SIST EN 300 113-2 V1.4.1:2007 is the SIST adoption of ETSI EN 300 113-2 V1.4.1, a Harmonized European Standard for land mobile service radio equipment used in Private Mobile Radio (PMR) stations. It specifies the radio performance requirements and compliance test routes that support Article 3.2 of the R&TTE Directive for transmitters and receivers intended for speech and/or data and fitted with an antenna connector. It is written for manufacturers, test laboratories, and conformity teams that need to check whether a base station, mobile station, or qualifying hand portable station meets the essential radio spectrum requirements.
What does SIST EN 300 113-2 V1.4.1:2007 specify?
SIST EN 300 113-2 V1.4.1:2007 covers technical requirements for radio transmitters and receivers used in PMR stations within the land mobile service. It applies to equipment used for continuous or discontinuous transmission of data and/or digital speech, and to base stations, mobile stations, and certain hand portable stations with an antenna socket or internal RF access for testing.
The document is organized into five clauses and three annexes. Clause 1 sets the scope, Clause 2 lists references, Clause 3 covers definitions, symbols and abbreviations, Clause 4 gives the technical requirements, and Clause 5 gives the test and compliance approach.
| Annex | What it covers |
|---|---|
| Annex A | HS Requirements and conformance Test specifications Table (HS-RTT), linking each requirement to a test route and marking it as unconditional or conditional, and essential or other |
| Annex B | The EN title in the official languages |
| Annex C | Bibliography |
The scope excludes hand portable equipment that has no external antenna socket, no internal RF connector, and no possibility of a temporary internal RF connector. Clause 1 also notes that other ENs may apply for other essential requirements under Article 3 of the R&TTE Directive.
What are the key requirements of SIST EN 300 113-2 V1.4.1:2007?
SIST EN 300 113-2 V1.4.1:2007 is mainly a conformance standard: it points to the detailed technical definitions and limit values in ETSI EN 300 113-1, then tells you which measurements to use to show compliance. In practice, the document is about proving that the equipment uses spectrum cleanly, does not interfere with nearby channels, and behaves predictably under declared operating conditions.
Transmitter requirements
Clause 4.1 requires the equipment to meet the technical requirements across the manufacturer’s declared operational environmental profile. That means compliance is not limited to a single laboratory condition - the declared operating range matters for the final conformity claim.
Clauses 4.2.1 to 4.2.7 cover the main transmitter characteristics: frequency error, transmitter power (conducted), maximum effective radiated power, adjacent and alternate channel power, unwanted emissions in the spurious domain, intermodulation attenuation, and transient frequency behaviour. These are the core spectrum-sharing checks, because they control where the transmitter energy goes and how stable the carrier remains when the radio turns on, transmits, or changes state.
Clause 4.2.1 adds a specific conformance condition for frequency error when adjacent and alternate channel power has not already been measured under extreme test conditions. In practice, the test plan has to show that frequency accuracy has been checked in the right environmental state.
Clause 4.2.8 defines the transmitter timeout timer as a call-duration timer that stops transmission when the allowed time expires and requires PTT to be released and pressed again before retransmission. This is a declared function, so the manufacturer has to state the applicable limit and show that the timer behaves as claimed.
Receiver requirements
Clauses 4.3.1 to 4.3.7 cover receiver performance: maximum usable receiver sensitivity, co-channel rejection, adjacent channel selectivity, spurious response rejection, intermodulation response rejection, blocking or desensitization, and spurious radiations. In practical terms, these requirements show whether the receiver can hear the wanted signal while rejecting strong neighbours, unwanted products, and self-generated emissions.
For duplex equipment, Clause 4.3.1 adds receiver desensitization, and Clause 4.3.4 adds a duplex-specific spurious response rejection basis. That matters because simultaneous transmit-and-receive operation can make the receiver more vulnerable to overload from the transmitter path.
Testing and evidence
Clause 5.1 requires tests to be carried out at representative points within the declared environmental profile, and under normal and extreme test conditions where stated. This means the test setup must reflect the actual operating envelope that the manufacturer declares.
Clause 5.2 requires the test report to include measurement uncertainty, and the uncertainty calculation method comes from TR 100 028. In practice, the lab has to show both the measured result and its uncertainty, because the conformity decision depends on that recorded evidence.
Clauses 5.3 and 5.4 split the work into the Essential Radio Test Suite and the Other Test Suite. The essential suite covers transmitter frequency error, power, maximum effective radiated power, channel power, spurious emissions, intermodulation attenuation, transient frequency behaviour, and receiver spurious radiations; the other suite covers receiver sensitivity and rejection-type tests, especially for equipment using listen-before-transmit.
Annex A is important because it links each essential requirement to its test specification and marks whether the requirement is unconditional or conditional. For a buyer or engineer, that table is the quickest way to see which functions are in scope for a given product variant.
What terms does SIST EN 300 113-2 V1.4.1:2007 define?
- Private Mobile Radio (PMR) - the service context targeted by the standard, covering land mobile radio stations used for speech and/or data.
- R&TTE Directive - the EU directive whose Article 3.2 essential requirement this standard supports.
- Hand portable station - a portable radio type covered only when it has the antenna access arrangements described in the scope.
- Duplex equipment - equipment that transmits and receives at the same time, with extra receiver checks in this standard.
- Listen-before-transmit - an operating mode referenced in Annex A for some receiver tests and conditional requirements.
- Transmitter timeout timer - a call-duration timer that stops transmission when the permitted transmit time ends.
- HS-RTT - the Annex A table that maps each requirement to its test specification and its conditionality.
- PTT - the key used to start transmission for the transmitter timeout timer function.
Who uses SIST EN 300 113-2 V1.4.1:2007?
Manufacturers of PMR base stations, mobile stations, and qualifying hand portable stations use this standard when designing the transmitter and receiver sections and when preparing the technical file. Test laboratories use it to choose the correct radio test suites, environmental conditions, and uncertainty reporting method.
Quality managers, conformity assessment teams, and buyers use it to check whether a radio product is covered by the standard and which functions are conditional, such as duplex operation, listen-before-transmit, or a transmitter timeout timer. It is also relevant to engineers preparing a presumption-of-conformity case under Article 3.2 of the R&TTE Directive.
Which standards are used with SIST EN 300 113-2 V1.4.1:2007?
- ETSI EN 300 113-1 - the technical companion part. It provides the detailed definitions, symbols, abbreviations, limit clauses, and measurement methods that Part 2 cites throughout.
- Directive 1999/5/EC - the R&TTE Directive. It provides the essential requirement that radio equipment shall use spectrum effectively and avoid harmful interference.
- ETSI TR 100 028 - the uncertainty guide. Clause 5.2 uses it for calculating measurement uncertainty in test reports.
- ETSI EG 201 399 - the ETSI guide to the modular structure for candidate Harmonized Standards under the R&TTE Directive.
What does the SIST EN 300 113-2 V1.4.1:2007 document contain?
SIST EN 300 113-2 V1.4.1:2007 contains the scope, references, definitions framework, technical requirements, and compliance testing structure for PMR radio equipment. Clause 4 presents each transmitter and receiver requirement in a definition-limit-conformance format, while Clause 5 sets the environmental conditions, test power source, sample choice, and interpretation of measurement results.
Annex A is the main compliance cross-reference table for the standard. It shows which requirements are essential, which are conditional, and which test specifications are essential or other. Annex B gives the title in multiple official languages, and Annex C lists the bibliography used by the document.
