Overview
EN 13451-2:2015+A1:2020 - part of the CEN series “Swimming pool equipment” - specifies additional specific safety requirements and test methods for ladders, stepladders and handle bends used for pool access and egress. This part supplements and takes priority over the general requirements in EN 13451-1 and applies to manufactured access fittings for classified public swimming pools (see EN 15288-1 and EN 15288-2).
Key topics and technical requirements
- Scope and priority: Adds specific rules for ladders, stepladders and handle bends; these requirements override EN 13451-1 where applicable.
- Dimensions and ergonomic limits:
- Grip cross-section for parts intended to be held: 25 mm to 50 mm.
- Typical ladder clear widths (example): w = 450–600 mm (see standard figures/tables for full ranges).
- Handrail vertical height: 750 mm to 950 mm above pool surround.
- Maximum vertical rise between treads (stepladders): ≤ 250 mm.
- Design constraints and prohibitions:
- Recessed ladders and asymmetric handle bends are preferred to reduce hazards.
- Treads designed as circular tubular rungs are not allowed on stepladders.
- Handle bends must not protrude beyond specified vertical planes depending on recessed or protruding ladders.
- Structural integrity and testing:
- Full structure must meet EN 13451-1 structural requirements.
- Variable stepladders (used with movable floors) must be tested in extreme positions for entrapment risk.
- Clause 5: verification by measurement, visual examination or practical tests.
- Slip resistance:
- Tread surfaces shall meet rating group 24° as defined in EN 13451-1.
- User information:
- Manufacturers must provide additional instructions to prevent hazards (e.g., protrusion into pool, access under stepladders, movable floor interactions).
- Accessibility:
- Informative Annex A includes examples to improve access for older persons and persons with disabilities.
Applications and who uses this standard
- Manufacturers of pool ladders, stepladders and handle bends - for product design, production and CE marking.
- Pool designers and architects - to specify compliant access fittings in new builds and retrofits.
- Facility managers and operators - to verify installed equipment meets safety rules and to guide procurement.
- Test laboratories and certification bodies - to carry out structural, slip-resistance and entrapment tests.
- Inspectors and regulators - to assess conformity with European safety expectations for public pools.
