SIST EN 302 405 V7.1.1:2003 is the ETSI European Standard for Digital cellular telecommunications system (Phase 2+) (GSM) - GSM Cordless Telephony System (CTS), Phase 1. It gives the Stage 2 architecture description for CTS, so it specifies how a CTS service is structured, which network entities it uses, how they are connected, and how enrolment, frequency control and mobility are handled. It is aimed at people planning, implementing or operating GSM-based cordless telephony.

What does SIST EN 302 405 V7.1.1:2003 specify?

SIST EN 302 405 V7.1.1:2003 specifies the Stage 2 description of the CTS service based on GSM radio. It is the architectural layer between the Stage 1 service description and the lower-layer technical specifications, and it focuses on a residential single-cell environment for the first phase.

The standard covers the CTS network model, the CTS-FP and CTS-MS roles, radio-interface concepts, enrolment control, identities, information storage, signalling flows and the main CTS interfaces. It also states that the physical layers of the GSM-CTS fixed network interface are outside its scope.

The document is organised into clauses on:

  • scope and references
  • definitions and abbreviations
  • main concepts
  • transmission
  • information storage
  • identities
  • operation and maintenance aspects
  • function and information flows
  • CTS architecture
  • CTS main parameters
  • the local CTS

What are the key requirements of SIST EN 302 405 V7.1.1:2003?

SIST EN 302 405 V7.1.1:2003 defines CTS as a modified GSM-based cordless service that links a CTS Mobile Station (CTS-MS) to a CTS Fixed Part (CTS-FP) and onward to a fixed network or a GSM network. In practice, this means the solution must be built around the CTS-FP as the local access point and around GSM-compatible mobile and security behaviour.

The standard requires frequency control through a Generic Frequency List (GFL). Clause 4.7 says the CTS-FP is initialised with a GFL, may start with a temporary GFL, and later updates the GFL using location information from the CTS-MS. For operators, this is the core control mechanism for keeping CTS operation aligned with the local GSM environment.

It distinguishes operator-controlled and licence exempt operation. Clause 4.7.1 and 4.7.3 describe two scenarios: shared frequency bands controlled by a GSM operator, or a licence exempt band defined by national authorities. This matters because the commissioning steps and stored radio information differ between the two cases.

Enrolment is tightly controlled. Clause 4.9 allows enrolment control at the CTS-FP and at the CTS-SN, with range checks on IMSI, optional subscription checks, and mutual authentication. In practice, a CTS-MS can only use a CTS-FP after the operator and security checks have established that the subscription is valid.

Mobility support is local and CTS-specific. Clause 9.4 covers cell selection and reselection, CTS attachment and detachment, and the gathering of DPLMN cell information for later frequency updates. Clause 9.5 adds call establishment and handover when the same CTS-FP controls multiple CTS radio interfaces. This tells implementers which user movement and call continuity functions must be supported locally.

The identification model separates network-wide and local identities. Clause 7 defines IFPSI, IFPEI, FPBI, MSISDN and CTS-MSI. The CTS-MSI is local to the CTS-FP and is used to preserve subscriber anonymity during signalling, which is important for privacy and for security procedures.

The architecture is split across local and supervising functions. Clause 10 identifies CTS-FP, CTS-MS, CTS-AuC, CTS-HLR, CTS-SN and CTS-FRA, and names the key interfaces Um*, Um, Cf, Cd and Cd'. This matters because it tells designers where user traffic, control signalling and subscription control are handled.

What terms does SIST EN 302 405 V7.1.1:2003 define?

  • CTS - Cordless Telephony System, the GSM-based cordless service covered by the standard.
  • CTS-FP - CTS-Fixed Part, the local fixed unit that controls the radio side and connects to the access network.
  • CTS-MS - CTS-Mobile Station, the user device that operates with CTS capabilities.
  • DPLMN - Donor PLMN, the GSM network that provides frequencies for CTS operation in shared-band mode.
  • GFL - Generic Frequency List, the frequency allocation used by the CTS-FP for operation.
  • CTS-MSI - CTS Mobile Subscriber Identity in the CTS-FP, a local identity used for signalling and anonymity.
  • IFPEI - The unique identity assigned by the manufacturer to each CTS-FP.
  • FPBI - Fixed Part Beacon Identity, the identity broadcast by the CTS-FP after initialisation.

Who uses SIST EN 302 405 V7.1.1:2003?

SIST EN 302 405 V7.1.1:2003 is used by CTS operators, GSM operators, fixed network operators and equipment vendors who need to design, connect or manage GSM-based cordless telephony. It is also relevant to engineers working on frequency allocation, enrolment control, security procedures, signalling and interworking between the CTS-FP, CTS-MS and the supporting GSM or fixed network entities.

Quality and operations teams use it to verify that a CTS implementation follows the expected architecture, identity handling, attachment behaviour and operator control model.

Which standards are used with SIST EN 302 405 V7.1.1:2003?

The standard references these companion documents:

  • GSM01.04 - abbreviations and acronyms used in GSM documents.
  • GSM02.56 - the Stage 1 service description for CTS.
  • GSM03.03 - numbering, addressing and identification.
  • GSM03.20 - security-related network functions for CTS, Stage 2.
  • GSM03.52 - lower layers of the CTS radio interface.
  • GSM03.40 - SMS point-to-point technical realisation.

These references provide the service definition, numbering rules, security functions, radio-layer basis and SMS support that the architecture description relies on.

What does the SIST EN 302 405 V7.1.1:2003 document contain?

The document contains architecture diagrams, reference models and signalling flows for CTS operation. It shows how CTS-FP, CTS-MS, CTS-HLR, CTS-SN, CTS-FRA, HLR, MSC/VLR and related network elements interact.

It also includes procedures for CTS-FP initialisation, GFL update, enrolment and de-enrolment, attachment and detachment, and the reporting of DPLMN cell information. These figures and flows are used for system design, implementation and network integration.

Later clauses describe the CTS interfaces, main parameters, local CTS behaviour and the transmission/signalling split between the radio side and the access network side.
