Overview

EN 61029-1:2009/A11:2010 (adopted as SIST EN 61029-1:2009/A11:2011 in Slovenia) is a CENELEC amendment to the European safety standard for transportable motor‑operated electric tools - Part 1: General requirements. This amendment (A11) was approved on 2010-11-01 by CENELEC TC 116 and updates the original 2009 standard. The document focuses on safety aspects that apply across a wide range of portable electric tools and includes a specific change to clause 18 (stability and mechanical hazards).

Key topics and requirements

  • Scope: General safety requirements for transportable motor‑operated electric tools (EN 61029‑1 Part 1).
  • Amendment A11 (clause 18.1):
    • For fixed guards that are intended to be removed at the place of use as part of routine maintenance (as described in the instruction manual), the fastenings shall remain attached either to the guard or to the tool.
    • NOTE: Replacement of brushes is explicitly not considered routine maintenance for this purpose.
  • Administrative and compliance notes included in the amendment:
    • National adoption deadline: implementation by 2011‑11‑01.
    • Conflicting national standards to be withdrawn by 2013‑11‑01.
    • The amendment was prepared by CENELEC TC 116 and may contain elements subject to patent rights.

Practical applications

Who uses EN 61029‑1/A11:

  • Manufacturers and product designers - to ensure portable electric tools meet European safety requirements, especially regarding guards and maintenance design.
  • Compliance and certification bodies - to test, verify and certify tools against the updated clause on guard fastenings and related mechanical hazards.
  • Maintenance planners and technical writers - to prepare instruction manuals that define what is considered routine maintenance and to ensure guards’ fastenings remain attached during maintenance operations.
  • Procurement and safety officers - to specify compliant tools and verify vendor declarations of conformity.

Practical implications:

  • Design teams should incorporate retained fastenings for removable guards to reduce loss/damage and improve safety during on‑site maintenance.
  • Instruction manuals must clearly define maintenance tasks and indicate which guards may be removed and how fastenings are managed.

Related standards and classification

  • Part of the EN 61029 series addressing safety of transportable motor‑operated electric tools.
  • ICS classification: 25.140.20 (Electric tools).
  • Prepared under CENELEC (European Committee for Electrotechnical Standardization) procedures.
