Water conditioning equipment inside buildings - Installation, operation, maintenance and repair

This European Standard specifies general requirements for installation (including ancillaries) methods for checking the functionality during normal operation and requirements for maintenance and repair to prevent and repair failures of water conditioning devices inside buildings for the treatment of drinking water.
This European Standard concerns devices which are permanently connected to the water distribution system in a building at the point of entry (downstream from the delivery point of the mains supply) and/or at the point of use.
NOTE   Influence of the water quality on the distribution system downstream of the device is not covered by this European Standard but is covered by documentation for specific devices.

Overview

EN 15161:2006 - "Water conditioning equipment inside buildings - Installation, operation, maintenance and repair" (CEN) provides general, practical requirements for the safe and effective installation, commissioning, operation, maintenance and repair of permanently connected water conditioning devices used for the treatment of drinking water inside buildings. It covers devices installed at the point of entry and/or at points of use downstream of the mains delivery point. The standard focuses on ensuring continuous performance, safety (including prevention of backflow), and traceability of actions via a device logbook.

Key topics and technical requirements

  • Scope and terms: Defines device types (point of entry / point of use), keeper, maintainer, competent person, ancillaries and logbook requirements.
  • Device selection & supply: Manufacturers/suppliers must provide installation, commissioning, operation and maintenance information in the local language, including limitations (temperature, pressure, dimensions), consumable needs and whether failed units require disposal or repair.
  • Installation: Devices must be installed in suitable, accessible locations (protected from frost, pests and heat). Hydraulic connections must follow equipment instructions and national rules; backflow prevention compliant with EN 1717 is required where appropriate. Sampling and bypass provisions are recommended.
  • Commissioning: Performed by a competent person; must replicate operational cycles, record results and train the keeper. Commissioning data should be entered in the device logbook.
  • Operation: Daily and seasonal operational actions (e.g., salt/chemical replenishment) and simple troubleshooting must be documented so malfunctions are readily detected.
  • Maintenance: Routine and periodic maintenance (at least annually) for accessible/removable parts; maintenance can often be carried out by relatively unskilled persons but should follow supplier protocol. Maintenance records and checklists (tests, cleaning, consumable checks, part replacements) must be kept in the logbook.
  • Repair: Repairs are specialist work performed by competent personnel; measures to avoid contamination during repair are required and all interventions must be logged.

Practical applications

  • Ensures safe, reliable performance of domestic and building-level drinking-water treatment devices such as softeners, filtration and dosing systems.
  • Guides installers, building services engineers, facility managers, manufacturers, suppliers, maintainers and competent repair technicians on compliance, commissioning, operation and record-keeping.
  • Useful for property owners/operators to set maintenance contracts, procurement requirements and acceptance testing.

Related standards

  • EN 1717 (protection against pollution / backflow prevention) - specifically referenced for backflow requirements.
  • Relevant product-specific standards (referenced in EN 15161) for device performance and design details.
