Abstract

This European Telecommunication Standard (ETS) specifies the stage one description of the Voice Group Call Service (VGCS) which allows speec h conversation of a predefined group of service subscribers in half du plex mode on the radio link taking into account multiple mobile servic e subscribers involved in the VGCS call per cell. The VGCS is applicable to all mobile stations in a certain network and area which have the technical capability and the corresponding subscr iption, respectively, to participate in a VGCS call. NOTE:   It is not considered as requirement that normal GSM phase 2 mobi le stations will be able to be used for this service. The service is described from the service subscriber s and user s poin t of view; in particular: -   the procedure for normal operation with successful outcome;  -   the action to be taken in exceptional circumstances;  -   the interaction with other GSM services and features.  This ETS does not deal with the Man-Machine Interface (MMI) requiremen ts, but makes reference to the appropriate Global System for Mobile Co mmunications (GSM) specifications. This ETS defines a teleservice of the digital cellular telecommunicati ons system GSM. Any interaction with other services and/or networks no t dealt with in clauses 8 or 9 are outside the scope of this ETS.

SIST ETS 300 925 E2:2003 is the Slovenian adoption of ETS 300 925 Edition 2 from ETSI for the Global System for Mobile Communications (GSM) Voice Group Call Service (VGCS). It gives the stage 1 service description for predefined group speech calls in half duplex mode, from the service subscriber and user viewpoint. Network operators, service providers, and GSM implementers use it to understand how VGCS is set up, controlled, and combined with other GSM services.

What does SIST ETS 300 925 E2:2003 specify?

SIST ETS 300 925 E2:2003 specifies the stage 1 description of VGCS, a GSM teleservice for speech conversations within a predefined group call area and group ID. It covers normal operation, exceptional situations, and interaction with other GSM services, while leaving Man-Machine Interface (MMI) details to related GSM specifications.

The document is organized into:

  • Scope
  • Normative references
  • Definitions and abbreviations
  • Description
  • Normal operation with successful outcome
  • Exceptional procedures or unsuccessful outcome
  • Interaction with other GSM services
  • Interworking considerations
  • Annex A with the status history of GSM 02.68

In practice, this means the standard explains how the service behaves, who can use it, and how the network should treat calls, without turning into a handset user-interface specification.

What are the key requirements of SIST ETS 300 925 E2:2003?

SIST ETS 300 925 E2:2003 defines VGCS as a half duplex voice service for a predefined group of subscribers. Only one service subscriber may talk at a time, while up to five dispatchers may talk simultaneously. This matters because the network must control turn-taking and voice mixing, not just connect a call.

  • Clause 4 sets the core service model: a calling subscriber can start a group call to a predefined group call area and group ID. Destination subscribers are notified by group ID, not by individual paging. That affects how networks address users in a group call.
  • Clause 4 also says a service subscriber may become a late destination subscriber if entering the group call area within 500 ms after the first notification. This tells implementers how tightly location and call setup are linked.
  • Clause 4 requires the network to give the calling subscriber an indication when the group call is successfully established. The call is considered established when the downlink channels are allocated and the related dispatchers are alerted. This is important because speaking may begin only after that indication.
  • Clause 4 states that a service subscriber requesting to talk gets the uplink under normal conditions in less than 300 ms after the request. That is a practical performance target for responsiveness in live operations.
  • Clause 4 and clause 5 define subscription and network configuration. A subscription may include up to 50 group IDs, and the network stores group ID, group call area composition, dispatcher identities, and optional acknowledgement routing. This means service setup is both subscriber-specific and network-specific.
  • Clause 6 covers failure handling. If the caller is not entitled, or the network cannot provide the service, the request is rejected or the reason is indicated. If full establishment cannot be completed in time, the call may still be treated as established once the required starting point is included.
  • Clause 7 explains how VGCS interacts with supplementary services. Some services, such as CLIP, CLIR, COLP, COLR, eMLPP, and several barring features, have special rules for VGCS. Others, such as SMS and CW for service subscribers, are not available in the same way as ordinary calls. This is important for network policy, roaming, and service compatibility.

What terms does SIST ETS 300 925 E2:2003 define?

  • Network operator - The entity that provides the network resources needed to run VGCS.
  • Service provider - The entity that offers VGCS subscriptions; the network operator may also be the service provider.
  • Voice group call - A VGCS call initiated by a subscriber; the document uses this term as a synonym for VGCS call.
  • Service subscriber - A mobile subscriber who has subscribed to VGCS.
  • Dispatcher - A predefined fixed or mobile user who can receive and initiate certain group calls by registered identity.
  • Group ID - A numerical classification used to identify the subscribed group for VGCS.
  • Group call area - A predefined cell or cluster of cells in which a particular VGCS call is distributed.
  • Group call member - Any service subscriber or dispatcher taking part in an ongoing voice group call.

Who uses SIST ETS 300 925 E2:2003?

SIST ETS 300 925 E2:2003 is used by GSM network operators, service providers, and system integrators who configure group-call services in a mobile network. It is also relevant to equipment vendors, service planners, and engineers who need to implement call setup, dispatcher handling, priority behavior, and interactions with supplementary services.

For buyers and quality managers, it helps confirm whether a product or network feature supports VGCS as defined for the GSM Phase 2+ environment. For operational teams, it explains what must be provisioned in the network and what must be available in subscriber profiles and SIM-related settings.

What changed in SIST ETS 300 925 E2:2003 from the previous edition?

Annex A records the status history of GSM 02.68 leading up to version 5.1.3. It shows the document moving through earlier TS and GTS versions, conversion to ETS 300 925 for Release 96, and later approved change requests that produced the second edition.

Which standards are used with SIST ETS 300 925 E2:2003?

  • GSM 01.04 (ETR 350) - Provides the abbreviations and acronyms used throughout the document.
  • GSM 02.67 (ETS 300 924) - Defines enhanced Multi-Level Precedence and Pre-emption service (eMLPP), which VGCS uses for priority and pre-emption behavior.

What does the SIST ETS 300 925 E2:2003 document contain?

SIST ETS 300 925 E2:2003 contains a service description, a logical concept figure for VGCS, and detailed text on provision, withdrawal, network-related configuration, call establishment, charging, failure handling, and interworking with other GSM services. Clause 7 gives the practical relationship with CLIP, CLIR, COLP, COLR, CFU, CFB, CFNRy, CFNRc, CW, HOLD, MPTY, CUG, AoC, BAOC, BOIC, BOIC-exHC, BAIC, BIC-Roam, ECT, eMLPP, SMS, and ODB.

It also includes a table for subscription options and an informative annex with the status history of GSM 02.68. For users of the standard, these parts are the main references for service design, network configuration, testing of call behavior, and checking compatibility with other GSM features.

1 Scope
This European Telecommunication Standard (ETS) specifies the stage one description of the Voice Group
Call Service (VGCS) which allows speech conversation of a predefined group of service subscribers in
half duplex mode on the radio link taking into account multiple mobile service subscribers involved in the
VGCS call per cell.
The VGCS is applicable to all mobile stations in a certain network and area which have the technical
capability and the corresponding subscription, respectively, to participate in a VGCS call.
NOTE: It is not considered as requirement that normal GSM phase 2 mobile stations will be
able to be used for this service.
The service is described from the service subscriber's and user's point of view; in particular:
- the procedure for normal operation with successful outcome;
- the action to be taken in exceptional circumstances;
- the interaction with other GSM services and features.
This ETS does not deal with the Man-Machine Interface (MMI) requirements, but makes reference to the
appropriate Global System for Mobile Communications (GSM) specifications.
This ETS defines a teleservice of the digital cellular telecommunications system GSM. Any interaction with
other services and/or networks not dealt with in clauses 7 or 8 are outside the scope of this ETS.
2 Normative references
This ETS incorporates by dated and undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to or revisions of any of these publications

3 Definitions and abbreviations
3.1 Definitions
For the purposes of this ETS, the following definitions apply:
network operator: Entity which provides the network operating elements and resources for the execution
of the VGCS.
service provider: Entity which offers the VGCS for subscription. The network operator may be the
service provider.
voice group call: An instance of the VGCS initiated by a subscriber. This term is used synonymously with
the term "VGCS call".
service subscriber: Mobile subscriber which subscribes to the VGCS.
group identification (group ID): A numerical classification. The maximum number of group IDs which
can be defined in one PLMN depends on the maximum number of group call areas defined in this PLMN.
The maximum number of group IDs and group call areas combined is 10 , Service subscriber shall be
provided with one or up to 50 group IDs.
dispatcher: Particular fixed line or mobile users are identified within the network as dispatchers.
Dispatchers shall receive all voice group calls to a certain group ID in a group call area (this shall be done
automatically by the network). In addition they can initiate voice group calls to a group ID in a group call
area.
Dispatchers shall be connected to a voice group call by means of standard links via radio or via an ISDN.
They shall be called by their ISDN or MSISDN number, respectively. When dispatchers initiate voice
group calls, they shall call a particular MSISDN number which is related to a group ID and group call area.
Dispatchers using the GSM network can be located outside of this group call area.
The identities of the dispatchers are exclusively predefined in the network by the service provider. There
will be none or up to five dispatchers involved in a particular voice group call.
destination subscriber: Service subscriber or dispatcher to which the VGCS call is directed.
calling subscriber: Service subscriber or dispatcher which originates the VGCS call.
group call area: Predefined area composed of one or a cluster of cells to which a particular VGCS call is
distributed. The maximum number of group call area IDs which can be defined in one PLMN depends on
the maximum number of group IDs defined in this PLMN. The maximum number of group IDs and group
call areas combined is 10 , The composition of a group call area is predefined in the network by the
service provider. Changing of cell allocation in the network due to operational reasons will need an
adaptation of the group call area definition. The group call area may include more then one MSC area and
cells of more than one PLMN.
group call member: Any service subscriber or dispatcher participating in an on going voice group call.
3.2 Abbreviations
Abbreviations used in this ETS are listed in GSM 01.04.

4 Description
The VGCS is defined in the following. Figure 1 gives an explanation of the logical concept of the VGCS.
a) The VGCS enables a calling subscriber to establish a voice group call to destination subscribers
belonging to a predefined group call area and group ID.
NOTE 1: The service is provided by use of half duplex transmission mode.
Applications for voice group call services typically involve multiple group members in a small group
call area, for which the VGCS should provide spectrum efficient solutions.
b) The calling subscriber as well as the destination subscribers may be any service subscriber which
has subscribed to the related group ID or any dispatcher who is entitled to it by his identity which
shall be registered in the network.
c) Destination subscribers are all service subscribers or a group of service subscribers identified by
the called group ID which have their present location in the group call area, and pre-registered
dispatchers. Destination service subscribers shall be notified with the group ID, not by paging the
subscriber individually. Dispatchers shall be called individually with their identity.
Service subscribers may become late destination subscribers when entering the group call area
within 500 ms after reception of the first notification message related to the VGCS call. Service
subscribers which leave the corresponding group call area during an on going VGCS call of which
they are member cease to be destination subscribers.
d) The voice group call shall be established in a group call area which is comprised of one or a cluster
of cells. Group call areas shall be predefined in the network by the service provider, co-ordinated by
the network operator.
In case of a service subscriber initiating a VGCS, the group call area is uniquely identified by the
actual cell in which the service subscriber resides at the moment of VGCS call initialization and by
the group ID they issue.
A dispatcher initiating a VGCS call will be connected to a related predefined group call area. The
entitlement of the dispatcher is checked by the netw
