Railway applications - Infrastructure - Demountable machines, trailers and associated equipment - Part 1: Technical requirements for travelling and working

This document specifies the requirements for demountable machines and trailers, including road-rail trailers - henceforward referred to as ‘machines’.
NOTE   Trailers, including road-rail trailers, are considered as machines because they are moved along the track by powered machines.
This document specifies the requirements to deal with the common hazards presented by their use on the railway during transport, assembly and installation, commissioning, travelling and working on track, use including setting, programming, and process changeover, operation, cleaning, fault finding, maintenance and de-commissioning of the machines and associated equipment when they are used as intended and under conditions of misuse which are reasonably foreseeable.
These machines are not designed nor intended to operate signalling and control systems and are only designed and intended to work and travel under special operating conditions in accordance with those permitted by the infrastructure managers. These machines are not permitted to run on railway lines open to normal traffic.
NOTE   Other rail mounted railway maintenance and infrastructure inspection machines are dealt with in other European standards, see Technical Report CEN/TR 17498:2020.
This document is also applicable to machines and associated equipment that in working mode are partly supported on the ballast or the formation.
The requirements in this document are based on the assumption that the machines are used, operated and maintained by skilled person(s).
This document does not apply to the following:
-   requirements for quality of the work or performance of the machine;
-   use of separate equipment temporarily mounted on machines;
-   machines that utilize the overhead contact line system for traction purposes or as a power source;
-   hazards due to air pressure caused by the passing of high-speed trains at more than 200 km/h
-   operation subject to special rules, e.g. potentially explosive atmospheres;
-   hazards due to natural causes, e.g. earthquake, lightning, flooding;
-   working methods;
-   operation in severe working conditions requiring special measures, e.g. corrosive environments, contaminating environments, strong magnetic fields;
-   hazards occurring when used to handle suspended loads which may swing freely.

Dieses Dokument legt die Anforderungen für ausgleisbare Maschinen und Anhänger, einschließlich Zweiwege-Anhänger, die nachfolgend als „Maschinen“ bezeichnet werden, fest.

Diese Maschinen sind weder für den Betrieb mit Signal  und Zugsicherungssystemen konstruiert noch vorgesehen. Sie sind nur für den Arbeitseinsatz und die Versetzfahrt bei besonderen Betriebsbedingungen in Übereinstimmung mit den durch die Infrastrukturbetreiber zugelassenen Betriebsbedingungen konstruiert und vorgesehen. Diese Maschinen dürfen nicht auf Eisenbahnstrecken eingesetzt werden, die für den üblichen Verkehr freigegeben sind.
ANMERKUNG 2   Andere schienengebundene Eisenbahninstandhaltungsmaschinen und Maschinen zur Inspektion der Infrastruktur werden in anderen Europäischen Normen behandelt, siehe Technischen Report CEN/TR 17498:2020.
Dieses Dokument ist auch anwendbar für Maschinen und zugehörige Ausrüstungen, die sich im Arbeitsmodus teilweise auf dem Schotter oder dem Untergrund (Planum) abstützen.
Die Anforderungen in diesem Dokument basieren auf der Annahme, dass die Maschinen von geschultem Personal benutzt, bedient und gewartet werden.
Dieses Dokument enthält keine Anforderungen an/für:
   die Arbeitsqualität oder die Leistung der Maschine;
   die Verwendung von separater Ausrüstung, die vorübergehend an Maschinen montiert ist;
   Maschinen, die die Oberleitungsanlage für Antriebszwecke oder als Energiequelle verwenden;
   Gefährdungen verursacht durch Luftdruckstöße von vorbeifahrenden Hochgeschwindigkeitszügen mit mehr als 200 km/h;
   Einsätze, die besonderen Regeln unterliegen, z. B. explosionsgefährdete Umgebungen;
   Gefährdungen aufgrund natürlicher Ursachen, z. B. Erdbeben, Blitzschlag, Überschwemmung;
   Arbeitsverfahren;
   Betrieb unter schwierigen Arbeitsbedingungen, die besondere Maßnahmen erfordern, z. B. korrosive Umgebung, kontaminierte Umgebungen, starke Magnetfelder;
   Gefährdungen durch freischwebende Lasten, die schwingen können.

Le présent document spécifie les prescriptions pour traiter les phénomènes dangereux courants induits par l'utilisation de ces machines sur l'infrastructure ferroviaire durant le transport, l'assemblage et l'installation, la réception, la circulation et le travail sur voie, l'utilisation (y compris montage, programmation et changement des procédés), l'exploitation, le nettoyage, la localisation des défauts, l'entretien et le démantèlement des machines et des équipements associés lorsqu'ils sont utilisés dans les conditions prévues et dans les mauvaises conditions d'emploi qui peuvent être raisonnablement anticipées.

Ta dokument določa zahteve za vlečne stroje in priklope vagone, vključno s cestno-železniškimi vlečenimi vozili (v nadaljevanju: »stroji«). OPOMBA: Priklopni vagoni, vključno s cestno-železniškimi vlečenimi vozili, se štejejo za stroje, ker jih po tirih premikajo pogonski stroji. Introduction
The machinery concerned and the extent to which hazards, hazardous situations and events are covered
are indicated in the scope of this document.
This document is the first of a series of two parts of the European Standard: Railway applications —
Track — Demountable machines, trailers and associated equipment, dealing with railway specific risks of
the demountable machines and trailers when travelling and working on railway infrastructures:
— Part 1 covers the safety and technical requirements for the machines in travelling and working
modes, and is applicable for all machines, including those in operation on urban rail;
— Part 2 covers the safety requirements for the machines in travelling and working modes; this is a
document harmonized with the European Machinery Directive 2006/42/EC.
Part 1 specifies requirements for approval of the machine for use on the railway. Depending on the
decision of the infrastructure manager, Urban Rail Manager or the requirements in National rules the
assessment of conformance could be undertaken by the Infrastructure/Urban Rail Manager concerned,
by a third party assessor or by the manufacturer as a declaration of conformity.
Part 2 specifies requirements for the machine to be declared conformant by the manufacturer, except in
the case of machines classified under Annex 4 of the Machinery Directive, which require a conformity
check in conjunction with a notified body.
The hazards which exist in all mechanical, electrical, hydraulic, pneumatic and other components of
machines and which are dealt with in the relevant European standards are not within the scope of this
document. Where necessary, references are made to appropriate standards of this type.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply. ISO and IEC maintain

demountable machine
self-propelled machine that can travel and work on rail only, and is not intended to operate signalling and
control systems
Note 1 to entry: Such a machine is designed to move onto and off track by its own means or with other lifting
equipment. In the case of demounting by its own means, these are not intended for general movement on the
ground.
Note 2 to entry: Such a machine is permitted to work and travel on the railway only under special operating
conditions granted by the infrastructure manager.

4 Hazards and categories
4.1 List of significant hazards
Hazards dealt with by this document are those presented by the following specific machine functions:
— excavation;
— ballast tamping, ballast cleaning, ballast regulating, ballast consolidating;
— track renewal;
— rail maintenance;
— craning;
— overhead contact line system renewal / maintenance;
— maintenance, inspection and measurement of the components of the infrastructure;
— tunnel ventilation;
— shunting;
— emergency rescue and recovery.
4.2 Examples of demountable machines and trailers
Examples of common demountable machines and trailers are discussed and illustrated in Technical
Report CEN/TR 17498:2020.
4.3 Attachments with rail wheels
Attachments with rail wheels are considered as trailers and shall meet the requirements in this
document.

5 Requirements and/or measures
5.1 General
Machines shall comply with the safety requirements and/or protective measures as specified in Clauses 5
and 6, and be supplied with information in accordance with Clause 8. Information shall be provided
specifying the intended use of the machine, see 8.2, Table 7, line a). The function(s) of machines which is
(are) dealt with in another European standard for machinery safety shall comply with that standard as
far as applicable, taking account of the additional requirements and deviations of this standard.
NOTE 1 This document covers hazards common to the adaption of machines and equipment for use on rail. Risk
assessment is an essential tool in this situation for identifying additional hazards arising for specific machinery or
equipment when a machine, equipment or chassis is modified for use on rail. For hazards not covered by this
document, the manufacturer is responsible for applying suitable risk reduction measures for these additional
hazards, which are outside the scope of this document.
NOTE 2 Examples of standards for machines that are adapted for rail use are:
— EN 474 series for earth moving machinery;
— EN 13001-1 for cranes;
— EN 12999 for cranes on trucks;
— EN 13000 for mobile cranes;
— EN 280 for mobile elevating work platforms.
Where there is a conflict between the requirements of this document and the other above-mentioned
European standard(s), then this document shall prevail.
When a choice is necessary for the application of other standards referred to in this document, the
manufacturer shall carry out a risk assessment for making this choice.
If the machine is constructed on the basis of a host vehicle, this host vehicle shall comply with one of the
following:
— the European standard for machinery safety relevant for that host vehicle (as far as not explicitly
required otherwise in specific clauses of this document),
or
— this document.
It is assumed that a finished standard automotive chassis used as a host for a demountable machine will
offer an acceptable safety level for its designed functions before conversion. This specific aspect is not
dealt with in this document.
It is assumed that a finished automotive chassis or a chassis complying with the same rules, used as a
host for a machine will offer an acceptable safety level for its designed functions before conversion. Unless
otherwise specified this specific aspect is not dealt with in this document.
NOTE 3 The basis of this document is that a machine will comply with its own standard and then have the
requirements of this document applied. The requirements in this document are additional to the requirements in
the host machine standard.
Machines shall be designed either:
— to travel and work on degraded working track within the geometric limits, see EN 14033-2:2017,
Annex F;
or
— to travel and work only on working track that is geometrically suitable for train operation. This
restriction shall be displayed in each driving cab, on the identification plate and shown in the
instruction handbook see 8.4, Table 9, line a).
5.2 Machine profile
5.2.1 Travelling mode gauge profile
5.2.1.1 General
Except as shown in 5.2.1.2 and 5.2.1.3, machines in travelling mode shall meet the dimensional
requirements of EN 15273-2:2013+A1:2016. The machine gauge profile shall be shown in the instruction
handbook, see 8.2, Table 7, line b) i).
The critical points near the limits of the permissible kinematic gauge shall be specified by the
manufacturer and shall be shown in the technical documentation detailed in 8.2, Table 7, line b) ii). For
an example see EN 14033-1:2017, Annex C,
5.2.1.2 Special case for road-rail trailers
Road-rail trailers are permitted to exceed the gauge profile set out in 5.2.1.1 for their road tyres, in
accordance with EN 15746-1:2020, 5.2.1. This exceedance is conditional that the machine does not
damage the infrastructure.
5.2.1.3 Special case for restrictive gauge profiles
Machines intended to travel on infrastructure with a more restrictive gauge profiles shall conform to the
specific rules of that infrastructure, and the corresponding restrictions shall be indicated on their
operating permits.
It is permitted for the Urban Rail Manager to have additional requirements for machines intended for use
on Urban Rail. The manufacturer shall state in the Instruction Handbook the urban rail systems on which
the machine is intended to operate, see 8.2, Table 7, line i)
5.2.2 Working limit
5.2.2.1 Interference of gauge profile on adjacent track
Machines and their moveable component parts shall be designed and built to work without unintentional
interference with the kinematic gauge necessary for the movement of machines/vehicles admitted by the
infrastructure manager without running restrictions on the adjacent operating track. For the different
zones of work and the zone limit between the working track and the adjacent operating track in service,
see EN 14033-2:2017, 5.3.2.
Where the clearance, under the worst operating conditions, between the underside of a rotating
superstructure and rail level, is less than 1 300 mm this shall be shown in the instruction handbook, see
8.2, Table 7, line b) iii). The clearance of 1 300 mm is required to enable the superstructure to slew over
adjacent track side structures, platforms, etc.
NOTE Other clearance distances could be specified by individual infrastructure managers.
Where a machine has powered moveable components capable of exceeding the kinematic envelope, e.g.
a MEWP, there shall be a means of direct communication between the operating position on the mobile
component and any other operating position of the machine.
5.2.2.2 Movement limiting devices
Where operation of the machine can exceed the working limits detailed in 5.2.2.1, lateral and height
limiting devices shall be fitted, as set out in EN 15955-2:2025, 5.40.
5.2.3 Determination of lateral limit of exceedance allowed on curves in working mode
Where it is intended that traffic is to be allowed on adjacent track, the calculation of the limiting width in
accordance with local conditions, shall be in accordance with EN 14033-2:2017, D.4. This shall be shown
in the technical information, see 8.4, Table 9, line b).
5.2.4 Limits in lower area
Machines shall be designed and built so as not to damage or interfere with the fixed infrastructure during
work, e.g. axle counters, hot axle box detectors, switch heaters, switch drives or dragging brake detectors
and signalling devices.
A machine or its constituent parts shall not be nearer than a specified safety distance from the electrified
parts of the conductor rail system given in Table 1.

This distance shall be taken with the worst case wheel wear and suspension condition.
Machines are permitted to travel and work over live conductor rails providing that they meet the
minimum safety distance given in Table 1.
Machines not meeting these clearances are not permitted to travel and work over live conductor rail. This
restriction shall be shown in the instruction handbook, see 8.4, Table 9, line c).
5.2.5 Working limit in the upper area - protection for the operator
All work positions at a height greater than that shown in Annex A (line 9 of Table A.2) shall be protected
such that it is not possible to make contact with live electric traction equipment.
This requirement shall be achieved by either:
a) the provision of an earthed metallic roof without open holes. Where visibility above the machine is
required, any open holes in a metallic roof shall prevent a 25 mm ball passing through. It is
permissible for non-conducting material to be used as part of a roof without holes providing that the
frame provides an earth path in the event of contact with the overhead contact line system
or
b) the machine shall be accepted for use with the restriction that it may only be operated under isolated
and earthed overhead contact line systems (this means the electrical power switched off and the
contact cable connected to ground potential). This restriction shall be shown in the instruction
handbook, see 8.4, Table 9, line b), and a notice provided on both sides of the machine.
A warning notice shall be placed on MEWPs which do not have a roof, which states that use under live
overhead wires is prohibited, see EN 50122-1:2022, 5.2.4.
Additionally, all places on the machine which allow access to either platforms or working areas without
roofs shall be marked with a warning pictogram, in accordance with EN 15877-1:2012+A1:2018, 4.5.13,
Figure 36.
When the adjacent track overhead contact line systems are not isolated and earthed, MEWPs or working
platforms shall have obstacle protection as set out in EN 50122-1:2022, 5.3.5.
5.3 Interaction with the infrastructure
5.3.1 General
The wheels, supports and working tools shall not generate harmful stresses in the infrastructure
components, and shall meet the requirements set out in EN 15746-1:2020, 5.4.1, 5.4.2 and 5.4.3, and be
shown in the instruction handbook see 8.2, Table 7, lines c) and d).
5.3.2 Loads applied to the ballast
Where the surface pressure applied directly to the ballast by any part of the machine exceeds 0,3 MN/m ,
the manufacturer shall state the maximum value for each working mode in the instruction handbook as
shown in 8.2, Table 7, line e).
NOTE The value of 0,3 MN/m can be too high for some areas. It is expected that the infrastructure manager
will be aware of these areas and specially control machines in these areas.
Machines that apply loads to the ballast by means of a tracked device shall have the surface pressure
calculated in accordance with the requirements of ISO 16754:2008.
5.3.3 Loads applied to the formation
Where the surface pressure applied directly to the formation by any part of the machine exceeds
0,1 MN/m , the manufacturer shall state the maximum value for each working mode in the instruction
handbook as shown in 8.2, Table 7, line f).
NOTE The value of 0,1 MN/m can be too high for some areas. It is expected that the infrastructure manager
will be aware of these areas and specially control machines in these areas.
Machines that apply loads to the formation by means of a tracked device shall have the surface pressure
calculated in accordance with the requirements of ISO 16754:2008.
5.3.4 Rail gear
Machines shall meet the requirements set out in EN 15746-1:2020, 5.9.1 to 5.9.8.
5.4 Running safety equipment
The operating cabs used for moving machines along the track shall be fitted with storage space for special
equipment for safety on rail for specific infrastructure, in accordance with EN 14033-1:2017, Annex H.
