Floating leisure articles for use on and in the water - Part 4: Additional specific safety requirements and test methods for Class B devices
This part of EN 15649 specifies safety requirements and test methods related to materials, safety, performance and consumer information for classified floating leisure articles for use on or in water according to EN 15649-1. EN 15649-4 is applicable with EN 15649-1 and EN 15649-2. This European Standard is applicable for Class B floating leisure articles for use on or in water according to EN 15649-1 regardless whether the buoyancy is achieved by inflation or inherent buoyant material. Class B devices provide a buoyant structure with one or more body openings into which the user is positioned partly immersed. NOTE 1 Typical products forming Class B (see Annex B): - floating rafts with interior body holding system ("swim seats") mostly in circular or square shape, fantasy shape for playing purposes; - floating fantasy shaped (animal adaptations) structures with one or more openings to host a child's body, with or without body holding system; - floating with slits or openings to put legs through any shape (animal, car imitation, etc.); - floating rings with interior seat segments inside the circular body opening. NOTE 2 Typical places for application: - pools; - protected areas of lakes, ponds; - protected area sea shore (no offshore winds, no currents).

Overview
EN 15649-4:2010/FprA1 is a CEN standard amendment addressing additional specific safety requirements and test methods for Class B floating leisure articles. It is intended to be used together with EN 15649-1 and EN 15649-2, and covers safety aspects related to materials, performance, marking and consumer information for devices that provide a buoyant structure with one or more body openings into which the user is partly immersed. Class B devices may achieve buoyancy by inflation or by inherent buoyant materials.
This amendment (FprA1) updates normative references, clarifies examples of typical Class B products, and includes provisions such as the permitted location for safety information relative to inflation valves.
Key Topics
- Scope and applicability: Applies specifically to Class B floating leisure articles as classified in EN 15649-1, regardless of buoyancy method.
- Materials and construction: Requirements address material suitability and safety for intended use (e.g., resistance, durability), without prescribing proprietary technical details.
- Performance and testing: Establishes test methods to verify that devices meet safety and performance expectations for their intended environments.
- Consumer information and marking: Specifies required labeling and instructions for safe use. The amendment allows inflatable Class B devices to display safety information starting within 200 mm of an inflation valve.
- Product examples: Typical Class B items include floating rafts with interior holding systems (swim seats), fantasy-shaped floats with body openings, rings with interior seat segments and leg-slit floats designed for play and partial immersion.
Applications
This standard targets stakeholders involved in the design, manufacture, testing, distribution and procurement of recreational floating devices. Practical applications include:
- Manufacturers validating materials, marking and test protocols for compliance.
- Test laboratories applying standardized methods to assess performance and consumer safety information.
- Retailers and product safety assessors verifying correct labeling and intended-use limitations.
- Risk assessors and pool operators ensuring that Class B devices are used in appropriate environments.
Typical use locations specified by the standard are pools, protected areas of lakes and ponds, and protected sea shores (areas without offshore winds or currents).
Related Standards
- EN 15649-1: Classification and general safety requirements for floating leisure articles
- EN 15649-2: General test methods and additional requirements applicable across classes
Adoption of EN 15649-4 together with Parts 1 and 2 ensures consistent safety, testing and consumer information practices for Class B floating leisure articles used in sheltered recreational waters.
