Overview

EN 54-4:1997/A1:2002 is a CEN European amendment addressing power supply equipment for fire detection and fire alarm systems. Prepared by CEN/TC 72 and issued as an amendment to EN 54-4:1997, this document introduces a harmonisation Annex ZA to support the Construction Products Directive (CPD) mandate M/109. It defines requirements for conformity assessment, CE marking and manufacturer responsibilities for power supplies used in building fire safety systems.

This amendment:

  • Clarifies the scope (it does not cover self-contained smoke alarms or battery-powered parts of wireless fire alarm systems).
  • Establishes the conditions for CE marking and the attestation of conformity system to be applied.
  • Specifies documentation and factory production control expectations.

Key Topics

  • Scope and exclusions: covers power supply equipment for fire detection and alarm systems for buildings. Excludes self-contained smoke alarms and battery parts of wire-free systems.

  • Annex ZA (harmonisation): links clauses of EN 54-4 to essential requirements of EU Directives and sets out how compliance confers a presumption of fitness for intended use.

  • Attestation of conformity: the mandated system follows CPD Annex III.2(i) (System 1) without audit-testing of samples. Key elements include:

    • Type testing by a Notified Product Certification Body.
    • Factory production control by the manufacturer, documented and maintained.
    • Continuous/periodic surveillance, assessment and approval of factory production control by the notified body.
  • CE marking & labelling: Annex ZA defines required marking and accompanying documentation, including:

    • Identification number of the Notified Product Certification Body and EC certificate number.
    • Reference to EN 54-4 and product description (e.g. power supply equipment for fire detection and alarm systems).
    • Manufacturer name/address, type/model designation and technical data reference.
  • Declaration of conformity: manufacturers (or their EEA agents) must retain a declaration and certificate of conformity containing product description, applicable clauses, notified body identification and signatures.

Applications

  • Ensures consistent safety and reliability of power supplies used in building fire detection and alarm installations.
  • Supports CE marking for market access across CEN member states and compliance with EU construction product requirements.
  • Guides manufacturers, test laboratories, certification bodies and specifiers on conformity, documentation and factory control processes.

Related Standards

  • EN 54 series (fire detection and fire alarm systems) - part 4 addresses power supply equipment within the suite.
  • EN ISO 9001 - referenced for factory production control and quality management.
  • EU Directives (e.g. 93/68/EEC and the Construction Products Directive 89/106/EEC) - legislative context for Annex ZA.

Practical value: EN 54-4:1997/A1:2002 gives manufacturers and certification bodies a clear, harmonised route to demonstrate conformity, apply CE marking and document factory production control for power supplies in fire alarm systems.

and the European Free Trade Association.
The clauses of this European Standard, shown in this annex, meet the requirements of the Mandate given under
the EU Construction Products Directive (89/106/EEC).
Compliance with these clauses confers a presumption of fitness of the construction product covered by this
European Standard for its intended use according to clause 1 (Scope) of this standard.
WARNING: Other requirements and other EU Directives may be applicable to the product(s) falling within the
scope of this standard.
NOTE 1   In addition to any specific clauses relating to dangerous substances contained in this standard, there
may be other requirements applicable to the products falling within its scope (e.g. transposed European legislation
and national laws, regulations and administrative provisions). These requirements need also to be complied with,
when and where they apply.
NOTE 2   An informative database of European and national provisions on dangerous substances is available at
the Construction web site on EUROPA (CREATE, accessed through
http://europa.eu.int/comm/enterprise/construction/internal/hygiene.htm).
This annex ZA has the same scope, in relation to the products covered, as clause 1 of this standard. This annex
establishes the conditions for the CE marking of power supply equipment intended for the use shown below and
identifies the relevant clauses applicable.
Construction Product: Power supply equipment for fire detection and fire alarm systems for
buildings.
