Overview
ISO/IEC 14496-4:2004/Amd 26:2008 is an important international standard focusing on information technology related to the coding of audio-visual objects. It specifically addresses Part 4: Conformance Testing, with Amendment 26 introducing conformance levels and bitstreams for the Open Font Format (OFF). This amendment plays a crucial role in standardizing how font data is tested within multimedia objects to ensure interoperability and compatibility across different devices and platforms.
Developed by ISO and IEC, this amendment complements the original ISO/IEC 14496-4:2004 framework by detailing requirements and test methods for fonts embedded in audio-visual content. Emphasizing conformance testing guarantees that implementations meet minimum interoperability criteria, boosting reliability and user experience.
Key Topics
Conformance Testing
Establishes structured testing procedures and criteria for verifying compliance of audio-visual objects with the coding standards.Open Font Format (OFF)
Defines conformance levels and corresponding bitstreams to ensure fonts integrated into multimedia conform to recognized standards.Bitstreams for Fonts
Specifies the bitstreams utilized to represent font data, enabling consistent and accurate rendering across platforms.Conformance Levels
Outlines hierarchical levels of compliance, allowing developers and manufacturers to assess and certify their font implementations effectively.Compatibility and Interoperability
Ensures that multimedia content containing fonts behaves consistently across different hardware and software environments.Documentation and Implementation
Provides guidance on installation of test materials and usage of the standard for developers testing font conformance.
Applications
Multimedia Content Development
Ensures that digital audio-visual content creators can include fonts compliant with OFF specifications, improving content portability.Software and Device Manufacturers
Helps manufacturers verify that their decoding software and hardware comply with font coding requirements, enhancing cross-device compatibility.Quality Assurance and Testing
Enables QA teams to conduct rigorous tests on embedded fonts, ensuring conformance and preventing rendering issues in final products.Digital Publishing
Supports publishers in embedding fonts that meet international standards, boosting accessibility and visual consistency.Font Development and Licensing
Facilitates font foundries in creating fonts that adhere to global conformance specifications, easing licensing and distribution.
Related Standards
ISO/IEC 14496 (MPEG-4)

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent

Amendment 26 to ISO/IEC 14496-4:2004 was prepared by Technical Committee ISO/IEC/TC , Information
Technology, Subcommittee SC 29, Coding of audio, picture, multimedia and hypermedia information.
It defines the conformance test procedures for implementations compliant with ISO/IEC 14496-22 “Open Font
Format” and ISO/IEC 14496-18 “Font compression and streaming”.

AMENDMENT 26: Conformance levels and bitstreams for Open

After 4.15, add the following subclause:
4.16 Font data conformance
4.16.1 Font data conformance levels
4.16.1.1 Open Font conformance levels
ISO/IEC 14496-22 “Open Font Format” (OFF) defines an extensible mechanism for font data representation
1)
that is based on the industry standard OpenType® font format. The standard allows representation of font
2)
data with outline information encoded in one of the two basic formats – with TrueType™ outlines, and with
3)
outlines encoded using Compact Font Format (CFF, a compressed representation of Adobe PostScript®
Type 1 fonts) developed by Adobe Systems Incorporated.
Font data may be represented using collections of tables, which include a set of required tables, a set of
tables that are related to TrueType outlines, a set of tables that are related to CFF outlines, and a set of
relevant optional tables, e.g. the tables that support advanced typographic features and advanced text layout
for complex scripts. The five different OFF conformance levels are defined, which correspond to the following
functionality of fonts:
1) Fonts that contain only required tables and the subset of tables related to TrueType outlines with
no hints (i.e. unhinted TrueType outlines only). Conformance at this level shall be claimed if the
following set of tables is supported: ‘cmap’, ‘head’, ‘hhea’, ‘hmtx’, ‘maxp’, ‘name’, ‘OS/2’, ‘post’,
‘loca’ and ‘glyf’ (where hint instructions that may be part of glyph outline data should be ignored).
2) Fonts that contain only required tables and the full set of tables related to TrueType outlines
(including TrueType hints). Conformance at this level shall be claimed only if the following set of
tables is supported: ‘cmap’, ‘head’, ‘hhea’, ‘hmtx’, ‘maxp’, ‘name’, ‘OS/2’, ‘post’, ‘cvt’, ‘fpgm’ ‘prep’,
‘loca’ and ‘glyf’.
3) Fonts that contain only required tables and the tables related to CFF outlines. Conformance at this
level shall be claimed if the following set of tables is supported: ‘cmap’, ‘head’, ‘hhea’, ‘hmtx’,
‘maxp’, ‘name’, ‘OS/2’, ‘post’, ‘CFF’ and ‘VORG’. Please note that this level may include OFF TTC
fonts with CFF outlines, however, support for TTC font collections is not required for terminals
claiming compliance at this level.
