Overview
IEC TS 62898-3-1:2020/AMD1:2023 is an important amendment to the international technical specification focused on microgrids, specifically addressing technical requirements for protection and dynamic control. Published by the International Electrotechnical Commission (IEC), this amendment enhances the original 2020 edition by updating definitions, control system hierarchies, and dynamic stability parameters to better align with current microgrid technologies.
This standard is a part of the IEC 62898 series, which addresses various facets of microgrid systems-key for decentralized electrical energy systems integrating renewable energy sources (RES) and distributed energy resources (DER). The amendment expands on aspects like local and central control layers, energy storage systems, and the operation of microgrids during island mode to ensure reliable and stable energy supply.
Key Topics
Dynamic Stability and Frequency Control: Updates emphasize the role of local frequency control mechanisms ensuring microgrid stability under varying load and generation conditions, critical for integrating intermittent renewable energy sources such as solar and wind.
Control System Hierarchy:
- Local Control: Revised terminology replaces “primary control” with “local control,” which manages voltage, current, load sharing, and islanding detection at the DER unit level.
- Central Control: Previously called secondary control, central control optimizes system-level voltage and frequency stability and supports power exchange operations with the main grid.
- Higher-Level Controls: Cover optimization functions like cost, power loss, and emissions management over longer operational timescales.
Protection Requirements: Strengthening protection schemes ensures microgrids can isolate faults effectively, maintain operational safety, and support plug-and-play capabilities for distributed generators.
Energy Storage Systems: Specifically references electrical energy storage systems and their essential role in balancing supply and demand, enhancing reliability during island operation modes.
Renewable Energy Sources: Clear definitions and updated handling of distributed renewable energy emphasize their role as constantly replenished primary energy inputs in modern microgrids.
Use Cases and Dynamic Control Strategies: Real-world field testing figures included in the amendment illustrate the benefits of transient disturbance controls and dynamic control devices in maintaining voltage and current profiles within optimal ranges.
Applications
IEC TS 62898-3-1:2020/AMD1:2023 applies broadly across industries and sectors deploying microgrid technologies, including:
Utility Companies: For enhancing grid resilience by integrating microgrids that can operate autonomously during outages and stabilize frequency and voltage dynamically.
Renewable Energy Integration: Guiding microgrid operators and developers in incorporating intermittent RES like wind and solar power through effective protection and control systems.
Remote and Island Communities: Ensuring stable energy supply where traditional grid extension is not feasible, utilizing local and central control layers for smooth operation.
Industrial Facilities and Campuses: Enabling secure, efficient microgrids that allow for optimized energy management, improved power quality, and system robustness.
Electric Energy Storage Deployment: Enabling better management of electrical energy storage for peak shaving, load balancing, and emergency backup within microgrids.
Related Standards
IEC TS 62898-3-2: Provides additional specifications on the higher-level control functions for microgrids referenced in the amendment.
IEC 60364-5-57: Addresses electrical installations of microgrids including protection aspects, referenced for protective device coordination.
IEC 62934: Covers power management and control of microgrids, complementing dynamic control functions outlined in this amendment.
IEC TS 63268: Focuses on grid integration aspects of microgrid components under varied operating conditions.
Understanding the interrelation of these standards supports comprehensive compliance and best practices in microgrid design, protection, and control.
By adhering to IEC TS 62898-3-1:2020/AMD1:2023, stakeholders can implement robust microgrid systems that enhance energy security, incorporate sustainable energy sources, and promote optimized, dynamic grid management, meeting global standards for next-generation electrical energy systems.
