Overview
IEC TR 63127:2019/AMD1:2024 is an important amendment to the original IEC Technical Report 63127:2019. This amendment provides updated guidelines for the system design of HVDC (High Voltage Direct Current) converter stations using line-commutated converters (LCC). Issued by the International Electrotechnical Commission (IEC), this report targets professionals and engineers involved in HVDC systems and contributes to standardizing design practices worldwide.
The updated document reflects advancements in HVDC technology, addressing the increasing integration of renewable energy sources and evolving grid conditions. With a focus on optimizing HVDC converter station design, the amendment enhances system reliability, stability, and efficiency for DC voltage levels above 100 kV.
Key Topics
HVDC Converter Station Design: The standard provides detailed system design guidelines for HVDC converter stations employing line-commutated converters. It helps optimize configurations to accommodate evolving power system requirements.
AC/DC Interaction and Control: It updates approaches on managing interactions between HVDC converter stations and the AC system, including control strategies necessary for stable operation.
Short-Circuit Current and System Strength: The amendment places emphasis on the effect of AC system strength on HVDC system design. It highlights how weak AC networks require specialized control techniques, reactive power compensation devices (STATCOM, SVC, TCSC), and explains the role of short-circuit ratio (SCR) and effective short-circuit ratio (ESCR) in planning.
Reactive Power Consumption Calculations: The standard revises important equations used in calculating reactive power consumption in converter valves, facilitating more accurate design and performance prediction.
Converter Station Components: Modifications include terminology updates (e.g., neutral bus earthing switch) and design recommendations for components such as converter valves and transformer enclosures.
Power Level and Voltage Ratings: Recommendations now consider power ratings up to 12,000 MW at ±1,100 kV, reflecting progress in high-voltage DC transmission capabilities.
Applications
IEC TR 63127:2019/AMD1:2024 is essential for:
HVDC Project Planning and Design: Engineers involved in the planning, design, and operation of HVDC converter stations will apply these guidelines to ensure safe, reliable, and efficient integration of HVDC links into AC grids.
Renewable Energy Integration: With increasing connections of renewable energy sources affecting system strength, the guidelines support adaptations in HVDC station design to maintain stability and power quality.
Grid Reinforcement and Expansion: Utilities undertaking grid reinforcement using HVDC technology will benefit from the updated recommendations on system strength evaluation, reactive power compensation, and control strategies.
Standardization and Regulatory Compliance: The document assists manufacturers, operators, and regulatory bodies in aligning HVDC systems to recognized international standards, facilitating interoperability and harmonization.
Related Standards
To complement IEC TR 63127:2019/AMD1:2024, the following standards and technical reports are relevant:
IEC 61803: Guidelines for HVDC converter valves, referenced for loss calculations and equipment performance.
CIGRE TB No. 352: Provides technical insights on capacitor commutated converters (CCC) and system adaptation for weak AC systems.
