SIST EN 301 839-2 V1.1.1:2003 is the Slovenian adoption of ETSI EN 301 839-2 V1.1.1, a harmonized European standard for radio equipment in the 402 MHz to 405 MHz band used by Ultra Low Power Active Medical Implants (ULP-AMI) and accessories. It specifies the radio-spectrum technical requirements and test approach for Medical Implant Communications System (MICS) equipment so it can meet article 3.2 of the R&TTE Directive. Manufacturers, test laboratories and conformity assessors use it to check transmitter and receiver performance, antenna arrangement, spurious emissions and monitoring-system behavior.

What does SIST EN 301 839-2 V1.1.1:2003 specify?

SIST EN 301 839-2 V1.1.1:2003 applies to ULP-AMI and accessories described in Directive 90/385/EEC when they operate in a MICS in the 402 MHz to 405 MHz band. The document is focused on spectrum use and harmful-interference avoidance in that band, and it points readers to other ENs for the other essential requirements that may apply to the same equipment.

The document is organized into:

  • Clause 1 Scope
  • Clause 2 References
  • Clause 3 Definitions and abbreviations
  • Clause 4 Technical requirements specifications
  • Clause 5 Testing for compliance with technical requirements
  • Annexes A to C

What are the key requirements of SIST EN 301 839-2 V1.1.1:2003?

Operating conditions

SIST EN 301 839-2 V1.1.1:2003 requires compliance under the applicable environmental profile for the equipment class, including temperature and supply-voltage conditions. In practice, this means the equipment has to keep meeting the radio requirements over the real operating range it is intended for, not only at ideal conditions.

Clause 4.1 gives temperature categories for general, portable, indoor and active implant transmitter use. It also sets out operating ranges for mains-powered equipment, regulated lead-acid batteries, other battery types and other power sources, with some voltages declared by the manufacturer. For buyers and test teams, this is the basis for deciding which operating conditions have to be covered in testing.

Mechanical and electrical design

Clause 4.2.1 requires sound engineering practice and says the design should minimize disturbance to other equipment and be resistant to harmful interference. It also requires, at minimum, the provisions of clauses 10 and 12 of EN 301 839-1.

The antenna arrangement matters: equipment in the ULP-AMI band shall have an integral antenna, an external dedicated antenna, or both, and any external antenna connector must be unique so that a non-dedicated antenna cannot be fitted. Controls that could increase interference if maladjusted must not be easily accessible to the user, and any automatic transmitter shut-off or battery-saving feature may have to be disabled for testing.

Radio performance limits and test suites

Clauses 4.2.2 to 4.2.7 cover frequency error, emission bandwidth, effective radiated power of the fundamental emission, spurious emissions, frequency stability under low voltage conditions, and spurious radiation of receivers. For each item, EN 301 839-2 points to the definition and limit in EN 301 839-1, then requires the matching conformance test in Clause 5.

This matters because compliance is judged against the specified limits, not just against general design intent. If you are designing or testing the equipment, these clauses tell you which transmitter and receiver characteristics must be measured and compared with the relevant limits.

Monitoring system and evidence of conformity

Clause 4.2.8 covers the monitoring system, defined as the circuitry that ensures compliance with the spectrum access protocol requirements of EN 301 839-1. The EN-RT in Annex A marks this requirement as optional, but if the equipment includes a channel frequency selection system, it has to meet the stated requirement and test it in Clause 5.3.7.

Clause 5.2 also requires test reports to include measurement uncertainty and ties the uncertainty to the limits given there. For labs, that means the reported result and its uncertainty both matter when deciding pass or fail.

What terms does SIST EN 301 839-2 V1.1.1:2003 define?

  • Active medical implant - A diagnostic or therapeutic device implanted in the human body, with a power source and transceiver using the 402 MHz to 405 MHz band for two-way digital communication.
  • Medical Implant Communications System (MICS) - A system for two-way non-voice digital communications between an external programmer/control transceiver and an implant, or between implants.
  • Ultra Low Power Active Medical Implant (ULP-AMI) - An active medical implant transmitter or programmer/control transmitter designed to radiate RF energy under the rules referenced in the standard.
  • Medical implant device - An apparatus with a transmitter and integral receiver that operates in the ULP-AMI band inside the human body for diagnostic or therapeutic use.
  • Environmental profile - The range of environmental conditions under which the equipment has to comply.
  • Equipment Under Test (EUT) - The device being measured during compliance testing.

Who uses SIST EN 301 839-2 V1.1.1:2003?

SIST EN 301 839-2 V1.1.1:2003 is used by manufacturers of active implantable medical devices, accessory equipment and programmer/control transmitters, along with test laboratories and conformity assessment teams. It is also used by regulatory engineers and quality managers who need to define operating conditions, prepare test plans, and document measurement results for radio-spectrum compliance.

Which standards are used with SIST EN 301 839-2 V1.1.1:2003?

  • EN 301 839-1 - Provides the technical characteristics, electromagnetic compatibility requirements and test methods that this part references for definitions, limits and tests.
  • ETSI ETR 028 - Provides the basis for calculating measurement uncertainty.
  • Directive 1999/5/EC (R&TTE Directive) - Gives the essential requirement that this EN addresses.
  • Directive 90/385/EEC - Defines the active implantable medical device context for the scope.
  • Directive 89/336/EEC and Directive 73/23/EEC - Appear in the reference list as part of the broader regulatory framework.
  • Directive 98/34/EC - Supports the standards-and-regulations notification procedure mentioned in the foreword.

What does the SIST EN 301 839-2 V1.1.1:2003 document contain?

The document contains the scope, legal references, definitions, technical requirements and compliance test clauses for ULP-AMI and MICS equipment in the 402 MHz to 405 MHz band. It includes Table 1 for environmental temperature ranges and Table 2 for maximum measurement uncertainty, plus the clause-by-clause test suite in Clause 5.

Annex A provides the EN-RT, which is useful for static conformity assessment because it shows which requirements are mandatory or optional. Annex B gives the title in multiple official languages, and Annex C lists bibliography items, including CEPT/ERC/REC 70-03.

The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present document essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type. The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC Directive [2].
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive [3] and new standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be required. The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. A radio spectrum standard will apply if it is radio equipment. An article 3.3 standard will apply as well only if the relevant essential requirement under the R&TTE Directive [1] is adopted by the Commission and if the equipment in question is covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the essential requirements under the R&TTE Directive [1] may be covered in a set of standards. The modularity principle has been taken because: •
it minimizes the number of standards needed. Because equipment may, in fact, have multiple interfaces and functions it is not practicable to produce a single standard for each possible combination of functions that may occur in an equipment; •
it provides scope for standards to be added: - under article 3.2 when new frequency bands are agreed; or - under article 3.3 should the Commission take the necessary decisions;
without requiring alteration of standards that are already published; •
it clarifies, simplifies and promotes the usage of Harmonized Standards as the relevant means of conformity assessment. SIST EN 301 839-2 V1.1.1:2003
