Safety of toys - Part 13: Olfactory board games, cosmetic kits and gustative games

This document applies to olfactory board games, cosmetic kits, gustative games and supplementary sets. It specifies requirements on the use of substances and mixtures and in some cases on their amount and concentration in olfactory board games, cosmetic kits, gustative games and supplementary sets to such games or kits.
These substances and mixtures are:
-   those classified as hazardous by the EC-legislation applying to hazardous substances [13] and hazardous mixtures [13];
-   substances and mixtures which in excessive amounts could harm the health of the children using them and which are not classified as hazardous by the above-mentioned legislation; and
-   any other chemical substance(s) and mixture(s) delivered with the set.
Furthermore, this document specifies allergenic fragrances which are prohibited in toys, marking requirements, in particular regarding allergenic fragrances, and requirements on a contents list, instructions for use, the equipment intended to be used during the activity and the use of highly flammable liquids.
This document does not apply to cosmetic toys such as play cosmetics for dolls.
NOTE   The terms "substance" and "mixture" are defined in the REACH regulation (EC) No. 1907/2006 [14] and in the CLP regulation (EC) No. 1272/2008 [13].

This draft amendment is submitted to CEN members for enquiry. It has been drawn up by the Technical Committee CEN/TC 52.

This draft amendment A2, if approved, will modify the European Standard EN 71-13:2021+A1:2022. If this draft becomes an
amendment, CEN members are bound to comply with the CEN/CENELEC Internal Regulations which stipulate the conditions for
inclusion of this amendment into the relevant national standard without any alteration.

This draft amendment was established by CEN in three official versions (English, French, German). A version in any other
language made by translation under the responsibility of a CEN member into its own language and notified to the CEN-CENELEC
Management Centre has the same status as the official versions.

This document (EN 71-13:2021+A1:2022/prA2:2024) has been prepared by Technical Committee
CEN/TC 52 “Safety of toys”, the secretariat of which is held by DS.
This document is currently submitted to CEN Enquiry.
This document will amend EN 71-13:2021+A1:2022.
This document has been prepared under a standardization request addressed to CEN by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its
Member States.
For the relationship with EU Legislation, see informative Annex ZA, which is an integral part of this
document.
1 Modifications to the European foreword
Remove the reference to Part 9 from the list of parts.
Add the following references in the list of parts:
— Part 15: Formamide in foam toy materials
— Part 16: Certain flame retardants in toy materials
— Part 17: Isothiazolinones in aqueous toy materials
— Part 18: Phenol in aqueous and polymeric toy materials
— Part 19: Migration of bisphenol A from toy materials
Add the following reference to the list of deliverables of NOTE 1:
— CEN/TS 17973, Safety of toys — Categorization of slime type materials
2 Modifications to Clause 4 “Requirements (see A.4)”
Replace the title of 4.1.2.1 “Olfactory board games using substances and mixtures recognized as food
flavours or food ingredients” with “Olfactory board games using only substances and mixtures recognized
as food flavours or food ingredients”.
Replace the text in the NOTE of 4.1.2.1, NOTE 3 of 4.1.2.2, the NOTE in 4.3.2 and the NOTE in 4.3.3 with the
following (in order to align the wording of the various notes in the document):
“Food flavours and other food ingredients are subject to the relevant food legislation, e.g. Regulation (EC)
No 178/2002 [7] (“general food law”), Regulation (EC) No 1334/2008 [6] (flavours), Regulation (EC) No
1333/2008 [5] and Commission Regulation (EU) No 231/2012 [19] (food additives) and Regulation (EU)
No 1169/2011 [8] (food information to consumers).”.

“The intended and possible reactions between all fragrances and other components of cosmetic kits shall
be evaluated in order to ensure that no reaction products or mixtures could be formed, that could harm
the health of children (including skin reaction etc.) using the kit.”.
