Overview

EN 62560:2012/A11:2019 is a CENELEC amendment to the European safety standard for self‑ballasted LED‑lamps for general lighting services operating at voltages greater than 50 V. Prepared by CLC/TC 34 and approved in 2019, this amendment (A11) updates EN 62560:2012 with additional safety requirements, normative references and an informative annex that maps the standard to the Low Voltage Directive (LVD) 2014/35/EU. The standard provides a harmonised way to demonstrate conformity for CE marking within its scope (when cited in the Official Journal).

Key topics and requirements

  • Scope: Safety specifications for self‑ballasted LED lamps (voltage > 50 V). Note: radio equipment may be included in the lamp.
  • Relationship to EU law: Annex ZZA links the standard to the LVD (2014/35/EU) and lists which clauses support the Directive’s essential safety objectives; electromagnetic fields (EMF) are not covered by this standard.
  • New/modified clauses (prefix “Z”): additions to Clause 7 (protection against accidental contact) and new subclauses on conductor fixation and related tests.
  • Fixing of conductors (7.Z2):
    • Requirement: Conductors must be fixed such that, if a conductor becomes loose, it cannot reduce clearances or creepage distances below specified values.
    • Assumptions: Two independent fixings will not fail simultaneously; properly locked screw/nut fixings are considered secure.
    • Compliance: Checked by inspection, measurement or by applying a 10 N force in the most unfavourable direction. Examples of acceptable constructions are given (heat‑shrink tubing, soldered and hooked conductors, secured screw terminals, ring lugs, short rigid conductors).
  • Fire and thermal safety: normative references include glow‑wire and flammability test standards (IEC 60695 series).
  • Normative references: includes IEC/EN standards relevant to lamp caps, temperature rise (IEC 60360), luminaires (IEC 60598), LED modules (IEC 62031), lamp controlgear (IEC 61347‑1), and photobiological safety (IEC 62471).
