for the procurement of power station equipment, specifically focused on gas turbines. The standard gives guidance on how to write the technical specification for procuring gas turbines - including units for combined‑cycle systems - and their auxiliaries for use in electricity generating stations. It is intended for conventional power station applications and is explicitly not applicable to equipment for the nuclear reactor plant area of nuclear power stations.
Key topics
The guide concentrates on structuring and documenting procurement requirements for gas turbine packages. Key technical topics and requirements typically addressed in a procurement guide of this type include:
- Scope and performance requirements: defining duty points, load profiles and expected efficiency for single-shaft and combined‑cycle installations
- Auxiliary systems and interfaces: electrical, lube-oil, fuel supply, air intake, exhaust and control-system interfaces
- Technical specification content: mandatory vs. optional clauses, vendor data, drawings and design limits
- Quality, testing and inspection: factory tests, site tests, witness testing and acceptance criteria
- Documentation and warranties: required delivery documentation, spare parts lists, maintenance manuals and guarantee periods
- Delivery, installation and commissioning: transport, site acceptance tests and handover requirements
- Health, safety and environmental considerations: emissions, noise and safety interfaces
(These topic headings reflect the typical content of a procurement guide and align with the standard’s objective to assist spec writers in preparing comprehensive technical specifications.)
Applications
Who uses EN 45510-5-2:1998:
- Procurement engineers and spec writers at utilities and independent power producers preparing tender documents for gas turbine packages
- EPC contractors and project managers defining contractual technical requirements for combined‑cycle plants
- OEMs and suppliers responding to tenders who need to align proposals with buyer expectations
- Consultants and plant operators developing performance guarantees, acceptance tests and O&M planning
Practical uses:
- Creating clear, unambiguous technical specifications to reduce bid variability
- Ensuring compatibility of turbine packages and auxiliaries with plant systems
- Streamlining acceptance testing and commissioning procedures
