M/539 - Ecodesign, non hh WM, dryers
[C(2015)8756] Standardization request on Ecodesign and energy labelling of non-household washing machines, dryers and dishwashers
Mandate M/539 requests the European standardisation organisations to develop standards for the ecodesign and energy labelling of non-household washing machines, dryers, and dishwashers. The aim is to support the implementation of EU policies that improve energy efficiency and environmental performance for these commercial appliances. The mandate covers requirements for design, functionality, and measurement methods to ensure consistent and reliable assessment of energy consumption and environmental impact. This standardisation work enables better market transparency and aids compliance with regulatory objectives under relevant EU energy and environmental legislation. The mandate was subject to approval by the CEN Board as documented in resolution CEN/BT C114/2015.
Purpose
The mandate M/539 concerns the standardisation related to ecodesign and energy labelling requirements specifically for non-household washing machines, dryers, and dishwashers. Its purpose is to support the implementation of EU policies aimed at improving the environmental performance and energy efficiency of these commercial appliances.
Standardisation request
The mandate requests the development of harmonised standards that cover ecodesign and energy labelling aspects for non-household washing machines, dryers, and dishwashers. These standards should provide measurement methods, calculation procedures, and other relevant technical specifications necessary to assess and verify compliance with EU regulatory requirements.
Expected deliverables
Deliverables are expected to include harmonised European standards that enable conformity assessments for ecodesign and energy labelling of the specified appliances in the non-household sector. Such standards should facilitate market surveillance, support manufacturers and stakeholders, and ensure consistent and reliable performance metrics across the EU.
Context
This standardisation request was formalised under decision reference CEN/BT C114/2015 and documented in commission decision C(2015)8756. It follows the EU’s broader commitment to reduce energy consumption and environmental impact of electrical appliances in both household and professional settings in line with the Ecodesign Directive and Energy Labelling framework. Unlike the residential market, this mandate focuses on professional or commercial use appliances.
The mandate covers standardisation work related to ecodesign and energy labelling requirements for non-household washing machines, dryers, and dishwashers. It focuses on setting standards to improve the environmental performance and energy efficiency of these commercial and professional appliances.
General Information
This document defines the characteristics of washer-extractors and gives the usual test methods for these characteristics with regard to machine capacity, power consumption and productivity. It is applicable for use as a reference in the drafting of purchasing orders for washer-extractors whose net usable cage volume is 400 dm3 (litres) respectively 40 kg and above. In addition, it is recommended for determination of energy consumption and productivity according to Directive 2009/125 EC. Furthermore, the document describes standard methods for measuring principal performance characteristics of washer-extractors. It does not cover safety requirements (see EN ISO 10472-2).

Frequently Asked Questions
A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.
M/539 is a European Standardization Mandate titled "[C(2015)8756] Standardization request on Ecodesign and energy labelling of non-household washing machines, dryers and dishwashers". [C(2015)8756] Standardization request on Ecodesign and energy labelling of non-household washing machines, dryers and dishwashers There are 6 standards developed under this mandate.
Standards developed in response to a mandate and cited in the Official Journal of the European Union become "harmonized standards". Products manufactured in compliance with harmonized standards benefit from a presumption of conformity with the essential requirements of the corresponding EU directive or regulation, facilitating CE marking and market access across the European Economic Area.
