EN 14059:2026 is a CEN European Standard for decorative oil lamps. It specifies safety requirements and test methods for oil lamps used in households, restaurants, recreational facilities and similar areas, with the main aim of limiting small children’s access to lamp oil. It also covers cartridges intended to form decorative oil lamps with accessories, and it applies to both re-fillable and non-re-fillable decorative oil lamps.
What does EN 14059:2026 specify?
EN 14059:2026 specifies the safety rules, test methods and user information for decorative oil lamps and related cartridges. It focuses on preventing accidental poisoning of children up to three years old by reducing access to lamp oil.
The document is organized into six clauses and one informative annex:
- Clause 1 - scope
- Clause 2 - normative references
- Clause 3 - terms and definitions
- Clause 4 - requirements
- Clause 5 - test method
- Clause 6 - product information
- Annex A - rationale of requirements
Clause 4 sets the product requirements, Clause 5 gives the corresponding test methods, and Clause 6 covers what has to be marked, stated at the point of sale, and included in instructions for use.
What are the key requirements of EN 14059:2026?
EN 14059:2026 combines construction requirements, child-safety features, leakage control and product information. In practice, a lamp has to survive normal handling, resist child access to the oil, and carry warnings and instructions that reduce misuse.
Construction and physical safety
Clause 4.1 requires materials suitable for the thermal, chemical and mechanical stresses expected in storage and use. For a buyer or manufacturer, this means the lamp has to be designed for normal consumer handling, not just for appearance.
Clause 4.2 requires accessible edges, corners and points to be finished to reduce injury risk, with no sharp features when tested. Clause 4.3 requires the ready-to-use lamp not to overturn in the stability test, and Clause 4.4 requires the container not to break, crack or leak in the impact test. Together, these clauses check that a decorative lamp stays upright and does not fail in everyday use.
Limiting access to lamp oil
Clause 4.5 requires a suitable mechanical or alternative wick guard. For the mechanical version, the guard must stay attached, must not crack, and the test probe must not reach the wick. For the alternative version, the distributor has to show that the design permanently prevents ingestion and that the user cannot remove the guard. This is the core child-safety feature because it blocks direct access to the oil path.
Clause 4.6 requires child-resistant filler caps: opening needs two independent, simultaneous movements, and the closed state must be clearly recognizable. Clause 5.6 then checks that the closure does not open under the test load. In practice, the refill point must be easy for adults to use but difficult for small children.
Leakage and functional performance
Clause 4.7 requires no leakage in the leakage test, while Clause 4.8 allows only a limited leakage level in the functional test. Clause 5.7 checks leakage by rotation and pressure, and Clause 5.8 repeats the leakage checks after 3-hour and, where relevant, 24-hour operation. This matters because a lamp can only reduce poisoning risk if it keeps oil inside the container during real use and after heating.
Clause 5.1 sets the test conditions: the lamp is assembled as intended, filled and conditioned before testing, and tests are normally carried out unlit except for the functional test. Clause 5.8.2 also requires no deformation after long-term continuous operation when that use is intended.
Marking, warnings and child appeal
Clause 4.9 requires the marking and warning note to remain legible after durability testing. Clause 4.10 requires the lamp not to resemble objects commonly attractive to children under three years of age. Clause 5.10 reinforces this with a visual inspection for child appeal.
Clause 6 requires product information, markings, packaging warnings, point-of-sale warnings and instructions for use. The information has to include the responsible business contact details, the document number and date, and clear warnings in the official language of the country of sale. For users, this means the lamp must be sold with visible safety information, not just technical compliance.
What terms does EN 14059:2026 define?
- wick holder - the part of the lamp that includes one end of the wick where combustion takes place.
- container - the part of the lamp that holds the lamp oil.
- filler opening - the opening on a re-fillable lamp used to refill the container with lamp oil.
- lamp oil - an inflammable liquid such as paraffin.
- oil lamp - a unit made of a container and wick holder in which lamp oil burns at a wick to provide illumination.
- decorative oil lamp - an oil lamp for indoor or outdoor use whose design and light atmosphere are decorative.
- cartridge - a non-re-fillable oil lamp intended to form a decorative oil lamp with accessories.
- wick guard - a mechanical, chemical or other barrier that prevents children up to three years old from ingesting lamp oil.
Who uses EN 14059:2026?
EN 14059:2026 is used by manufacturers of decorative oil lamps and cartridges, importers, and the organizations responsible for placing them on the market. It is also used by test laboratories, quality teams and product safety staff who need a common method for checking stability, leakage, child resistance and marking durability.
Retailers and distance sellers use the marking and point-of-sale clauses to make sure warnings are visible to customers. Buyers for hospitality, recreational facilities and similar settings can use the standard to compare products on a safety basis before purchase.
What changed in EN 14059:2026 from the previous edition?
EN 14059:2026 supersedes EN 14059:2002, and the Slovene record shows it also replaces SIST EN 14059:2004. The foreword states three significant changes:
- non-re-fillable oil lamps were added to the scope
- requirements and tests for non-re-fillable oil lamps were added
- technical improvements were made throughout the document
Which standards are used with EN 14059:2026?
EN 14059:2026 normatively references two standards:
- EN ISO 6508-1:2023 - provides the Rockwell hardness test method used for the steel hammer in the impact strength apparatus.
- EN 71-1:2026 - provides mechanical and physical test methods used for sharp edges, corners and points, and is also referenced in the wick guard rationale.
Annex A also cites CEN/TS 13387-1:2025 for child body-weight and force assumptions behind the leakage rationale, and the bibliography lists EN IEC 82079-1:2020 for preparation of instructions for use.
What does the EN 14059:2026 document contain?
EN 14059:2026 contains a full set of product requirements and matching test procedures for decorative oil lamps. Clause 5 gives step-by-step methods for sharp edge inspection, stability testing, impact testing with a pendulum apparatus, wick guard testing, filler-cap resistance, leakage testing, functional operation checks, marking durability and visual inspection for child appeal.
The document also includes figures for the impact apparatus, wick guard test and leakage positions, plus an informative Annex A that explains the reasoning behind selected requirements and test conditions. For engineers and compliance teams, that means the standard is not just a list of pass-fail rules - it also shows how to set up the tests and why key safety limits were chosen.

Introduction
The ingestion and resultant aspiration of lamp oils can lead to severe lung damage and even death.
Small children aged up to three years are particularly at risk of drinking the oil directly from the lamps.
Very small amounts of lamp oil, labelled with R 65 or H 304 (even 80 mg/kg to 150 mg/kg body weight
have resulted in verifiable cases of death), are sufficient to cause severe lung complications with deadly
effect.
This safety standard for oil lamps aims primarily to restrict the access of small children to the lamp oil
contained in decorative oil lamps. However, it also covers some other safety aspects.
Products complying with this document should not be considered as being totally safe. It is realistic to
expect that children will sometimes be able to gain access to the oil in the lamp. Products corresponding
to this document significantly reduce the risk of serious or fatal incidents due to decorative oil lamps.
Attention is drawn to the fact that European regulations for lamp oil are in force (e.g. CLP and REACH).
1 Scope
