Overview
The EN 61300-3-20:2001 standard, issued by the European Committee for Electrotechnical Standardization (CLC), sets forth essential procedures for testing and measuring the directivity of fibre optic branching devices. This international standard applies specifically to multiport, non-wavelength-selective MxN fiber optic branching components. The directivity measurement quantifies the fraction of light that unintentionally leaks from one input channel to another, normally isolated, input path. Accurate assessment of directivity is crucial for ensuring optimal performance in fibre optic networks that require minimal crosstalk and high channel isolation.
Key Topics
- Directivity Definition: Directivity is expressed as the ratio of unwanted light detected at an isolated port relative to the reference source power, expressed in decibels (dB).
- Measurement Challenges: Due to the potentially very low levels of leaked light (down to -70 dB), the standard addresses critical factors affecting measurement accuracy such as:
- Ambient light interference
- Reflections from fibre ends
- Cladding mode propagation
- Low-level accuracy of power meters
- Effects of Rayleigh scattering in fibre pigtails
- Test Apparatus:
- Optical source (S) with stable emission within the operative wavelength band and cladding mode suppression
- Temporary joint (TJ) for reproducible low-loss fibre connections
- High return loss terminations (T) to minimize reflected light, including angled fibre ends or index matching materials
- High dynamic range detector (D) power meter compatible with BD wavelength range
- Test Procedure:
- Establish reference optical power by connecting source directly to detector
- Connect source to input port “A” and measure optical power at isolated port “B”
- Calculate directivity as the difference between isolated port power and reference power in dB
- Repeat for all relevant input/isolated port combinations
- Specification Details: The standard requires clear documentation of test parameters including source characteristics, joint types, power meter specs, and directivity performance criteria.
Applications
This standard is vital for manufacturers, quality assurance teams, and testing laboratories involved in the design, production, and verification of fibre optic branching devices such as splitters and couplers. Practical applications include:
- Telecommunications Networks: Ensuring low crosstalk and high isolation between channels in fibre optic distribution systems.
- Data Centers: Verifying that interconnecting passive components meet strict performance criteria to prevent signal degradation.
- Fiber to the Home (FTTH) Systems: Measuring component quality to maintain signal integrity across complex branching topologies.
- Test and Measurement Equipment Development: Calibrating devices for precision measurement of directivity and performance validation.
Adhering to EN 61300-3-20 minimizes system errors caused by unwanted optical power leakage, thereby improving signal quality and network reliability.
Related Standards
- IEC 61300 Series: EN 61300-3-20 is part of the broader IEC 61300 family covering basic test and measurement procedures for fibre optic interconnecting devices and passive components.
- IEC 61280 Series: Standardizes test methods related to fibre optic components and systems, complementary to EN 61300.
- ITU-T G.671: Specifies characteristics of optical components in telecommunications networks, often referring to related measurement practices.
- ISO/IEC Directives Part 3: Governs preparation and drafting of international standards, ensuring consistency and clarity.
By following the EN 61300-3-20:2001 guidance, stakeholders gain a reliable methodology for measuring the directivity of fibre optic branching devices-crucial for maintaining high-performance optical systems in various industrial and commercial applications.

FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, the IEC publishes International Standards. Their preparation is
entrusted to technical committees; any IEC National Committee interested in the subject dealt with may
participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. The IEC collaborates closely with the International
Organization for Standardization (ISO) in accordance with conditions determined by agreement between the
two organizations.
2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an
international consensus of opinion on the relevant subjects since each technical committee has representation
from all interested National Committees.
3) The documents produced have the form of recommendations for international use and are published in the form
of standards, technical specifications, technical reports or guides and they are accepted by the National
Committees in that sense.
4) In order to promote international unification, IEC National Committees undertake to apply IEC International
Standards transparently to the maximum extent possible in their national and regional standards. Any
divergence between the IEC Standard and the corresponding national or regional standard shall be clearly
indicated in the latter.
5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
equipment declared to be in conformity with one of its standards.
6) Attention is drawn to the possibility that some of the elements of this International Standard may be the subject
of patent rights. The IEC shall not be held responsible for identifying any or all such patent rights.
International Standard IEC 61300-3-20 has been prepared by subcommittee 86B: Fibre optic
interconnecting devices and passive components, of IEC technical committee 86: Fibre optics.
