SIST EN 301 511 V9.0.2:2004 is the Slovenian adoption of ETSI EN 301 511 V9.0.2, a Candidate Harmonized European Standard for GSM mobile stations in the GSM 900 and GSM 1800 bands. It specifies the radio-spectrum related essential requirements under article 3.2 of the R&TTE Directive for mobile stations and related active accessories that affect radio conformance.
The standard is written for people who need to decide whether a GSM mobile station fits the required radio behavior, and for those who must test or assess it against that requirement set. In practice, it is the document that ties the product type to the relevant transmitter, receiver and emissions tests.
What does SIST EN 301 511 V9.0.2:2004 specify?
SIST EN 301 511 V9.0.2:2004 specifies the essential radio requirements for a GSM mobile station operating in the GSM 900 and/or GSM 1800 bands. It focuses on efficient use of spectrum and avoidance of harmful interference under article 3.2 of Directive 1999/5/EC.
The scope covers digital cellular operation with 200 kHz channel separation, constant envelope modulation and TDMA traffic channels. It applies to general access requirements for Phase 2 and Releases 1996, 1997, 1998, 1999 and Rel-4 terminal equipment.
The scope excludes GPRS Class A mobiles, GPRS only mobiles and ECSD mobiles. It also treats an active accessory as part of the covered equipment when it changes terminal performance in a way that affects conformance to the essential requirements.
The document is organized into:
- clause 1 Scope
- clause 2 References
- clause 3 Definitions and abbreviations
- clause 4 Technical requirements specifications
- clause 5 Testing for compliance with technical requirements
- Annex A normative EN requirements table
- Annex B official-language titles
- Annex C change history
| Annex | What it covers |
|---|---|
| A | Normative EN Requirements Table (EN-RT), including applicability and support status |
| B | The EN title in the official languages |
| C | Change history |
What are the key requirements of SIST EN 301 511 V9.0.2:2004?
The key requirement theme in SIST EN 301 511 V9.0.2:2004 is simple: a GSM mobile station must meet the radio performance items that protect spectrum use, and it must be tested under the declared operating conditions. The document does this by linking each requirement to a specific test clause in TS 151 010-1.
Environmental operating limits
Clause 4.1 says the supplier shall declare the environmental profile, and the equipment shall meet the technical requirements within the boundary limits of that profile. In practice, this means the declared temperature, humidity or other operating conditions matter when deciding whether a terminal passes.
Clause 5.1 then says tests are carried out at representative points inside those limits. Where performance changes with the environment, the test set should vary enough to give confidence that the equipment still complies across the declared operating range.
Transmitter behavior
Clause 4.2 groups the transmitter checks around frequency error, phase error, output power, burst timing and output RF spectrum. Separate clauses cover normal operation, HSCSD multislot configuration and GPRS multislot configuration, and there are additional checks for MS supporting the R-GSM frequency band.
In practice, these items are the main controls on how precisely the transmitter stays on frequency, how cleanly it radiates, and how much unwanted energy it spreads outside the intended channel. That matters because most GSM radio problems are seen first as drift, excess power, burst mis-timing or spectrum spillover.
Emissions and receiver performance
Clause 4.2 also covers conducted and radiated spurious emissions in both allocated-channel and idle-mode conditions. Separate items apply to MS supporting the R-GSM frequency band.
Receiver requirements cover blocking and spurious response for speech channels, again with separate treatment for MS supporting the R-GSM frequency band. In practice, these checks show whether the mobile station still works when strong unwanted signals are present nearby.
EGPRS and conditional applicability
Clause 4.2 adds EGPRS cases for frequency error and modulation accuracy, output power, output RF spectrum, and blocking/spurious response. These items are only relevant when the equipment support profile makes them applicable.
Annex A is the practical map for that applicability. The EN-RT identifies each requirement as Mandatory, Optional, Conditional or Not Applicable, and the supporting tables define the mobile-station types and additional information used in those Boolean conditions. For a reader, that means not every test applies to every model, and the product feature set determines the test set.
Test method linkage
Clause 5.2 repeats the requirement list as the essential radio test suites and points each one to TS 151 010-1. The standard therefore tells you what to test in this document and where to find the detailed procedure and measurement basis.
What terms does SIST EN 301 511 V9.0.2:2004 define?
- Environmental profile - the range of environmental conditions under which the equipment is required to comply with the standard.
- Mobile Station (MS) - a GSM radio terminal that includes the GSM radio part.
- Radio and Telecommunications Terminal Equipment (R&TTE) - the regulatory framework referenced by the standard, especially article 3.2.
- Radio Frequency (RF) - the radio-frequency domain covered by the transmitter, receiver and emissions requirements.
- General Packet Radio Service (GPRS) - the packet data service family referenced in the scope, references and conditional applicability tables.
Who uses SIST EN 301 511 V9.0.2:2004?
Manufacturers of GSM mobile stations use SIST EN 301 511 V9.0.2:2004 to design and verify radio behavior against the essential requirements. Test laboratories use it to select the right radio test suites and to map results back to the EN-RT.
Regulatory and conformity assessment teams use it to judge which requirements are mandatory and which are conditional on supported features. Quality managers and buyers use it to check whether a supplier’s declared GSM feature set matches the applicable requirement set for the product being offered.
Accessory suppliers use it when an active accessory changes the terminal’s radio performance in a way that affects conformance.
What changed in SIST EN 301 511 V9.0.2:2004 from the previous edition?
The change history records that Version 9.0.0 added requirements up to and including Rel-4. It also records approval of Version 9.0.2 at MSG #5 and later publication history for that version.
Which standards are used with SIST EN 301 511 V9.0.2:2004?
| Reference | What it contributes |
|---|---|
| Directive 1999/5/EC | The legal essential requirement framework, including article 3.2 |
| ETSI TS 151 010-1 | The main GSM conformance test suite and the detailed test clauses referenced by clauses 4 and 5 |

| ETSI TS 122 060 / ETSI TS 101 349 / ETSI TS 144 060 | GPRS and radio-link references used in Annex A for GPRS and EGPRS support conditions |
These references are not just background reading. They determine the test method, the feature-dependent applicability rules and the broader conformity context for a GSM mobile station.
What does the SIST EN 301 511 V9.0.2:2004 document contain?
The document contains a frequency-band table for GSM 900 and GSM 1800 mobile stations, a modular-structure figure showing how R&TTE requirements are split across standards, and a full requirement list in clauses 4 and 5 that points to TS 151 010-1. Annex A contains the EN-RT proforma, the mobile-station type table and the additional-information table used to decide whether each requirement is mandatory or conditional.
For certification or assessment work, the most useful parts are the requirement mapping in clauses 4.2 and 5.2 and the applicability logic in Annex A. The remaining annexes support administration, language presentation and traceability of revisions.

The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present
document essential requirements in these areas have to be adopted by the Commission. If such essential requirements
are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to
be specified by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The
scopes of these standards are specified either by frequency (normally in the case where frequency bands are
harmonized) or by radio equipment type.
For article 3.1b the diagram shows EN 301 489 [32], the multi-part product EMC standard for radio used under the
EMC Directive [30].
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive [31] and new
standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be
required.
The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. A radio
spectrum standard will apply if it is radio equipment. An article 3.3 standard will apply as well only if the relevant
essential requirement under the R&TTE Directive [1] is adopted by the Commission and if the equipment in question is
covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the essential
requirements under the R&TTE Directive [1] may be covered in a set of standards.
The modularity principle has been taken because:
• it minimizes the number of standards needed. Because equipment may, in fact, have multiple interfaces and
functions it is not practicable to produce a single standard for each possible combination of functions that may
occur in an equipment;
• it provides scope for standards to be added:
- under article 3.2 when new frequency bands are agreed; or
- under article 3.3 should the Commission take the necessary decisions without requiring alteration of
standards that are already published;
• it clarifies, simplifies and promotes the usage of Harmonized Standards as the relevant means of conformity
assessment.

with a channel separation of 200 kHz, utilising constant envelope modulation and carrying traffic channels according to
the Time Division Multiple Access (TDMA) principle.
The present document is intended to cover the provisions of Directive 1999/5/EC (R&TTE Directive) [1] article 3.2,
which states that "…. radio equipment shall be so constructed that it effectively uses the spectrum allocated to
terrestrial/space radio communications and orbital resources so as to avoid harmful interference".
The present document covers the general access requirements for terminal equipment for Phase 2 and Releases 1996,
1997, 1998, 1999 and Rel-4. The general access requirements, applied to the terminal equipment, are for one release
only. The present document does not cover the GPRS Class A mobiles, the GPRS only mobiles and the ECSD mobiles.
For each test purpose and its corresponding conformance requirement, a reference is given to the test method in
TS 151 010-1 [2]. The requirements apply at the air interface, which may be stimulated to perform the tests by
additional equipment if necessary.
The measurement uncertainty is described in TS 151 010-1 [2].
In addition to the present document, other ENs that specify technical requirements in respect of essential requirements
under other parts of article 3 of the R&TTE Directive [1] will apply to equipment within the scope of the present
document.
NOTE 1: A list of such ENs is included on the web site http://www.newapproach.org.
TS 151 010-1 [2] constitutes the conformance test suite for GSM. The verification of the conformance requirements in
the present document is based on the tests described in this reference. The set of requirements in TS 151 010-1 [2] and
the set of requirements in the present document need not be identical.
Some requirements only apply to specific types of mobile station (e.g. data tests only apply to mobile stations with a
data facility, tests that only apply to GSM900 or only to GSM1800 or to both). The present document indicates the
specific test which should be carried out for each mobile station type.
An active accessory is covered by the present document if it modifies the terminal performance in an aspect which
affects conformance to essential requirements.
NOTE 2: Only active devices are subject to the present document. Accessories may be tested with specific
terminals, and either approved for use with those terminals only, or may possibly be approved for use
with a wider range of terminals, depending on the nature and effect of the accessory.
