Paper and board intended to come into contact with foodstuffs - Determination of the fastness of fluorescent whitened paper and board

This document describes procedures for the testing of the fastness of fluorescent whitened paper and board intended to come into contact with foodstuffs. Some procedures depending on the foreseeable use of the material are given.
Visual absence of the glass fibre paper’s fluorescence under UV light is evaluated.
For samples having significant different sides, a migration can occur from one glass fibre to the other and could lead to wrong interpretation of the fastness of one side. It is advisable to check these samples using large sampling procedure to prevent cross contamination of the glass fibre during the migration procedure. The procedure is described in Annex A. If lower limit of detection is required, this procedure can also be used.

Overview

SIST EN 648:2019 is a European standard developed by CEN that specifies the procedures for determining the fastness of fluorescent whitened paper and board intended for food contact applications. This standard is critical for ensuring that fluorescent whitening agents (FWA) used in paper and board do not migrate undesirably to food products, which could impact safety and quality.

The document outlines methods to visually assess the resistance (fastness) of fluorescent whitening agents when paper or board materials are exposed to various test fluids under controlled conditions. SIST EN 648:2019 supersedes the previous 2006 version with updated scope, testing fluids, and definitions to better align with contemporary food contact situations.

Key Topics

  • Fastness Testing Principle
The core principle involves placing the test material in contact with glass fibre papers saturated with specific test fluids. After exposure under defined temperature and duration conditions, the transfer of fluorescent whitening agents is evaluated under UV-A light by comparison with reference papers.

  • Test Fluids and Conditions
Different fluids simulate realistic food contact scenarios, including:

    • Distilled or deionized water
    • 3% aqueous acetic acid
    • Alkaline salt solution (pH ~8.6)
    • Vegetable oil (per EU regulations)
These fluids are used under defined temperatures and durations simulating short to long-term and hot or cold contact.
  • Glass Fibre Papers
Unstained glass fibre papers with specific characteristics (grammage, pH, absence of fluorescent agents and cellulosic fibres) are used to detect migration of whitening agents visually.

  • Comparison Papers and Evaluation
A series of fluorescent whitened comparison papers with graduated concentrations of whitening agents are prepared to enable a graded evaluation (1–5) of fastness. Grade 1 indicates poor fastness (significant migration), while grade 5 indicates excellent fastness.

  • Large Sample Testing
Annex A provides guidance for testing large samples to prevent cross-contamination in materials with significantly different sides, ensuring accurate interpretation of fastness results.

Applications

  • Food Packaging Materials
SIST EN 648:2019 is vital for manufacturers of paper and board packaging intended for food contact, ensuring compliance with regulatory safety requirements regarding migration of fluorescent agents.

  • Quality Control & Product Development
Enables producers and laboratories to assess and improve the resistance of paper and board materials to fluorescent whitening agent migration under simulated real-world conditions.

  • Regulatory Compliance
Supports conformity with EU and other international guidelines for materials in contact with food, reducing potential health risks associated with chemical migration.

  • Material Selection
Allows developers to select suitable paper and board grades with appropriate fastness properties for specific food contact applications, including hot and oily foods.

Related Standards

  • EN ISO 186: Sampling to Determine Average Quality of Paper and Board
Specifies sampling procedures for collecting representative test samples for consistency and reliability.

  • EN ISO 3696: Water for Analytical Laboratory Use
Defines water quality standards essential for preparing test fluids used in EN 648 procedures.

  • ISO 6588-2: Determination of pH of Aqueous Extracts of Paper and Board
Provides methods to measure pH in hot water extract, relevant for characterizing glass fibre papers used in tests.

Summary

SIST EN 648:2019 delivers a comprehensive framework for evaluating the fastness of fluorescent whitening agents in paper and board materials intended for direct or indirect food contact. By simulating various food contact environments and providing standardized assessment methods, this standard plays a critical role in ensuring product safety, regulatory compliance, and quality assurance within the food packaging industry.
