Paper and board intended to come into contact with foodstuffs - Conditions for determination of migration from paper and board using modified polyphenylene oxide (MPPO) as a simulant
This European Standard specifies a method to assess the transfer or migration of specific volatile and semivolatile substances from paper and board. This test method is developed for paper and board intended to come in contact with dry, non fatty foodstuffs and paper and board for baking purposes. In the last case the modified polyphenylenoxide (MPPO) can be seen as a substitute simulant for fatty contact.
NOTE MPPO can also be seen as a substitute simulant for olive oil.

Overview
EN 14338:2003 defines a standardized laboratory method to assess the migration of volatile and semi-volatile substances from paper and board intended to come into contact with foodstuffs. The method uses modified polyphenylene oxide (MPPO, trade name Tenax®) as an adsorbent simulant. It is developed primarily for materials used with dry, non‑fatty foods and for baking papers, where MPPO can act as a substitute simulant for fatty contact (notably olive oil).
Key topics and requirements
- Scope: Migration testing for paper and board used with dry non‑fatty foodstuffs and for baking applications; MPPO may substitute for fatty simulants (including olive oil).
- Test specimen: Cut samples of 1 dm² (112 mm diameter circular sample) and test in duplicate.
- MPPO (Tenax®): Use 60–80 mesh MPPO, a high‑molecular‑weight porous polymer (note: new commercial MPPO can contain extractable impurities).
- Pre‑use cleaning: MPPO must be purified by Soxhlet extraction with acetone for 6 hours, solvent evaporation, then heating (160 °C for 6 h).
- Test assembly: Place ~4 g MPPO evenly on the specimen in a covered Petri dish assembly; ensure the food-contact side faces the MPPO if surfaces differ.
- Temperature/time: Heat in a conventional oven under selected time–temperature conditions (maximum applicable test temperature 175 °C) following intended use guidance (see EN 1186‑1 for selection of conditions).
- Extraction and analysis: Recover MPPO after exposure, extract with organic solvents (acetone, acetonitrile, diethyl ether, pentane, methanol are listed) and analyze extracts using appropriate analytical techniques to quantify migrated components.
- Expression of results: Report as milligrams per square decimetre (mg/dm²) for the area covered by MPPO.
- Reporting requirements: Include sample identification, exposure conditions, deviations, individual results and mean values, and relevant comments.
Practical applications and users
- Manufacturers of paper and board for food packaging (including baking papers) use EN 14338 to evaluate product safety and formulation changes.
- Testing laboratories and quality control departments apply the method to demonstrate migration limits and to support compliance.
- Regulatory bodies and conformity assessors reference the standard when reviewing migration data for food-contact materials.
- R&D teams assessing alternative coatings, inks or additives use MPPO testing to screen for volatile/semi‑volatile transfer under realistic thermal conditions.
