This document sets out the safety requirements for the mechanical and electrical equipment of the drive systems and the other mechanical equipment of cableway installations designed to carry persons. The various types of cableway system and their environment are taken into account.
This document applies to the planning, installation, manufacture, maintenance and operation of the mechanical and electrical equipment of the drive systems and the other mechanical equipment of the cableway installations designed to carry persons.
This document sets out requirements for accident prevention and worker protection without prejudice to the application of national regulations.
National regulations pertaining to construction law or regulations, or that serve to protect special groups of persons, remain unaffected.
This document does not apply to cableways for freight transport or to lifts.
Clauses 6 to 11 apply to mechanical and electrical equipment of the drive systems.
Clauses 12 to 20 apply to other mechanical equipment.

Dieses Dokument legt die Sicherheitsanforderungen an die mechanischen und elektrischen Einrichtungen der Antriebe und der übrigen mechanischen Einrichtungen von Seilbahnen für die Personenbeförderung fest. Dabei werden die verschiedenen Seilbahnsysteme und deren Umgebung berücksichtigt.
Das vorliegende Dokument gilt für die Planung, die Montage, die Herstellung, die Instandhaltung, und den Betrieb der mechanischen und elektrischen Einrichtungen der Antriebe und der übrigen mechanischen Einrichtungen der Seilbahnen für die Personenbeförderung.
Dieses Dokument enthält Anforderungen über die Unfallverhütung und den Arbeitnehmerschutz unbeschadet der Anwendung nationaler Vorschriften.

1 Scope
This document sets out the safety requirements for the mechanical and electrical equipment of the drive
systems and the other mechanical equipment of cableway installations designed to carry persons. The
various types of cableway system and their environment are taken into account.
This document applies to the planning, installation, manufacture, maintenance and operation of the
mechanical and electrical equipment of the drive systems and the other mechanical equipment of the
cableway installations designed to carry persons.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in EN 1907:2017 and the following
apply.
3.1
Automatic travel
Entire travel process, which is controlled automatically from the control console and can be partially
influenced by control points under special conditions.
3.2
Manual travel
Entire travel process, which is controlled only by the machine operator from the control console.
3.3
Electrical stop
Emergency stop with main drive motor
Emergency stop with auxiliary drive motor
Procedure in which the cableway is brought to a standstill after the corresponding safety circuit has been
interrupted by an emergency stop using the main or auxiliary drive motor.
3.4
Emergency stop with service brake
Procedure in which the service brake is activated after the corresponding safety circuit has been
interrupted and the power supply to the main or auxiliary drive motor is interrupted.
3.5
Emergency stop with safety brake
Process in which the safety brake is activated after the corresponding safety circuit has been interrupted
or triggered mechanically and the power supply to the main or auxiliary drive motor is interrupted.
3.6
Braking force control
Process in which the braking force is controlled during braking according to a specified deceleration
value so that the cableway is brought to a standstill with as constant a deceleration as possible.
3.7
Braking force setting
Control-based determination of the braking force based on the torque of the main drive motor
immediately before stopping is initiated, whereby the value of the braking force remains unchanged until
standstill.
3.8
Deceleration monitoring
Monitoring of the deceleration caused when the cableway is stopped by the main or auxiliary drive motor
or a mechanical brake.
3.9
Normal stopping point
Normal standstill position of the carriers in the stations for cableways with reversible operation and
pulsed movement operation.
3.10
Retraction distance
Distance between the carrier and the normal stopping point in one station if the other carrier moves to
the buffer in the other station.
3.11
Entry monitoring
Monitoring of the speed curve in the station entry area.
3.12
Position monitor checking
Checks of the position monitor settings, among which a distinction is made:
3.12.1
Fixed point checking
Check of the information provided by the position monitor about the carrier status in relation to a fixed
point on the line.
3.12.2
Synchronicity monitoring
Monitoring of the information provided by the position monitor about the carrier status compared with
the same information from the second position monitor.
3.12.3
Zero position check
Check as to whether the position monitors are in the starting position when the carriers are in the
stations.
3.13
Minimum speed
Lower speed limit value.
3.14
Main carrier rail
Structure on which the carriers are moved from the station entrance to the station exit in normal
operation.
3.15
Continuous operation
Operating state in which the system is operated at full or partial load in uninterrupted and continuous
operation.
4 General requirements
4.1 Application of the standard
The requirements of this document apply to all cableways and shall be applied together with the
requirements of EN 1709:2019, EN 1908:2015, EN 1909:2017, EN 12397:2017, EN 12408:2004,
EN 12927:2019, EN 12929-1:2015+A1:2022, EN 12929-2:2015+A1:2022, EN 12930:2015,
EN 13243:2015, EN 13107:2015, EN 13796-1:2017, EN 13796-2:2017+A1:2022, EN 13796-
3:2017+A1:2022 and EN 17064:2018.
4.2 Safety principles
4.2.1 General
The safety principles according to EN 12929-1:2015+A1:2022 shall apply.
For the electrical equipment of the drive systems, the safety principles of EN 13243:2015 shall apply.
4.2.2 Hazard scenarios
The following events can result in a hazard situation that is reduced or avoided by the safety
requirements of this document:
a) Deropement of ropes;
b) Prevention of operational movement of the ropes due to blocking by mechanical equipment or
hanging on system parts;
c) Damage to or failure of the drive and braking devices and the supporting and guiding elements of the
ropes due to wear, heating, corrosion or fatigue;
d) Failure of the drive and braking devices, the supporting and guiding elements of the ropes and other
mechanical equipment in the stations and on the line due to insufficient dimensioning;
e) Reduction of power transmission from the drive sheave to the haul rope or carrying-hauling rope;
f) Reduction in the friction force of the braking device;
g) Hanging or falling of carriers at towers and in stations;
h) Collision of carriers or between a carrier and an obstacle when entering, exiting and passing through
stations;
i) Incorrect coupling or uncoupling of carriers with detachable grips;
j) Excessive deceleration or acceleration of the haul ropes and carrying-hauling ropes and of the
carriers;
k) Exceeding the maximum permissible travel speed;
l) Unintentional starting of the cableway;
m) Risk posed by mechanical equipment to persons who are in the traffic and work area;
n) Impermissible pitch between carriers;
o) Operation in unfavourable weather conditions (e.g. wind, frost, ice, rain);
p) Foreseeable misconduct by persons (passengers, operating personnel, third parties).
4.2.3 Safety measures
Safety measures shall be taken to eliminate the hazard scenarios listed in 4.2.2.
The measures mentioned in this document are essentially construction related and should achieve the
following objectives:
a) Prevent deropement;
b) In the event of deropement: catch the rope, prevent the rope from hanging or blocking, and shut
down the system;
c) Prevent carriers from deroping, crashing, hanging and suffering a dangerous collision;
d) Prevent failure of safety-related mechanical and hydraulic equipment;
e) Detect dangerous malfunctions of detachable grips and safely bring the carriers to a standstill;
f) Detect impermissible pitch between carriers and take the necessary measures;
g) Prevent insufficient or excessive deceleration or excessive acceleration of haul ropes and carrying-
hauling ropes and the carriers;
h) Detect that the maximum permissible travel speed has been exceeded and stop the system;
i) Detect unintended movement of the cableway and take the necessary measures;
j) Protect persons against falling and touching moving parts;
k) Prevent the risk of persons colliding with carriers.
5 General requirements for hydraulic devices
The general requirements of EN 1908:2015 apply to hydraulic equipment.
6 General requirements for drive systems
6.1 General principles
6.1.1 The general requirements of EN 12929-1:2015+A1:2022 shall be observed for the design of the
drive units. The associated technical documents are listed in Annex C.
6.1.2 The drive systems shall allow the machine to start and stop several times in succession.
6.1.3 The provisions for other electrical equipment are contained in EN 13243:2015.
6.2 Main drive system
6.2.1 The main drive system shall permit as smooth a startup as possible and travel in either direction,
regardless of the load. It shall be designed for continuous operation in the most unfavourable loading
condition and with the highest permissible travel speed.
6.2.2 Startup with the main drive system shall be possible in the most unfavourable loading condition
with an average acceleration of at least 0,15 m/s . In the case of aerial ropeways, an average acceleration

of 0,5 m/s and an instantaneous acceleration (average acceleration over 0,5 s) of 1,5 m/s shall not be
exceeded.
6.2.3 It shall be possible to continuously adjust the travel speed over the entire speed range between
the minimum speed and the maximum permissible travel speed. For test runs without a significant load,
it shall also be possible to maintain the travel speed of approximately 0,3 m/s during the time required
to travel along the length of the cableway.
6.2.4 It shall be possible to maintain the specified travel speed with sufficient precision and to regulate
it in a stable manner for all loading conditions that occur during operation.
6.2.5 The deviations from the target value of the travel speed shall not exceed ±5 %.
6.2.6 If the cableway has to be brought to a stop, the power supply to the main drive motor shall be
shut off automatically by two circuits (redundancy) of which at least one shall be galvanic or of an
equivalent system. In the event of an emergency stop using the service brake or safety brake, the power
supply shall be shut off immediately; otherwise, it shall be shut off no later than when the installation
comes to a stop.
