This document is the general part of the series that describes the designation system for plastic recyclates.
This document is dealing with recyclates after the recycling operation and prior to converting and compounding (when applicable). It is dealing with preparation of samples and determination of properties.
NOTE 1   This document supports the underlaying standards of this series that, per polymer type, provide an overview of the relevant characteristics and typical values for recyclates for use in certain application groups (product families) in combination with the relevant converting technologies.
NOTE 2   The overview of the relevant properties is based on and further extends the relevant properties given in EN ISO 10350 1.

This document (prEN 18064-1:2024) has been prepared by Technical Committee CEN/TC 249 “Plastics”,
the secretariat of which is held by SIS.
This document is currently submitted to the CEN Enquiry.
It is supported by other standards on test methods to which references are made throughout this
document.
This series of standards consist of a general part, this standard, and material specific parts.
EN 18064, Plastics — Quality recommendations and basis for specifications for application of plastic
recyclates in products, is currently composed with the following parts:
— Part 1: General aspects

Introduction
The European Union's commitment to the circular economy, as outlined in the Circular Economy Action
Plan and the Green Deal, has set ambitious targets for reducing reliance on fossil-based plastics and
promoting the use of recyclates in new products. By 2030, the aim is to replace 50 % of fossil-based
feedstock with sustainable alternatives, and by 2050, the goal is 100 %. These policies have far-reaching
implications for the plastics industry and its stakeholders.
The Circular Plastics Alliance (CPA) plays a crucial role in achieving the EU's goal of using 10 million tons
of recyclate in new products by 2025. This alliance comprises stakeholders from across the plastics value
chain and focuses on various markets, including agriculture, construction, packaging, electronics, and
automotive. The CPA, in collaboration with CEN/CENELEC and the European Commission, has taken
steps to create a technical framework for the use of recyclate in Europe. A standardization request from
the European Commission (M/584) to CEN and CENELEC has laid the foundation for fulfilling this
commitment, with Demand Driven Standards at its core.
This standards series is answering to the European Standardization Request M/584 .
European standardization deliverable(s) on quality assessment of plastic recyclates for use in products
are expected for: rPE, rPP, rPET, rPVC, rPS (including rEPS and rXPS), rABS.
Together with other standards under M/584 this series creates an aligned demand driven system for
transfer of information starting from demand, to be transferred through the value chain, with the purpose
to increase uptake of recyclates in plastic products.
This standards series is an important building block of the integrated knowledge and standards
framework that supports all companies to produce feedstock for recyclates from plastic waste (collecting
and sorting), to produce recyclates (recycling) and to use recyclates in new products.
Rationale for the Demand Driven Standards series
To achieve the transition to a circular economy, a collaborative effort across the entire plastics value chain
is essential. The value cycle, comprising various stakeholders, has to work together closely during both
the product development and end-of-life stages, as well as in reverse logistics. Seven key requirements
have been identified to enhance the use of recyclates effectively:
— Transform the value chain into a value cycle;
— Begin product development with the application and product in mind;
— Design for functionality and future use;
— Avoid using an 'overqualified' recyclate mix;
— Sort waste based on recyclate quality;
— Align the technical and economic lifespan of the product;
— Design for repair or refurbishment of the product.
Currently, recyclates account for just 10 % of all plastics used in EU products. Bridging the gap between
this level and the 2030 and 2050 targets is a substantial challenge. While packaging regulations exist,
there is a lack of stringent legislation to enforce the use of recyclates in new products. In 2021, only 9,9 %

Committee for Standardisation and the European Committee for Electrotechnical Standardisation as regards
plastics recycling and recycled plastics in support of the European Strategy for Plastics in a Circular Economy
of the raw materials used in new products consisted of recycled content, highlighting the significant gap
between current usage and the EU's ambitions.
The European standards play a pivotal role in facilitating the integration of recyclate into new products.
These standards establish a technical system that aligns recyclate-containing plastics products with
discarded plastic waste. The demand-driven approach ensures that recyclate is used in product families
that require specific recyclate quality.
The demand-driven approach identifies gaps where essential information is lacking, particularly
regarding the compatibility of products and recyclate. Demand-Driven Standards (DDS) provide typical
values on specified relevant characteristics, considering product requirements, processing, and material
properties. This approach ensures that the recyclate meets the product's needs. The standards series also
provides a designation system for recyclates, that provides a unique code to be used for databases and
callouts, further explained in Clause 4.
Demand-Driven Standards offer several benefits:
— Serve as reference specifications for manufacturers and brand owners;
— Facilitate the creation of specific recyclate specifications;
— Promote recyclate use by manufacturers and brand owners;
— Support the inclusion of recyclate in the bill of materials;
— Address the knowledge gap among converters and brand owners;
— Designation system providing short codes for use in databases in callouts;
The Demand-Driven Standards series are a tool in harnessing the potential of recyclates in the circular
economy. They bridge the gap between recyclate availability and product requirements, making it easier
for manufacturers and brand owners to embrace recyclate in their products.
How to use this standards series?
The specifications are generic and cover the specifications the converter needs at the entry of the
converting operation. The intention is that this standard series supports the establishment of first contact
with possible suppliers that could deliver this recyclate with or without compounding. The designation
system is intended to make a callout for the desired recyclate. After first contact, the exact specifications
will be agreed between recycler and convertor. This is not part of this standards series.
This series is not intended for use as a specification system, and hence cannot be used as a means to
guaranty a certain recyclate quality to a buyer of plastic recyclate.
This series does not cover compliance with food contact applications. Additional requirements are set in
EC regulations 2023/2006 (GMP), 1935/2004, 10/2011 and 2022/1616 as amended.
In the EN ISO material standards for polymers the Part 1 provides the designation system, and the
polymer specific parts provide typical values (preparation of samples and determination of properties
will align with the ISO/TC 61/SC 9 “Thermoplastic materials” standards Parts 2 , Polymer standards
given in the normative references of the polymer specific parts 2 through 7 of this series, which include
the EN ISO 10350-1 test methods). For recycling, appropriate additional test methods should be taken up
from the relevant EN or ISO material standard.

NOTE 1 For CEN, EN 15342, EN 15344, EN 15345, EN 15346, EN 15348 and prEN 18067 are the relevant
material standards.
NOTE 2 The basis of the designation system is described in the ISO/IEC Directives Part 2 (2021), C.3“Designation
system.” The present designation system was designed for virgin polymers. The designation system described in
this document for recyclates is based on that system.
The EN 18064 series covers:
— description of purpose of this series of standards (Part 1);
— description of the designation system (Part 1);
— identification of the relevant properties in the polymer specific parts (Part 2 to Part 7);
— Part 2 to Part 7 are polymer specific standards, containing annexes with specific product families in
combination with the (most) relevant converting technologies. In these annexes, typical values are
provided for the relevant characteristics.
In the demand driven approach the goal is to give the unexperienced and unknowing customers tools to
help determine what characteristics with information and properties are needed to choose the recyclate
that will be adequate to use in the product of choice that is going to be manufactured. To that end two
tools have been developed:
— The decision tree for each polymer to identify priority elements of the recyclate to be used;
— The Demand Driven Standards with generic properties for the most relevant demand for recyclate by
volume.
