Overview
ISO/IEC 18584-2:2025 is an international standard that defines test methods for on-card biometric comparison applications, focusing specifically on the work-sharing mechanism. This standard establishes conformance testing procedures for requirements defined in ISO/IEC 24787-2, which governs the secure and efficient division of biometric comparison tasks between an integrated circuit card (ICC) and an interface device (IFD). While this document concentrates on verifying conformance to the work-sharing mechanism, it explicitly excludes performance measurements such as error rates and processing speed.
The on-card biometric comparison technology enhances security by ensuring that biometric data comparisons are executed entirely within the secure ICC environment, preventing the biometric reference from being exposed externally. This standard plays a critical role in validating that on-card biometric systems meet security and interoperability demands for identity verification solutions.
Key Topics
Scope of Testing
ISO/IEC 18584-2:2025 specifies the method to test work-sharing functionality between the ICC and IFD during biometric verification. Key exclusions are error rate analysis and speed measurement of comparison algorithms, focusing purely on functional conformance.Test Environment Setup
The standard outlines a test environment comprising:- A Device Under Test (DUT), which is the ICC acting as a sensor-off-card device.
- A test apparatus (IFD) that sends commands to and receives responses from the DUT.
Test Case Structure
Each test case includes:- Unique identifier and version
- Defined purpose and reference requirements
- ICC configuration profile detailing supported features
- Precondition and postcondition states of the ICC
- Step-by-step test scenarios
- Expected results with pass/fail criteria
Biometric Auxiliary Data Profiles
Testing is conducted for two ICC profiles:- Profile A: Biometric auxiliary data is retrievable from the ICC
- Profile B: Biometric auxiliary data is not retrievable from the ICC
Detailed Test Cases
The standard defines at least two critical test cases:- WSR_001 – Validates work-sharing with biometric auxiliary data retrieved from the ICC.
- WSR_002 – Validates work-sharing without biometric auxiliary data.
Data Format and Security Requirements
Biometric data transferred must comply with ISO/IEC 7816-11 formatting and be encrypted unless handled in a trusted environment. Commands follow ISO/IEC 7816-4 and ISO/IEC 7816-11 standards ensuring interoperability and security.
Applications
ISO/IEC 18584-2:2025 is particularly relevant for organizations and vendors involved in:
Integrated Circuit Card (ICC) Development
Developers designing secure ICCs implementing biometric verification must ensure compliance with this work-sharing mechanism to facilitate robust on-card biometric comparisons.Identity Verification Solutions
Applications requiring high-level identity verification such as government ID cards, access control, and secure payment systems benefit from conformance to these test methods to guarantee secure biometric processing on cards.Smart Card Testing and Certification
Certification bodies can use this standard to validate on-card biometric comparison implementations, ensuring product security and interoperability in compliance with recognized international criteria.Biometric Security Enhancement
Enhancing biometric system security by minimizing biometric data exposure outside the secure ICC environment, reducing privacy risks and potential attack vectors.
Related Standards
This standard should be considered alongside the following to fully understand on-card biometric technologies and requirements:
ISO/IEC 24787-2:2024 – Specifies the requirements for the work-sharing mechanism in on-card biometric comparison. ISO/IEC 18584-2 provides the associated conformance test methods.
ISO/IEC 24787-1:2024 – Covers general principles and specifications for on-card biometric comparison applications.
ISO/IEC 7816-4 & ISO/IEC 7816-11 – Define commands and personal verification methods for integrated circuit cards crucial for biometric data formatting and communication.
ISO/IEC 2382-37 – Provides biometrics vocabulary to standardize terminology used in biometric technologies.
Conclusion
ISO/IEC 18584-2:2025 provides a structured framework for testing and certifying the conformance of on-card biometric comparison work-sharing mechanisms. By ensuring biometric verification processes are securely partitioned between the ICC and associated devices, this standard supports enhanced security, privacy, and interoperability in biometric authentication systems. Compliance with ISO/IEC 18584-2 is essential for manufacturers and solution providers aiming to implement trusted and robust biometric verification embedded in smart cards.

Introduction
On-card biometric comparison provides a more secure biometric verification method than off-card biometric
comparison, as the comparison is executed inside the integrated circuit card (ICC) and the biometric reference
is never revealed outside the ICC. ISO/IEC 24787-2 specifies a set of requirements for implementing work-
sharing mechanism of biometric comparison inside the ICC. An ICC application that claims conformance to
ISO/IEC 24787-2 fulfils a set of requirements outlined in this document. The requirements are established
for on-card biometric comparison, which is in a sensor-off card device, as defined in ISO/IEC 24787-2.
