Overview
ISO/IEC 19794-2:2005/Cor 1:2009 is a Technical Corrigendum to the international standard for finger minutiae data interchange. It updates and corrects portions of Part 2 of the ISO/IEC 19794 series so that biometric systems, smart-card applications and interchange formats for fingerprint minutiae remain interoperable and unambiguous. Changes include revised format-type codes, modified clause numbering, and clarified encoding guidance for card-related minutiae formats.
Key Topics
- Format type definitions: Table 16 was replaced to explicitly define ten finger minutiae format types (decimal 001–028 / hex ‘0001’–’001C’) covering:
- Record formats (with/without extended data)
- Card formats (normal vs compact; with or without record header)
- Two representations of ridge endings: valley skeleton bifurcation points and ridge skeleton end points
- Card-related encodings (Clause 8): The corrigendum reworks Clause 8 (renumbering subclauses) and defines two card encodings - normal size and compact size - that can embed series of minutiae as TLV DOs (per ISO/IEC 7816-11) or within finger minutiae records instead of fixed-length 6‑byte entries.
- Zonal quality data (card formats without header): A modified header for zonal quality data is specified when image dimensions are not present. Header fields include:
- resolution (cells per decimetre; permissible 20–255; recommended 125)
- number of cells in X and Y (1–255)
- cell quality bit depth (0, 1, 2, 4 or 8)
- Match-on-card guidance: Notes clarify that compact card formats without record headers are optimized for match-on-card scenarios (minutia data compared inside smartcard), and that TLV encoding per ISO/IEC 19785-3 is recommended for card formats without headers.
- Normative reference updates: References to related standards were updated/added (e.g., ISO/IEC 19784-1:2006, ISO/IEC 19785-2:2006, ISO/IEC 19785-3:2007).
Applications
- Biometric system developers and fingerprint template vendors implementing minutiae template storage, interchange and verification.
- Smart-card and secure element integrators using match-on-card fingerprint verification.
- Identity management, law enforcement AFIS/ABIS integrators, and government ID programs requiring standardized fingerprint interchange formats.
- Systems requiring CBEFF-compatible TLV encoding for efficient biometric data transmission.
Related Standards
- ISO/IEC 19794-2:2005 (finger minutiae data)
- ISO/IEC 19784-1:2006 (BioAPI)
- ISO/IEC 19785 series (CBEFF), especially ISO/IEC 19785-3:2007 (Patron format specs)
- ISO/IEC 7816-11 (biometric data DO TLV encoding)
This corrigendum ensures clearer, interoperable rules for biometric minutiae formats, particularly in card-based and constrained-storage environments.

RECTIFICATIF TECHNIQUE 1
Technical Corrigendum 1 to ISO/IEC 19794-2:2005 was prepared by Joint Technical Committee ISO/IEC
JTC 1, Information technology, Subcommittee SC 37, Biometrics.
In this corrected version, Table 16 and the associated Notes 2 and 3 have been replaced. Also, the first
paragraph of Clause 8 and the subclause numbering throughout Clause 8 have been modified.

In paragraph 2, replace sentence 2 with the following:
Ten types of data formats are then defined:
⎯ two for general storage and data interchange; one of minutiae data only and one including also standard-
ised extended data;
⎯ two normal-size format types without record header for use in card-based systems — one with ridge
endings represented by valley skeleton bifurcation points and one with ridge endings represented by ridge
skeleton end points;
⎯ two compact-size format types without record header for use in card-based systems — one with ridge
endings represented by valley skeleton bifurcation points and one with ridge endings represented by ridge
skeleton end points;

Replace the first paragraph with the following:
8.1 Introduction
This clause defines two card-related encoding formats for a series of minutiae descriptions. These are the
normal size format and the compact size format. When either of the card formats is used, a series of minutiae
descriptions as defined in 8.2 or as defined in 8.3 may be embedded in
⎯ a tag-length-value encoded biometric data DO as defined in ISO/IEC 7816-11, or
⎯ a finger minutiae record as defined in Clause 7, instead of a series of fixed-length (6-byte) minutiae
descriptions.

Renumber original 8.1, 8.2, 8.3 and 8.4 as 8.2, 8.3, 8.4 and 8.5, respectively. Renumber their subclauses
accordingly.

Add the following new subclauses before 8.4.2:
8.4.1.1 Zonal Quality Data Modified for Finger Minutiae Card Formats
8.4.1.1.1 Zonal Quality Data Format Summary
In the absence of a record header, for the finger minutiae card formats the image size in the X and Y directions
is not provided; hence, the placement of the cells described in 7.5.4 is unknown. This information has to be
provided in a modified header for the zonal quality data.
