Overview
ISO/IEC 13818-4:2004/Amd 3:2009 is an important amendment to the ISO/IEC 13818-4 standard, developed by the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). This amendment specifically addresses conformance testing levels for high-definition video formats, focusing on 1080@50p and 1080@60p video streams. The standard provides updated guidelines and test bitstreams to ensure the interoperability and quality of generic coding for moving pictures and associated audio information.
This amendment is critical for developers, broadcasters, and manufacturers who implement MPEG-2 video compression and transmission technologies in HD environments, ensuring compliance and consistency across industry applications.
Key Topics
Conformance Testing for HD Video
Defines level-specific criteria and test procedures for 1080p video at 50 and 60 frames per second, critical for high-motion content and real-time broadcast services.Generic Coding of Moving Pictures and Audio
Builds on the MPEG-2 Part 4 framework, focusing on the technical validation of coded video and associated audio signals ensuring correct encoding and decoding.Test Bitstream Provision
Includes supplied bitstreams for comprehensive testing, allowing engineers to validate their encoding and decoding equipment against the conformance level specified for 1080@50p/60p.Compatibility and Interoperability
Enhances assurance that devices and systems from different vendors will handle HD moving pictures and audio streams consistently and according to international standards.Document Accessibility and Usage
Provided in portable document format (PDF) for easy access, with instructions on software requirements such as Adobe Acrobat Reader to view the material. The amendment is packaged to maintain file integrity and easy installation.
Applications
Broadcasting Industry
Ensures that HD broadcast streams conform to international standards, improving signal quality and reliability in live television and streaming services.Digital Video Equipment Manufacturing
Assists manufacturers of MPEG-2 encoders, decoders, and related hardware to verify that their products meet the required performance criteria for HD video at higher frame rates.Video Streaming Services
Guarantees the delivery of smooth, high-quality video streams over various networks, supporting 1080p content at 50 and 60 fields per second for enhanced viewer experience.Professional Video Production
Enables content creators and post-production houses to validate compliance of encoded material with industry benchmarks for HD content distribution.Conformance Testing Laboratories
Provides test suites and detailed criteria for certification and validation of MPEG-2 codec implementations focused on HD video levels.

Foreword
ISO (the International Organization for Standardization) and IEC (the International Electrotechnical
Commission) form the specialized system for worldwide standardization. National bodies that are members of
ISO or IEC participate in the development of International Standards through technical committees
established by the respective organization to deal with particular fields of technical activity. ISO and IEC
technical committees collaborate in fields of mutual interest. Other international organizations, governmental
and non-governmental, in liaison with ISO and IEC, also take part in the work. In the field of information
technology, ISO and IEC have established a joint technical committee, ISO/IEC JTC 1.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of the joint technical committee is to prepare International Standards. Draft International
Standards adopted by the joint technical committee are circulated to national bodies for voting. Publication as
an International Standard requires approval by at least 75 % of the national bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
