Standard Specification for Bitumen-Saturated Woven Burlap Fabrics Used in Roofing and Waterproofing
ABSTRACT
This specification covers woven burlap fabrics, saturated with either asphalt or refined coal-tar for use in the membrane system of roofing or waterproofing. Asphalt-saturated burlap fabric shall be used with asphalt base plying cement; typical ones are mopping asphalts or appropriate solvent-bearing bituminous materials. Coal-tar-saturated burlap fabric shall be used with coal-tar base plying cements; typical ones are coal-tar pitches or appropriate solvent-bearing bituminous materials. The fabric to be saturated shall be composed of 100 % jute fiber except for two cotton threads in each selvage. In the process of manufacture, the dry burlap fabric shall be saturated with bitumen. Different tests shall be conducted in order to determine the following properties of woven burlap fabrics: gross mass per roll, mass of wrapping material and mandrel, width of roll, width of selvage, average net mass per unit area, detached comminuted surfacing, moisture, average breaking strength, pliability, mass of desaturated fabric, mass of saturant, thread count, and ash content.
SCOPE
1.1 This specification covers woven burlap fabrics, saturated with either asphalt or refined coal-tar, as specified by the purchaser, for use in the membrane system of roofing or waterproofing or as specified by the manufacturer.
1.1.1 Asphalt-saturated burlap fabric shall be used with asphalt base plying cement; typical ones are mopping asphalts conforming to Specifications D312/D312M, D449/D449M, or appropriate solvent-bearing bituminous materials.
1.1.2 Coal-tar-saturated burlap fabric shall be used with coal-tar base plying cements; typical ones are coal-tar pitches conforming to Specification D450/D450M, or appropriate solvent-bearing bituminous materials.
1.2 The values stated in either SI units or inch-pound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard.
1.3 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview
ASTM D1327/D1327M-04(2020) is the standard specification for bitumen-saturated woven burlap fabrics used in roofing and waterproofing applications. Developed by ASTM International, this standard outlines the requirements for woven burlap (jute fiber) fabrics that are saturated with either asphalt or refined coal-tar bitumen. These fabrics play an integral role in membrane systems for roofing and waterproofing, providing enhanced durability, flexibility, and resistance to environmental factors.
This specification ensures that bitumen-saturated burlap fabrics meet consistent performance and quality requirements, supporting effective moisture barriers in roof and waterproofing systems. The standard applies to both asphalt-saturated and coal-tar-saturated burlap fabrics, guiding the selection and application of these materials in construction and building envelope projects.
Key Topics
- Material Composition
- The saturated fabric must be composed of 100% jute fiber, except for two cotton threads in each selvage.
- Bitumen Saturation
- Burlap may be saturated with either asphalt (used with asphalt adhesives) or refined coal-tar (used with coal-tar adhesives).
- Physical Properties and Performance
- Specifies minimum and maximum values for parameters such as gross mass, roll width, moisture content, breaking strength, and pliability.
- Adhesion and Porosity
- Fabrics must maintain sufficient porosity to allow bituminous adhesives to penetrate and must not be coated with substances that hinder adhesion.
- Inspection and Quality Assurance
- Provides criteria for inspection, including testing methods for strength, resistance to rotting, and package marking requirements.
Applications
- Roofing Membranes
- Bitumen-saturated woven burlap fabrics are commonly used as reinforcement layers in built-up roofing systems, enhancing the membrane's strength and flexibility.
- Waterproofing Systems
- Integrated into waterproofing assemblies for below-grade foundations, basements, and tunnels, these fabrics deliver robust barriers against water infiltration.
- Industrial and Commercial Construction
- Suitable for large-scale commercial roofs, industrial facilities, and other projects requiring reliable moisture control.
- Compatibility with Adhesives
- Asphalt-saturated fabrics are paired with mopping asphalts or compatible bituminous materials.
- Coal-tar-saturated fabrics are designed for use with coal-tar base adhesives, as recommended by relevant ASTM bitumen specifications.

Practical Value
ASTM D1327/D1327M-04(2020) provides essential guidance for manufacturers, specifiers, and contractors involved in roofing and waterproofing systems. By standardizing the composition, performance, and quality control of bitumen-saturated woven burlap fabrics, this document supports the construction of long-lasting, water-resistant structures. Using materials that conform to this specification helps reduce the risk of premature failure, moisture penetration, and related building envelope issues, ensuring project durability and compliance with best industry practices.
