SIST EN 300 440-2:2002 is the SIST adoption of an ETSI harmonized European standard for Short Range Devices (SRDs) and radio equipment used in the 1 GHz to 40 GHz range. It specifies the transmitter and receiver requirements, plus the test approach, used to show conformity with article 3.2 of the Radio and Telecommunications Terminal Equipment (R&TTE) Directive. Manufacturers, test laboratories and conformity assessors use it for SRD equipment such as alarms, identification systems, radio-determination, telecommand, telemetry and RFID.

What does SIST EN 300 440-2:2002 specify?

SIST EN 300 440-2:2002 applies to SRD transmitters and receivers in the 1 GHz to 40 GHz range. It gives the technical characteristics and the compliance test structure for generic SRDs, and it is organized into clauses on scope, references, definitions, technical requirements, testing and measurement interpretation.

The standard covers devices with an RF output connection and specified antenna, or with an integral antenna. It applies to all modulation types, with or without speech, and to fixed, mobile and portable stations. If a system includes transponders, they are measured together with the transmitter.

Clause 1 sets the scope, clause 2 lists references, clause 3 covers definitions, symbols and abbreviations, clause 4 sets technical requirements, clause 5 covers compliance testing, and clause 6 explains how to interpret measurement results. The standard is a product family standard, so more specific application standards can take precedence where they exist.

What are the key requirements of SIST EN 300 440-2:2002?

Transmitter requirements

  • Clause 4.1.1 limits effective radiated power for transmitters with an integral or dedicated antenna. In practice, the antenna and transmitter have to stay within the power limits referenced from EN 300 440-1.
  • Clause 4.1.2 limits the permitted operating frequency range. This matters because the transmitter must stay inside the spectrum boundaries it is authorized to use.
  • Clause 4.1.3 limits spurious emissions for all transmitters. This controls unwanted radiation outside the intended band.
  • Clause 4.1.4 limits duty cycle for all transmitters. For users, that means the transmitter's on-time can be part of the compliance case, not only its power.

Receiver requirements

  • Clause 4.2.1 sets adjacent channel selectivity-in-band for Equipment Class 1 receivers when invoked. This checks how well a receiver rejects nearby wanted signals.
  • Clause 4.2.2 sets adjacent band selectivity for Equipment Class 1 receivers when invoked. This is relevant when nearby band signals could interfere with reception.
  • Clause 4.2.3 sets blocking or desensitization limits for Equipment Class 1 and Class 2 receivers when invoked. In practice, this checks whether strong unwanted signals make the receiver unusable.
  • Clause 4.2.4 limits spurious radiations for all receivers. This controls unintended emissions from the receive side.

Special case and test interpretation

  • Clause 4.3 covers 2,45 GHz RFID systems and points to the specific power limits in EN 300 440-1, Annex C. That matters for RFID design and verification because these systems follow dedicated limits.
  • Clause 5 ties each requirement to a test suite, with declared environmental conditions and manufacturer-declared operating profile.
  • Clause 6 says the measured value against the relevant limit is used for the pass or fail decision, and the test report must state measurement uncertainty for each parameter.

What terms does SIST EN 300 440-2:2002 define?

  • Short Range Devices (SRDs) - Radio devices covered by the standard, including transmitters and receivers in the 1 GHz to 40 GHz range.
  • Radio Frequency (RF) - The radio-frequency interface or output connection used by the equipment.
  • effective isotropically radiated power (e.i.r.p.) - The radiated power measure used to set transmitter limits.
  • duty cycle - The fraction of time a transmitter is active over a defined period.
  • spurious emissions - Unwanted transmitter emissions outside the intended operating band.
  • blocking or desensitization - A receiver's susceptibility to strong unwanted signals that reduce its ability to receive.
  • adjacent channel selectivity-in-band - A receiver performance measure for rejecting nearby signals within the band.

Who uses SIST EN 300 440-2:2002?

SIST EN 300 440-2:2002 is used by product designers, RF engineers, test laboratories, quality managers and conformity assessment teams. It is relevant to companies making alarms, identification systems, radio-determination equipment, telecommand and telemetry products, and RFID systems. Buyers and regulators also use it when checking whether a device fits the SRD radio-spectrum framework.

What changed in SIST EN 300 440-2:2002 from the previous edition?

SIST EN 300 440-2:2002 updates the 1999 published standard to bring it into line with Directive 1999/5/EC and CEPT/ERC Recommendation 70-03.

Which standards are used with SIST EN 300 440-2:2002?

  • ETSI EN 300 440-1 - Provides the technical characteristics, definitions, limits and detailed test methods that Part 2 references throughout.
  • ETSI ETR 028 - Gives the method for calculating measurement uncertainty.
  • CEPT/ERC Recommendation 70-03 - Provides the SRD spectrum framework that the standard references for power classes and operating use.
  • Directive 1999/5/EC - The R&TTE legal framework for which this Harmonized EN is written.
  • Directive 98/34/EC - Provides the notification procedure referenced in the foreword.

What does the SIST EN 300 440-2:2002 document contain?

The document contains the scope, references, definitions, technical requirements for transmitters and receivers, compliance test suites, and rules for interpreting measurement results. It includes alternative test methods for e.i.r.p., operating frequency, spurious emissions and receiver spurious radiations, plus a table that links receiver performance requirements to the test methods in EN 300 440-1. It also includes measurement uncertainty figures that must be reported with test results.

Foreword This Candidate Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee Electromagnetic compatibility and Radio spectrum Matters (ERM). The present document has been produced by ETSI in response to a mandate from the European Commission issued under Council Directive 98/34/EC [2] (as amended) laying down a procedure for the provision of information in the field of technical standards and regulations. The present document is intended to become a Harmonized Standard, the reference of which will be published in the Official Journal of the European Communities referencing the Directive 1999/5/EC [1] of the European Parliament and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual recognition of their conformity ("the R&TTE Directive"). The present document is part 2 of a multi-part deliverable covering Electromagnetic compatibility and Radio spectrum Matters (ERM); Short range devices; Radio equipment to be used in the 1 GHz to 40 GHz frequency range, as identified below: Part 1: "Technical characteristics and test methods"; Part 2: "Harmonized EN under article 3.2 of the R&TTE Directive".

The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.3 various horizontal boxes are shown. Their dotted lines indicate that essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type.
