Abstract

The scope of this document is to provide the basis for a description of the Service aspects of a GSM Cordless Telephony System (CTS), which provides the possibility for users of GSM terminals to have cordless access to a fixed network, such as PSTN/ISDN. Due to the time constraints to have a first specification ready for market needs, a phased approach is necessary. The first phase focuses on the requirements necessary to elaborate the radio interface and the security aspects for an application supporting the speech tele-service (including DTMF support) in a residential single cell environment. As a consequence, a full business environment with all services is not considered. In particular, hand-over between CTS fixed parts or between CTS and GSM PLMN is not considered. The standardisation of the CTS interface towards the fixed network is not a scope of this document. However, consideration may need to be given to communication of application data between CTS and PLMN via the fixed network.

SIST EN 302 403 V7.2.1:2003 is the Slovene adoption of ETSI EN 302 403 V7.2.1 for the GSM Cordless Telephony System (CTS), Phase 1. It specifies the stage 1 service description for cordless access from GSM terminals to a fixed network such as PSTN/ISDN, with an initial focus on residential single-cell use, speech tele-service, DTMF support, radio-interface behavior and security.

What does SIST EN 302 403 V7.2.1:2003 specify?

SIST EN 302 403 V7.2.1:2003 specifies the service aspects, user procedures, mobility behavior, radio co-existence rules, security requirements, de-activation and charging assumptions for CTS Phase 1. The document is organized into clauses 1 to 9, with two informative annexes.

AnnexWhat it covers
Annex ALater phases of CTS and features to consider for future CTS radio-interface design
Annex BChange history

Clause 1 states the scope, clause 2 lists normative references, and clause 3 gives definitions and abbreviations. Clauses 4 to 9 cover the system description, normal procedures, de-activation, exceptional procedures, charging aspects and cross-phase compatibility.

What are the key requirements of SIST EN 302 403 V7.2.1:2003?

SIST EN 302 403 V7.2.1:2003 is built around a private CTS Fixed Part (CTS-FP) that links a CTS Mobile Station (CTS-MS) to either a fixed network or a GSM network. In practice, this means the standard treats CTS as a cordless extension to GSM terminals, not as a separate full business telephony system.

Service model and subscriptions

Clause 4.2.2 and 4.2.3 require a basic installation sequence: connect the CTS-FP, enrol the CTS-FP, and enrol one or more CTS-MSs. The CTS-FP uses a Fixed Part Subscriber Identity Module (FP-SIM) and a Generic Frequency List (GFL), so the operator can control which frequencies and which handsets are allowed. This matters because service access depends on both operator authorization and successful enrolment.

Mobility and attachment

Clause 4.2.5 defines six operation modes, including GSM only, CTS only, automatic CTS-preferred or GSM-preferred modes, and two parallel modes. The user must be able to select the supported mode except during an active call, and the current mode and coverage must be indicated. Clause 4.2.5 also allows one CTS-MS to be enrolled with several CTS-FPs but attached to only one at a time, and one CTS-FP to support multiple CTS-MSs, with at least 8 attachable MSs.

Supported services

Clause 4.2.6 makes speech tele-service mandatory for the first phase, with emergency calls for attached MSs only. It also keeps DTMF handling, GSM supplementary services, SMS-MT support on the radio interface, and optional SMS-MO, internal calls, call transfer, call hold, and mobile hunting. For a reader, that means CTS Phase 1 covers telephony first and adds selected GSM-style services where they can be handled consistently.

Co-existence and radio operation

Clause 4.3 allows CTS to use the same carrier frequencies as GSM, in licence-exempt or licensed bands, provided a GFL is defined by the CTS operator or regulator. The CTS-FP must include BCCH-like functionality to reveal the presence of CTS, page attached terminals, accept access requests, support intracell handover and maintain synchronisation. This is the part that drives frequency planning and interference control.

Security

Clause 4.4 requires mutual authentication between the CTS-FP and CTS-MS, protection of local CTS signalling and user data by cryptographic methods, and secure storage of keys and identities. It also ties enrolment of the MS to PLMN authentication and requires the IMEI and IFPEI to be available to the GSM operator. In practice, operators must manage access control, keys and device identity carefully.

Procedures and timing

Clause 5 covers enrolment, de-enrolment, attachment, call procedures and maintenance. Clause 5.5.1 includes number conversion between GSM dialling formats and fixed-network formats, while clause 5.5.2 defines group alerting and individual alerting for incoming calls. Clause 5.6 sets attachment timing expectations after coming into range, which is important for user experience and handover behavior.

De-activation and charging

Clause 6 allows CTS-FP de-activation by the operator, by the user, or by self-controlling features, and clause 8 states that charging is subscription-based for the CTS operator’s spectrum. This tells buyers and operators where service control and billing responsibility sit.

What terms does SIST EN 302 403 V7.2.1:2003 define?

  • FP Enrolment - the procedure that loads the CTS-FP with the data needed to begin CTS operation.
  • MS Enrolment - the first association of a CTS-MS with a CTS-FP, after which the MS can access that CTS-FP.
  • Attachment - the procedure by which an enrolled MS connects to a specific CTS-FP for call service.
  • Generic Frequency List (GFL) - the list of absolute radio frequency channel numbers the CTS-FP is allowed to use.
  • CTS Fixed Part (CTS-FP) - the device that provides personal cordless coverage and links the CTS-MS to the fixed network or GSM network.
  • FP-SIM - the SIM card in the CTS-FP that materialises the CTS subscription.
  • CTS-Roaming - the right for additional CTS-MSs to be enrolled on a CTS-FP initialised to another operator.

Who uses SIST EN 302 403 V7.2.1:2003?

SIST EN 302 403 V7.2.1:2003 is used by CTS operators, GSM operators, network designers, equipment manufacturers and regulators. CTS operators use it for enrolment data, frequency control, roaming policy, security parameters and de-activation. GSM operators use it to manage subscriber authorization, authentication and service control. Equipment teams use it to implement the CTS-FP, CTS-MS, call handling, supplementary services and coexistence behavior, while regulators use it when deciding on licence-exempt or licensed spectrum use.

What changed in SIST EN 302 403 V7.2.1:2003 from the previous edition?

SIST EN 302 403 V7.2.1:2003 is the publication version 7.2.1 of the ETSI CTS Stage 1 service description. Annex B records earlier changes to the CTS description, including wording clarifications, the replacement of “registration” with “attachment,” the introduction of an FP-SIM for CTS subscription management, clarification of the licence-exempt mode, and extension of the concept to CTS-FP connected to PLMN.

Which standards are used with SIST EN 302 403 V7.2.1:2003?

Clause 2 references these documents and uses them as the basis for defined functions:

  • GSM01.04 - abbreviations and acronyms used in the GSM series.
  • GSM02.07 - Mobile Stations features.
  • GSM02.09 - security aspects, including subscriber identity authentication and storage rules.

  • GSM02.30 - Man Machine Interface (MMI) of the Mobile Station.
  • GSM05.05 - radio transmission and reception, including the ARFCN basis for the GFL.

What does the SIST EN 302 403 V7.2.1:2003 document contain?

The document contains a system overview, service-aspect description, security rules, procedure flows and operational assumptions for CTS Phase 1. It also includes a figure showing the CTS concept, plus detailed text for enrolment, attachment, call origination, call termination, maintenance and de-activation. Annex A outlines later CTS phases such as CTS-CTS handover and data/fax services, while Annex B gives the change history.
