(Specification)Standard Specification for Chlorinated Polyethylene (CPE) Sheeting for Concealed Water-Containment Membrane
Standard Specification for Chlorinated Polyethylene (CPE) Sheeting for Concealed Water-Containment Membrane
ABSTRACT
This specification covers flexible chlorinated polyethylene sheeting for use in concealed water-containment membranes in applications susceptible to costly secondary damage from leakage and which require very long term reliable performance, for example, fountains, pools, planters, shower and safe pans, and tile tubs. However, this specification does not cover water-containment membranes for use in applications involving exposure to ultraviolet light or direct sunlight. The sheeting shall be manufactured from a compound containing chlorinated polyethylene resin, with the resin being substantially amorphous and made from linear polyethylene. Recycled materials may be used, but must conform to the requirements specified, while the use of water-soluble materials shall be prohibited. Further, the sheeting shall be homogeneous, monolithic, and free of pinholes, particles of foreign matter, undispersed raw materials, blisters, coaters, pimples, pits, crazing, and thin spots, with the sheet edges being straight, parallel, and free of trim material. Tests for tensile strength, tensile stress at elongation, ultimate elongation, tear resistance, volatile loss, microorganism resistance, low-temperature flexibility, chemical resistance, hydrostatic pressure resistance, puncture resistance, bonded seam strength, thickness, pinholes, and shrinkage shall be performed and shall conform to the requirements specified.
SCOPE
1.1 This specification covers flexible chlorinated polyethylene (CPE) sheeting which is used without mastic, bedding, or coating for construction of concealed water-containment membranes in applications where there is potential for costly secondary damage from leakage, and where very long-term reliable performance is essential. Examples are fountains, pools, planters, shower and safe pans, tile tubs, and similar installations where the membrane is inaccessible once construction is complete. Included are requirements for composition, strength and toughness, test methods, workmanship criteria, and methods of marking.
1.2 Manufacturers have the option to use recycled materials in this product. Recycled materials must be in accordance with the requirements in Section 4.
1.3 The test methods used to characterize the sheeting are intended to ensure quality and performance and are not necessarily adequate for design purposes. Test methods have been selected to be conducted primarily with liquids that simulate the environments to which the membrane will be subjected during actual installation and use.
1.4 This specification does not cover water-containment membranes exposed in use to ultraviolet light or direct sunlight.
1.5 The values stated in inch-pound units are to be regarded as standard. The values given in parentheses are mathematical conversions to SI units that are provided for information only and are not considered standard.
Note 1: There is no known ISO equivalent to this standard.
1.6 The following safety hazards caveat pertains only to the test method portion, Section 14, of this specification: This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.
1.7 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview
ASTM D4068-17(2022) is the authoritative standard specification developed by ASTM International for flexible chlorinated polyethylene (CPE) sheeting used as concealed water-containment membranes. These CPE membranes are essential in construction scenarios susceptible to secondary damage from water leaks and where long-term reliable performance is required. Notably, the standard applies to installations where the membrane becomes inaccessible after the initial construction, such as fountains, pools, planters, shower pans, and tile tubs. ASTM D4068 does not cover membranes intended for applications exposed to direct sunlight or ultraviolet (UV) light.
Key Topics
- Material Requirements: The sheeting must be predominantly composed of CPE resin made from linear polyethylene, ensuring an amorphous structure for flexibility and resilience. Manufacturing defects like pinholes, blisters, and foreign particles must be absent.
- Recycled Materials: The use of recycled materials is permitted, provided they meet all specified requirements. Water-soluble components are strictly prohibited to maintain membrane integrity.
- Physical Properties: Standardized tests cover key material properties including:
- Tensile strength and ultimate elongation
- Tear resistance and puncture resistance
- Bonded seam strength
- Low-temperature flexibility and chemical resistance
- Resistance to microorganisms and hydrostatic pressure
- Dimensional tolerances, thickness consistency, and pinhole absence
- Testing and Quality Control: Detailed procedures ensure quality and performance, with ongoing quality assurance and sampling expected at regular intervals.
- Workmanship and Marking: Finished CPE sheeting must be homogeneous, monolithic, have straight, clean edges, and bear clear, durable markings for identification.
Applications
ASTM D4068 specified CPE sheeting plays a crucial role in diverse water-containment applications where leakage can result in costly secondary damage and where accessing the membrane for repair or inspection is not feasible post-installation. Common applications include:
- Swimming Pools: Provides a waterproof barrier beneath tile or other finishes.
- Fountains and Water Features: Ensures long-term containment of water, preventing leaks that may damage structures or landscaping.
- Planted Areas (Planters): Acts as a root and moisture barrier, protecting underlying structures from water intrusion.
- Shower and Safe Pans, Tile Tubs: Used beneath finished surfaces to direct any leaked water toward drains, reducing risk of moisture damage in residential and commercial bathrooms.
The standard's focus on long-term performance makes these membranes ideal for high-risk or high-value structures where water containment is critical.
Related Standards
For a comprehensive approach to plastic sheeting selection and water-containment membrane installation, consider these related ASTM standards:
- ASTM D412 – Test Methods for Tension of Vulcanized Rubber and Thermoplastic Elastomers
- ASTM D543 – Practices for Chemical Resistance of Plastics
- ASTM D618 – Conditioning Plastics for Testing
- ASTM D751 – Test Methods for Coated Fabrics
- ASTM D1004 – Tests for Tear Resistance of Plastic Film and Sheeting
- ASTM D1203 – Tests for Volatile Loss from Plastics
- ASTM D2136 – Low-Temperature Bend Test for Coated Fabrics
While there is no direct ISO equivalent, these ASTM standards provide a robust framework for quality assurance and performance verification in water-containment construction.
By following ASTM D4068, manufacturers, designers, and specifiers can ensure that concealed water-containment membranes provide durable, reliable protection against leaks, safeguarding property and maintaining structural integrity over time. This standard is vital for ensuring quality and efficiency in the construction industry’s water-proofing practices.
