Overview

EN 63044-1:2017/A1:2021 is Amendment 1 to the European adoption of IEC 63044-1:2017 and updates the general requirements for Home and Building Electronic Systems (HBES) and Building Automation and Control Systems (BACS). Approved by CENELEC on 2021-06-08, this amendment refines terminology, interface definitions and the standardization structure to support interoperable building automation solutions.

This amendment was prepared by IEC Technical Committee 23 (Electrical accessories) and endorsed without modification as a European Standard. The document clarifies how HBES/BACS components, gateways and network interfaces relate to system behaviour and documentation.

Key Topics

  • Updated terminology: Key entries revised include definitions for gateway, HBES/BACS network, HBES/BACS, network interface and service. The amendment emphasizes distributed functions linked via a common communication process and lists examples of common data models (e.g., KNX, LON, BACnet, Dotdot).

  • Scope and documentation: The amendment deletes a paragraph in Clause 1 and removes a phrase from Clause 4 concerning product documentation, aligning the document wording with international practice.

  • Standardization structure: Parts 2–5 descriptions have been clarified:

    • Part 2 (environmental): specifies environmental conditions when declared by the manufacturer.
    • Part 3 (electrical safety): explicitly covers electrical safety requirements for HBES/BACS.
    • Part 5 (EMC): specifies EMC requirements for HBES/BACS and for interfaces of equipment intended for connection to HBES/BACS networks. The bibliography also adds CISPR 32 for multimedia EMC emission requirements.
  • Clause changes: Clause 6 (applications and clusters overview) has been deleted. Several terminological entries were replaced or updated to better reflect market usage and support interoperability.

Applications

This amendment benefits stakeholders involved in design, manufacture, installation and certification of building automation systems by:

  • Improving interoperability through clearer definitions of network interfaces and gateways.
  • Supporting system integration by clarifying the concept of a common communication process and data models.
  • Aligning EMC and safety expectations for devices and interfaces connected to HBES/BACS networks.

Typical use cases include lighting control, shading, HVAC integration, alarming and remote services where consistent definitions and interface clarity reduce integration risk.

Related Standards

  • IEC 63044-1:2017 (base international document)
  • CISPR 32 (added to the bibliography for EMC emission requirements)
  • Relevant regional national standards as implemented by CENELEC members

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
