prEN IEC 63044-3:2026 is the CLC draft for Home and building electronic systems (HBES) and building automation and control systems (BACS) - Part 3: Electrical safety requirements. It specifies the electrical safety requirements for HBES/BACS networks and the equipment interfaces connected to them so that they remain safe under normal use and single-fault conditions. The document is meant for product committees, manufacturers, system designers and installers who need the network-side safety rules for HBES/BACS equipment.

What does prEN IEC 63044-3:2026 specify?

prEN IEC 63044-3:2026 specifies the electrical safety requirements for an HBES/BACS network and for equipment interfaces connected to that network. It focuses on network-side safety, not on the electrical safety of the device itself except at the interface to the HBES/BACS network.

The scope covers protection against hazards from the device, overvoltages on the network, touch current, hazards caused by different types of network, and overheating of the communication wiring. It applies under normal and single-fault conditions. It does not apply to interfaces to other networks, and it does not cover functional safety.

The document is organized into:

  • Clause 1 Scope
  • Clause 2 Normative references
  • Clause 3 Terms, definitions and abbreviated terms
  • Clause 4 Safety requirements and compliance criteria
  • Clause 5 Requirements
  • Annex A, which is informative and lists product standards for electrical safety
  • Bibliography

What are the key requirements of prEN IEC 63044-3:2026?

prEN IEC 63044-3:2026 combines network classification, insulation coordination, touch-current limits and installation rules. In practice, it tells a product designer what kind of separation, voltage withstand and documentation are needed for a device port to be acceptable on an HBES/BACS network.

Classification of installation areas

Clause 5.2 classifies HBES/BACS devices by installation conditions. Devices installed as part of the fixed installation shall be treated as overvoltage category III, while devices supplied from the fixed installation but not part of it shall be at least category II. All devices shall be at least pollution degree 2 and material group IIIa. For a manufacturer, this means the enclosure, insulation and spacing choices must match a building-installation environment, not a benign indoor electronics environment.

Device safety and product standards

Clause 5.3.1 requires the device to meet the relevant product safety standard, taking the overvoltage category and pollution degree into account. Annex A gives a non-exhaustive list of product standards used with HBES/BACS equipment such as controllers, actuators, UPS, luminaires, electronic control devices and power supplies. In practice, IEC 63044-3 is used together with the product standard, not instead of it.

Network type and electrical separation

Clause 5.3.2 separates two cases. For devices connected to an ICT network, IEC 62949 applies in addition to the product standard. For devices connected to a dedicated HBES/BACS network, Table 1 defines the required electrical separation between the device circuit and the HBES/BACS network circuit. The table uses rated insulation voltage, AC withstand voltage and impulse withstand levels, so designers must choose the separation type that matches the network voltage and circuit classification.

When the separation between mains and SELV is done by a transformer, the transformer shall be a safety transformer to IEC 61558-2-6 or IEC 61558-2-16. The manufacturer’s documentation also has to state the safety classification of the ports and any network-topology restrictions. For a buyer or integrator, that means port labeling and installation instructions are part of the safety case, not optional extras.

Touch current limits

Clause 5.3.3 limits touch current and defines when basic protection is needed for SELV and PELV circuits. If the nominal voltage is above 25 V AC or 60 V DC, or if the equipment is immersed, basic protection is required by insulation, barriers or enclosures. For mains-supplied devices connected to the HBES/BACS network, the touch current to the network shall be limited to 0.25 mA rms and measured using the method referenced in IEC 62151.

Clause 5.3.3.4 adds summation rules for devices with multiple network ports. If a device can pass touch current from several connected items of equipment, the total has to stay within the stated limits, and some earthed-port arrangements require a permanent protective-earth connection and a warning label. In practice, this matters for hubs, gateways and other multiport devices where touch currents can add up across ports.

Protection of communication wiring from overheating

Clause 5.3.4 requires the network power supply to have short-circuit and/or overload current limitation so that the communication wiring cannot overheat. The current-carrying capacity of the communication wires shall be at least equal to the total current limitation of the connected power supplies, and the temperature and current limits in IEC 60364-5-52 shall not be exceeded. For installation teams, this means cable sizing and power limiting have to be coordinated.

Installation rules

Clause 5.4 requires installation to comply with IEC 60364 (all parts) and the manufacturer’s installation instructions, and IEC 63044-6:2021 has to be taken into consideration. This makes the installation rules part of the safety evaluation, not just the device design.

What terms does prEN IEC 63044-3:2026 define?

prEN IEC 63044-3:2026 uses a set of safety terms that are central to its separation and voltage rules.

  • ICT network - a metallic two-conductor communication network that can connect equipment in separate buildings, excluding mains, dedicated HBES/BACS networks and certain external networks.
  • electric shock - the physiological effect caused when electric current passes through a human or livestock.
  • basic protection - protection against electric shock under normal conditions.
  • fault protection - protection against electric shock under single-fault conditions.
  • ELV - extra low voltage, defined here as voltage within voltage band I in IEC 61140.
  • SELV network - a safety extra low voltage network that stays within ELV under normal and single-fault conditions, including earth fault in other networks.
  • PELV network - a protective extra low voltage network that stays within ELV under normal and single-fault conditions, except for earth fault in other networks.

Who uses prEN IEC 63044-3:2026?

prEN IEC 63044-3:2026 is used by IEC technical committees that prepare product standards for HBES/BACS equipment, because Clause 4 says it is the minimum network-side safety basis when a product standard already contains safety requirements. It is also used by manufacturers of controllers, actuators, power supplies, UPS, electronic control devices, lighting devices and communication interfaces listed in Annex A.

System designers, installers and integrators use it to decide network classification, insulation separation, touch-current control and installation method. Conformity and test personnel use it when checking overvoltage category, pollution degree, current limits and the required measurements or inspections.

What changed in prEN IEC 63044-3:2026 from the previous edition?

prEN IEC 63044-3:2026 is the second edition and it replaces the first edition published in 2017 and Amendment 1:2021. The document states these significant technical changes:

  • updates to the IEC standards referenced in the terms/definitions clause and in the requirements clauses
  • deletion of the former Clause 4, which was void
  • addition of IEC 63044-6 as a document to be taken into consideration in Clause 5.4

Which standards are used with prEN IEC 63044-3:2026?

What does the prEN IEC 63044-3:2026 document contain?

prEN IEC 63044-3:2026 contains the definitions, classification rules, electrical separation table and test/inspection approach needed to check HBES/BACS network interfaces. Table 1 is the key design table: it relates mains, ELV, FELV, SELV and PELV network conditions to the required type of separation and the associated withstand levels. The document also contains measurement-based compliance checks for touch current, inspection-based checks for classification and documentation, and installation guidance that ties the network rules to IEC 60364 and the manufacturer’s instructions.

Annex A gives a practical map from HBES/BACS equipment types to the product standards commonly used for electrical safety. That helps standards writers and engineers see which device standard sits alongside this part when they design or assess a product.

INTRODUCTION
The IEC 63044 series deals with developing and testing Home and Building Electronic Systems
(HBES) and Building Automation and Control Systems (BACS).
This document deals with electrical safety requirements for HBES/BACS.
This document is based on the philosophy that a device considered electrically safe according
to an appropriate product safety standard should also remain safe when connected to a network.
This document specifies in addition to the specific product standar d the electrical safety
requirements necessary in order for an HBES/BACS device connected to a network to remain
safe under normal and single-fault conditions of the HBES/BACS network and at the same time
under normal and single-fault conditions of one or more HBES/BACS devices connected to the
HBES/BACS network. This includes protection from overvoltages on the network, protection
from hazards caused by connection of different types of network, the limitation of the touch
current to a network and protection of the communication wiring from overheating.
The HBES/BACS network is any interconnection between HBES/BACS devices. The
HBES/BACS networks can be either an ICT network with interfaces classified according to IEC
62949 or a dedicated network classified as a mains, ELV, FELV, SELV or PELV networks.
For HBES/BACS devices connected to an ICT network, the requirements in IEC 62949 apply.
For HBES/BACS devices connected to a dedicated HBES/BACS network, the requirements for
the electrical separation between the device and the network are specified (see Table 1). These
specifications of the electrical separations follow the principle in the basic safety publications
IEC 60664-1:2020 and IEC 61140 [1], together with the installation requirements of IEC 60364
(all parts). The following compromises are used.
– According to the principles of IEC 60664-1, the rated impulse voltage for the separation
shall be the higher of the impulse voltage on the network and the rated impulse voltage of
the device circuit to be connected to the network.
– The overvoltage categories considered by IEC 60664-1 refer to overvoltages derived directly
from the mains through the power supply.
– The overvoltages coming from other sources (e.g. capacitive couplings) are not specified in
IEC 60664-1. IEC 60664-1 recommends that technical committees specify overvoltage
categories or rated impulse voltages as appropriate.
For the purposes of this document, the following impulse voltages have been specified.
– For networks with galvanic electrical separation from mains (FELV, SELV or PELV), the
impulse overvoltage coming from the network side of the separation has been limited to 2,5
kV for fixed installed networks and 1,5 kV for detachable networks.
– For ICT networks, particular requirements apply (see 5.3.2.1).
IEC CDV 63044-3 © IEC 2026
1 Scope
The IEC 63044 series deals with developing and testing Home and Building Electronic Systems
(HBES) and Building Automation and Control Systems (BACS).
This group safety publication is primarily intended to specify the electrical safety requirements
for an HBES/BACS network and for the equipment interfaces to an HBES/BACS network under
normal and single-fault conditions, unless equivalent or higher requirements are included in the
product standard.
It does not apply to interfaces to other networks.
NOTE An example of other networks is a dedicated ICT network covered by IEC 62949.
This document does not cover the electrical safety requirements for the devices connected to
the HBES/BACS, that are covered by the applicable product standard, except for the equipment
interfaces to an HBES/BACS network.
This document covers the following requirements and compliance criteria:
– protection against hazards from the device;
– protection against overvoltages on the network;
– protection against touch current;
– protection against hazards caused by different types of network;
– protection of the communication wiring against overheating caused by excessive current.
This document is also intended to be used by technical committees in the preparation of product
standards for the safety requirements of the equipment interfaces to be connected to an
HBES/BACS network, in accordance with the principles laid down in IEC Guide 104.
