This document provides additional national and regional requirements applicable to combustion engine
powered pedestrian-controlled and ride-on snow throwers.
5.1, Table 3

The snow thrower shall be designed in such a way that it is not possible to sustain
an engine speed greater than the maximum operating engine speed as specified by
the manufacturer, using a control or by making simple adjustments
