Abstract

This European Telecommunication Standard (ETS) gives a description of the function associated with the administration of data related to subscribers, mobile equipments and services, specifically from the network management point of view. This data, known as the Subscriber Profile, is used for the provision of services for a particular user of a PLMN, or for the user s equipment represented by the International Mobile Subscriber Identity (IMSI) and the International Mobile Equipment Identity (IMEI) respectively. The functions include the administrative procedures for both the subscriber (for example  provision of service ), and the equipment identified by the IMEI. Also included is the management of subscriber data necessary for network management. The managed functional entities involved are the Home Location Register (HLR), Visitor Location Register (VLR), Mobile Switching service Centre (MSC), Equipment Identity Register (EIR), Authentication Centre (AUC). The administration of subscriber data in all these entities is part of this ETS; which includes the means for a PLMN Operator to create, update, and delete information concerning a particular subscriber in order to allow (or bar) the use of the network.

SIST ETS 300 613 E1:2003 is the Slovenian adoption of ETS 300 613 Edition 1 from ETSI. It specifies the network-management administration of subscriber data, Mobile Equipment (ME) data and services data in Digital cellular telecommunications system (Phase 2) (GSM), for Public Land Mobile Network (PLMN) operators and their operations systems. The standard defines how subscriber profiles, IMSI, IMEI, MSISDN, service settings and equipment lists are created, updated, deleted and interrogated in the Home Location Register (HLR), Visitor Location Register (VLR), Mobile Switching service Centre (MSC), Equipment Identity Register (EIR) and Authentication Centre (AUC).

What does SIST ETS 300 613 E1:2003 specify?

SIST ETS 300 613 E1:2003 specifies the TMN management view of subscriber, mobile equipment and service data administration for GSM Phase 2. It focuses on the subscriber profile as the operational record used to provide or bar services for a PLMN user or for the user's equipment identified by IMSI and IMEI.

The standard is written from the perspective of network management and single-subscriber administration. It also states that the broader relationships between several subscribers under the same customer are outside its perspective, and it keeps the focus on one subscriber profile at a time.

The scope covers operator actions on subscriber data in the managed functional entities, especially HLR, VLR, MSC, EIR and AUC. It includes the means to create, update and delete information so that network use can be allowed or barred.

Some related activities are outside the document's scope, including IMSI and Ki generation, SIM production and personalization, the handling of IMEI trace decisions in the MSC, and the VLR regional subscription configuration data.

AnnexWhat it covers
Annex ACommon TMN functions and common objects for the Q.3 interface
Annex BFunctional entities for HLR, AUC, VLR and EIR, with object classes, attributes and relationships
Annex CManaged objects, attributes, actions, notifications, parameters, name bindings, ASN.1 syntax definitions and the application context

What are the key requirements of SIST ETS 300 613 E1:2003?

SIST ETS 300 613 E1:2003 requires subscriber data administration to be performed through the appropriate System Management Functions over a Q.3 interface. Clause 6.1 ties the work to Object Management, State Management, Relationship Management, Alarm Reporting, Event Report Management and Log Control. In practice, this means the operator's network-management system must be able to create, read, update, delete and report on subscriber-related objects in a structured TMN way.

Subscriber data has to be managed consistently across network entities

Clause 5.1 describes dependencies between data in AUC, HLR and other network elements. For example, the subscriber data in AUC has to exist before the corresponding HLR profile is created, and service removal must delete the HLR data first. In practice, that means provisioning systems need sequence checks so that one database does not reference a subscriber that another database has not yet created.

AUC administration covers IMSI and Ki

Clause 5.2 and clause 6.2 define subscriber administration in AUC. The standard covers Create Subscriber in AUC, Interrogate Subscriber in AUC and Delete Subscriber in AUC, and the Ki is transferred and stored in encrypted form. For operators, this is the authentication-data step that has to be in place before HLR service provisioning can complete.

HLR administration covers MSISDN and subscriber service data

Clause 5.3 and clause 6.3 cover Manage Directory Number in HLR, including Create, Modify, Interrogate and Delete MSISDN in HLR. Clauses 5.4 and 5.5 extend this to subscriber service provision and to basic and supplementary services. In practice, the HLR is where the operator manages the active service profile, the directory number, and the basic and supplementary services attached to a subscriber.

HLR service structure includes service groups, supplementary services and control states

Clause 6.4 and Annex B show that subscriber data in the HLR is organized through objects such as subscriberInHlr, basicServiceGroupInHlr, basicServiceInHlr, supplementaryServiceInHlr, ssInHlrParameter and ssInHlrCUGSubscription. The document also includes actions such as lockSubscriberInHlr, unlockSubscriberInHlr, lockMAPService and unlockMAPService. In practice, this tells implementers how to represent grouped services, how to change service state, and how to remove or modify a service without breaking related references.

Regional subscription zones and Bearer Capability Allocation are separate managed data

Clause 5.6 covers regional subscription zone lists in HLR, using rsziListInHlr and the related zone data. Clause 5.7 covers Bearer Capability Allocation (BCA), which lets one or more bearer capabilities be assigned to an MSISDN for compatibility checking. For a buyer or engineer, this means the system must support special service-area restrictions and number-specific bearer capability data for multi-numbering setups.

VLR management handles roaming subscriber data and identity requests

Clause 6.5 defines create, interrogate, modify and delete operations for subscriber data in the VLR, plus Identity Request in VLR. Annex B and Annex C show the related subscriberInVlr and supplementary-service objects and the VLR attributes. In practice, this supports the roaming-side copy of subscriber information needed when the mobile station is visited in another area.

EIR administration manages white, black and grey lists and file-based updates

Clause 4.2 and clause 5.9 define the EIR use case for IMEI checking. Clause 6.6 adds Create, Delete and Interrogate operations for WhiteEquipmentInEir, GreyEquipmentInEir and BlackEquipmentInEir, plus Process EIRManagementFile, Interrogate EIRManagementFileExecution and Remove EIRManagementFile. This is the operator's equipment-control mechanism for allowing approved devices, tracking suspect devices and barring devices on the blacklist.

What terms does SIST ETS 300 613 E1:2003 define?

  • Subscriber Profile - The managed representation of a subscriber in the network element, related 1:1 with one IMSI and carrying the subscriber's provisioned services.
  • Home Location Register (HLR) - The GSM database that holds the subscriber's main service profile and related directory-number and service data.
  • Visitor Location Register (VLR) - The database used for subscriber data in the visited network area, including roaming-side service information.
  • Authentication Centre (AUC) - The entity that stores subscriber authentication data such as IMSI and Ki for service access control.
  • Equipment Identity Register (EIR) - The register that stores white, grey and black lists of equipment identities for IMEI-based control.
  • International Mobile Subscriber Identity (IMSI) - The identity used to represent the subscriber in the network and to link the subscriber profile.
  • International Mobile Equipment Identity (IMEI) - The unique equipment identity used to identify mobile equipment separately from the subscriber.
  • Public Land Mobile Network (PLMN) - The public mobile network operated under GSM rules, where these subscriber and equipment management functions are applied.

Who uses SIST ETS 300 613 E1:2003?

SIST ETS 300 613 E1:2003 is used by PLMN operators, network-management teams, and system vendors that implement GSM subscriber administration. It is relevant to people who provision services, maintain HLR/VLR/AUC/EIR data, manage equipment barring, and integrate operations systems with network elements.

It also matters to TMN architects and implementers designing the Q.3 interface, managed object model and file-based management functions. In practice, these users need the standard when they decide what data must be held, how it is structured, and which create, modify, delete and interrogate operations the system must support.

Which standards are used with SIST ETS 300 613 E1:2003?

SIST ETS 300 613 E1:2003 is used together with a set of GSM and TMN specifications that define the services, data types and management framework around it.

What does the SIST ETS 300 613 E1:2003 document contain?

SIST ETS 300 613 E1:2003 contains an information model for subscriber administration, not a test method or a product specification. Annex B and Annex C define the managed object classes, name bindings, relationships, attributes, actions and notifications for HLR, AUC, VLR and EIR.

The document also includes figures showing the HLR entity relationship model, the subscriber data organization in HLR, and the containment and inheritance trees for subscriber administration. Annex C adds the ASN.1 syntax definitions, the EIR file-management structures, the file-execution progress data and the GSM 12.02 application context.

For implementers, the practical value is the object model and the operation set: which attributes exist, which actions can be invoked, how file-based EIR updates work, and what notifications the system can report.
