SIST ETS 300 947 E1:2003
(Main)Digital cellular telecommunications system (Phase 2+) (GSM); enhanced Multi-Level Precedence and Pre-emption service (eMLPP); Stage 3 (GSM 04.67 version 5.0.1)
- Abstract
This European Telecommunication Standard (ETS) specifies the procedure s used at the radio interface (Reference point Um as defined in GSM 04 .02) for normal operation, invocation, registration and interrogation of the enhanced Multi Level Precedence and Pre emption Service (eMLPP) supplementary service. Provision and withdrawal of supplementary serv ices is an administrative matter between the mobile subscriber and the service provider and cause no signalling on the radio interface. In GSM 04.10 the general aspects of the specification of supplementary services at the layer 3 radio interface are given. GSM 04.80 specifies the formats and coding for the supplementary servi ces. Definitions and descriptions of supplementary services are given in GS M 02.04 and GSM 02.8x and 02.9x series. GSM 02.67 is related specially to eMLPP. Technical realization of supplementary services is described in GSM 03 .11 and GSM 03.8x and 03.9x series. GSM 03.67 is related specially to eMLPP. The procedures for Call Control, Mobility Management and Radio Resourc e management at the layer 3 radio interface are defined in GSM 04.07 a nd GSM 04.08.

SIST ETS 300 947 E1:2003 is the Slovene adoption of ETS 300 947 Edition 1 for GSM Phase 2+ digital cellular telecommunications systems. It specifies the Stage 3 procedures for the enhanced Multi-Level Precedence and Pre-emption service (eMLPP) at the radio interface, including normal operation, invocation, registration and interrogation. It is intended for mobile network and handset implementations that need to signal and handle call priority and pre-emption.
What does SIST ETS 300 947 E1:2003 specify?
SIST ETS 300 947 E1:2003 specifies the procedures used at the Um radio interface for the eMLPP supplementary service. In practice, it tells GSM systems how to signal priority levels for calls, how a subscriber registers a default priority, and how a subscriber can interrogate stored eMLPP data.
The scope is limited to radio-interface procedures. Provision and withdrawal of supplementary services are described as administrative matters between the mobile subscriber and the service provider, so they do not create signalling on the radio interface.
The document is organized into these main parts:
| Part | What it covers |
|---|---|
| Clause 1 | Scope |
| Clause 2 | Normative references |
| Clause 3 | Definitions and abbreviations |
| Clause 4 | eMLPP procedures for operation, registration, erasure, activation/deactivation, and interrogation |
| Annex A | Informative status of Technical Specification GSM 04.67 |
What are the key requirements of SIST ETS 300 947 E1:2003?
SIST ETS 300 947 E1:2003 defines how priority is carried and acted on in mobile-originated and mobile-terminated calls, plus how default priority is stored and queried. The practical effect is that the network and mobile station must exchange the right signalling so that higher-priority traffic can be identified and handled correctly.
Call establishment from the mobile station
For mobile-originated calls, the mobile station may indicate a call priority, and the selection of priority is an MMI function. If no priority is indicated, or if the mobile station is not compatible, the network applies a default priority from the VLR. The message flow shows the priority being carried in the service request and, if needed, returned in CALL PROCEEDING.
For mobile-terminated calls, the paging and setup messages carry the call priority. This matters because the mobile station can use that priority when deciding how to respond to an incoming call.
Called party pre-emption
When eMLPP is used together with call waiting, the called mobile station receives the new call priority together with the CW indication. If pre-emption applies, the station can automatically accept the waiting call and release or hold the ongoing call according to the signalling exchange. In practice, implementers must make sure the handset can choose between holding, releasing, and accepting the waiting call based on the received priority.
Group and broadcast calls
For VGCS and VBS, priority can be included in the GCR and is passed to the MSC with the call attributes. The calling mobile station may also indicate a priority in the service request, but the priority from the GCR can override it for the dedicated link. Called mobile stations receive the priority through the notification messages.
Registration, erasure and interrogation
The default eMLPP priority level is registered in the network using the eMLPP service code and the default priority level. Erasure happens either by replacing the registration with a new default priority or by withdrawal of the supplementary service. Interrogation returns the SS-Status plus the maximum priority level the subscriber may use and the current default priority level.
Activation and deactivation
Activation and deactivation are not applicable for eMLPP. This tells implementers not to build separate on/off handling for this supplementary service.
What terms does SIST ETS 300 947 E1:2003 define?
SIST ETS 300 947 E1:2003 uses the definitions from GSM 02.67 and GSM 03.67, and it adds the following abbreviations:
- eMLPP - enhanced Multi-Level Precedence and Pre-emption, the supplementary service covered by the standard.
- MLPP - Multi-Level Precedence and Pre-emption, the underlying precedence and pre-emption concept.
- VGCS - Voice Group Call Service, used for group voice calls with shared call handling.
- VBS - Voice Broadcast Service, used for broadcast voice calls to multiple receivers.
- VLR - Visitor Location Register, where the default priority can be stored for call handling.
- MSC - Mobile Switching Centre, the network node that handles call control and related signalling.
- MMI - Man-Machine Interface, the user interface used to select the call priority.
Who uses SIST ETS 300 947 E1:2003?
SIST ETS 300 947 E1:2003 is used by GSM network engineers, handset implementers, interoperability testers, and service providers that support priority calling. It is also relevant to quality managers and buyers who need to check whether equipment supports eMLPP signalling on the radio interface.
In practice, these readers use it when implementing call setup, paging, call waiting, registration, and interrogation behaviour, or when testing compatibility between mobile stations and network elements.
Which standards are used with SIST ETS 300 947 E1:2003?
SIST ETS 300 947 E1:2003 depends on several GSM specifications that define the surrounding service and signalling framework:
- GSM 02.67 - stage 1 description of eMLPP.
- GSM 03.67 - stage 2 description of eMLPP.
- GSM 04.02 - reference configuration for the GSM PLMN access reference point Um.
- GSM 04.07 and GSM 04.08 - layer 3 signalling procedures for call control, mobility management and radio resource management.
- GSM 04.10 - general aspects of supplementary services at layer 3.
- GSM 04.80 - formats and coding for supplementary services.
- GSM 03.68 and GSM 03.69 - stage 2 procedures for VGCS and VBS.
- The GSM 02.xx and 03.xx supplementary service family - background definitions and technical realization for related services.
What does the SIST ETS 300 947 E1:2003 document contain?
SIST ETS 300 947 E1:2003 contains message-flow figures for mobile-originated calls, mobile-terminated calls, called-party pre-emption, VGCS/VBS calling and called mobile stations, registration of the default priority level, and interrogation of stored priority data. These figures show where priority is carried in messages such as SABM, UA, SETUP, CALL_PROCEEDING, CONNECT, NOTIFICATION, REGISTER and FACILITY.
The document also includes a short status annex for Technical Specification GSM 04.67. For implementation work, the most useful content is the signalling sequence view: it shows what the network and mobile station exchange at each step, which is what developers and test engineers need for protocol design and conformance checks.
