Overview
EN ISO 21281:2005 - "Construction and layout of pedals of self-propelled sit‑down rider‑controlled industrial trucks" (ISO 21281:2005) defines ergonomic and safety rules for the design, layout and marking of pedals on sit‑down rider‑controlled industrial trucks (see ISO 3691 Parts 1, 2, 3 and 6). The standard covers common pedal configurations used on forklift trucks and similar industrial trucks and specifies minimum functional and construction requirements to ensure safe, comfortable and unambiguous pedal operation.
Key topics and requirements
- Scope and applicability
- Applies to self‑propelled sit‑down rider‑controlled industrial trucks as defined by ISO 3691.
- Pedal types and functions
- Defines pedals such as service brake, clutch, inching, accelerator, and direction‑control pedals.
- States which foot normally operates each pedal (e.g., service brake by right foot; clutch/inching by left foot).
- Pedal layouts
- Describes common pedal layouts (Types I, II, III) for hand‑ or foot‑operated direction control and single or dual accelerator arrangements.
- Permits alternative arrangements only if ergonomic and safety equivalence is demonstrated.
- Functional requirements
- Pedals must allow comfortable operator position, moderate effort and limited operations.
- Combined inching/brake pedals must be operable by left foot or both feet where applicable.
- Operation of brake pedal(s) must not be hindered by other controls.
- Design and manufacture
- Pedal strength must match expected forces.
- Automatic return to original position on release.
- Slip‑resistant pedal surfaces.
- If braking is not pedal‑based, the brake area must remain unobstructed.
- Identification and marking
- Pedal functions must be clearly explained in the operator manual.
- Where travel direction is pedal‑controlled, durable markings (e.g., arrows) on pedals are required.
Applications and users
EN ISO 21281:2005 is used by:
- Industrial truck manufacturers and designers to develop compliant pedal assemblies and cab layouts.
- Safety engineers and compliance officers for conformity assessment, CE marking support and risk reduction.
- Ergonomists and human factors specialists to optimize operator posture and reduce fatigue.
- Fleet managers, maintenance and training teams to establish inspection criteria, retrofit guidance and operator instruction.
- Certification bodies and test laboratories performing safety verification against ISO 3691 family requirements.
Practical uses include pedal layout selection for new forklift models, ergonomic assessments, retrofit design, operator training materials, and ensuring consistent safety markings.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
