Overview
ISO 12653-1:2000 sets international standards for electronic imaging focused on the black-and-white scanning of office documents. This part of the ISO 12653 series defines a test target designed to evaluate and monitor the quality and performance consistency of flat-bed and rotary black-and-white reflection scanners used in electronic image management systems. Specifically, the standard assists users in conducting routine performance checks and setting operational performance boundaries for scanners handling black-and-white or color office documents with or without half-tone or color. However, this standard excludes color scanners and devices intended for scanning transparent or translucent documents.
By providing a standardized test target, ISO 12653-1 supports organizations in ensuring the reliability and quality of scanned documents over time, facilitating improved electronic document management and long-term preservation.
Key Topics
Test Target Characteristics
The standard specifies a detailed test target comprising various test elements such as geometric shapes, character groups, grey scales, and resolution patterns. These elements are designed to pinpoint scanner performance limits and detect failure points accurately.Test Elements Included
The test target features a frame with millimeter squares, diamond-shaped markers, diagonal lines, concentric circles, ISO characters in different sizes, serif and sans-serif fonts, ISO resolution charts, line width variations, uniform reflection density areas, density step wedges, half-tone grey scales, and the Pestrecov star pattern for frequency analysis.Design Specifications
The target must be printed on an A4-size opaque white base with a glossy surface, simulating typical office documents. For duplex scanners, double-sided targets (identical on both sides) are required.Performance Assessment Scope
It applies exclusively to black-and-white reflection scanners for office documents and aims to check performance consistency over time. This part enables routine quality control and helps establish scanner capability thresholds.Normative References
The standard incorporates related ISO documents such as ISO 446 (character sets), ISO 3334 (resolution charts), and ISO 5-4 (reflection density measurement), ensuring compatibility with established imaging quality metrics.
Applications
ISO 12653-1 is vital for organizations and professionals relying on black-and-white office document scanners. Its practical uses include:
Routine Quality Control
Periodic use of the test target helps maintain scanner calibration and detect quality degradation, ensuring acceptable image quality for electronic document management systems.Scanner Performance Benchmarking
Helps to define the scanning system’s operational limits, informing decisions about hardware upgrades or maintenance schedules.Compliance and Standardization
Assists businesses and institutions in meeting industry standards for document image quality, critical for legal, archival, and administrative workflows.Troubleshooting and Diagnostics
Enables identification of specific scanning issues by evaluating resolution, density, and reproduction accuracy using standardized test elements.
By adopting ISO 12653-1, users ensure consistent, repeatable assessments that contribute to improved scanner reliability and reduced risk of poor-quality digital images in office workflows.
Related Standards
ISO 12653-2 – Complementary to Part 1, this standard provides methods for using the test targets including continuous tone and color performance evaluation of black-and-white scanners.
ISO 446:1991 – Describes the ISO character sets used in test targets for assessing character recognition and reproduction.
ISO 3334:1989 – Defines resolution test charts for micrographics, referenced for assessing scanner resolution capabilities.
ISO 5-4:1995 – Covers geometric conditions for reflection density measurements, vital for accurately evaluating the test target’s density areas.
ISO 12651:1999 – Provides vocabulary for electronic imaging, supporting consistent terminology when applying ISO 12653-1.
Together, these standards create a comprehensive framework for evaluating and maintaining the output quality of black-and-white scanners in office document imaging environments.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO
member bodies). The work of preparing International Standards is normally carried out through ISO technical
committees. Each member body interested in a subject for which a technical committee has been established has
the right to be represented on that committee. International organizations, governmental and non-governmental, in
liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical
Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 3.
Draft International Standards adopted by the technical committees are circulated to the member bodies for voting.
Publication as an International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this part of ISO 12653 may be the subject of
patent rights. ISO shall not be held responsible for identifying any or all such patent rights.
International Standard ISO 12653-1 was prepared by Technical Committee ISO/TC 171, Document imaging
applications, Subcommittee SC 1, Quality.
ISO 12653 consists of the following parts, under the general title Electronic imaging — Test target for the black-
and-white scanning of office documents:
 Part 1: Characteristics
 Part 2: Method of use
Introduction
Simple and reliable means are required for evaluating the quality of output images of office documents that have
been scanned into electronic image management systems using a black-and-white scanner. The test target
specified in this part of ISO 12653 provides system users with a means of evaluating the output quality and of
assessing the capability of a system to produce output of appropriate quality.
Test charts and targets already exist for micrographics and facsimile transmission, but they are specific to these
said fields and do not meet the needs of the users of document scanning systems.
