(Specification)Standard Specification for Coal-Tar-Saturated Organic Felt Used in Roofing and Waterproofing
Standard Specification for Coal-Tar-Saturated Organic Felt Used in Roofing and Waterproofing
ABSTRACT
This specification covers coal-tar-saturated organic felt intended to be used with coal-tar pitches conforming to the appropriate requirements in the construction of built-up roofs and in the construction of waterproofing systems. In the process of manufacture, a single thickness of dry felt shall be saturated with refined coal-tar from which some of the more volatile constituents have been removed. The material shall conform to the physical requirements prescribed. Test methods shall be performed to determine the properties of the material.
SCOPE
1.1 This specification covers coal-tar-saturated organic felt intended to be used with coal-tar pitches conforming to the appropriate requirements of Specification D450/D450M in the construction of built-up roofs and in the construction of waterproofing systems.
1.2 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard.
1.3 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview
ASTM D227/D227M-03(2018) is the internationally recognized standard specification for coal-tar-saturated organic felt used in roofing and waterproofing applications. Developed by ASTM International, this standard sets forth the requirements for the manufacture, physical properties, sampling, and testing of coal-tar-saturated organic felts. The material is specifically intended for use with coal-tar pitches compliant with ASTM D450/D450M, providing reliable performance in built-up roofing systems and various waterproofing constructions. The document ensures product quality and consistency, supporting both manufacturers and contractors in achieving durable, watertight installations.
Key Topics
Material Composition and Manufacture
- Defines requirements for saturating organic felt with refined coal tar, with volatile constituents removed.
- Felt must be produced principally from organic fibers or blends, presenting a uniform and smooth surface free of imperfections.
Physical and Mechanical Properties
- Specifies minimum widths, mass, moisture content, breaking strengths, and pliability necessary for compliance.
- Finished felt must be flexible, non-sticky, and free from defects such as cracks, tears, or indentations.
Testing and Inspection
- Outlines procedures for sampling and testing, referencing ASTM D146/D146M for verifying material properties.
- Provides guidance for inspection frequency, methods, and actions for non-conformance or rejection of materials.
Product Packaging and Marking
- Sets requirements for labeling rolls, including supplier information and standard designation.
- Rolls must be securely wrapped to prevent damage during handling and transport.
Applications
ASTM D227/D227M-03(2018) is widely used in:
- Built-Up Roofing Systems (BUR): The coal-tar-saturated organic felt serves as a core component, layered with coal-tar pitch to create robust, multi-ply roofing membranes adept at resisting moisture and environmental stress.
- Waterproofing Systems: Utilized in below-grade structures, foundations, and other waterproofing installations to protect against water ingress.
- Commercial, Industrial, and Institutional Buildings: Commonly applied in roofing and waterproofing projects for offices, factories, schools, hospitals, and government buildings where longevity and proven performance are mandatory.
Professionals, including building owners, architects, specifiers, and contractors, depend on compliance with ASTM D227/D227M to ensure reliable, code-compliant installations with predictable performance and durability.
Related Standards
Several other ASTM standards complement or are directly referenced by ASTM D227/D227M, ensuring a holistic approach to roofing and waterproofing specification:
- ASTM D450/D450M - Specification for Coal-Tar Pitch Used in Roofing, Dampproofing, and Waterproofing
- ASTM D146/D146M - Test Methods for Sampling and Testing Bitumen-Saturated Felts and Fabrics
- ASTM D1079 - Terminology Relating to Roofing and Waterproofing
Adherence to both ASTM D227/D227M and these related standards helps ensure that roofing and waterproofing systems deliver optimal protection, meeting both project requirements and industry best practices.
