Overview

EN IEC 60335-2-113:2023/A11:2023 is a European Standard published by CLC, addressing the safety of household and similar electrical appliances used for cosmetic and beauty care that incorporate lasers and intense light sources. This amendment (A11) supplements the base standard EN IEC 60335-2-113:2023, focusing on devices intended for direct skin contact and operating at rated voltages not exceeding 250 V. These appliances include devices for hair removal, skin treatments, and other non-medical cosmetic applications. The standard ensures safety by addressing the hazards associated with exposure to lasers and intense light sources in a non-professional setting, emphasizing user protection and risk mitigation.

Key Topics

  • Scope and Applicability: This standard is dedicated to cosmetic and beauty care appliances that use lasers and intense light sources in household environments, excluding medical and industrial devices.
  • User Safety: Detailed requirements are provided to guard against reasonably foreseeable hazards, including marking and instructions that clarify proper use and warn about potential dangers.
  • Vulnerable Populations: Special attention is given to the explicit prohibition of use by or on children, and clear guidance regarding users with reduced capabilities.
  • Operational Precautions: Modifications to symbol usage, instructions for use, and the inclusion of clear warnings regarding laser exposure are mandated to enhance user awareness.
  • Mechanical and Electrical Safety: The standard strengthens requirements regarding construction, heating, mechanical strength, and testing protocols, minimizing risks related to electrical components and moving parts.
  • Radiation Protection: Special clauses address protection against hazardous optical radiation and ensure compliance with relevant photobiological safety standards.
  • Software Reliability: Software-related requirements have been enhanced to prevent impaired compliance during operation, supporting functional safety.

Applications

EN IEC 60335-2-113:2023/A11:2023 is highly relevant for manufacturers, importers, and testing laboratories involved in the design and certification of:

  • At-home intense pulsed light (IPL) hair removal devices
  • Laser skin rejuvenation and acne treatment appliances for personal use
  • Other beauty and cosmetic care products utilizing lasers or high-intensity light

By following this standard, organizations ensure their products are compliant with EU safety legislation, support market access, and protect end users from the risks associated with improper use of high-intensity light and laser devices. The standard also provides guidance for labeling, instructions, and device design, directly impacting product development and conformity assessment processes.

Related Standards

For comprehensive compliance and a holistic approach to product safety, refer to the following related standards:

  • EN 60335-1: General requirements for the safety of household and similar electrical appliances.
  • IEC/EN 60825-1: Safety of laser products - classification and requirements.
  • EN 62471: Photobiological safety of lamps and lamp systems.
  • EN ISO 7010: Graphical symbols – Safety colours and signs (applicable for laser and light source warnings).
  • EN ISO 14155: Good clinical practice for the clinical investigation of medical devices for human subjects.
  • EN IEC 60335-2-23 and EN IEC 60335-2-27: Particular safety requirements for appliances related to body care.

Adherence to EN IEC 60335-2-113:2023/A11:2023 supports the safe development and usage of innovative beauty care technologies for households, fostering consumer protection and aligning with European safety regulations.
