SIST EN 300 923 V6.0.1:2003 is the Slovenian adoption of ETSI EN 300 923 V6.0.1. It describes Charge Advice Information (CAI) for the GSM supplementary service of Advice of Charge (AOC), so that a mobile station can estimate call charges in home units and, if configured, in a subscriber-chosen currency. The document is written for GSM Phase 2+ / Release 1997 implementations in the mobile station and the PLMN.
What does SIST EN 300 923 V6.0.1:2003 specify?
SIST EN 300 923 V6.0.1:2003 specifies how CAI is handled for charging in GSM, including the way the mobile station computes AOC and how the PLMN supplies charging data. It focuses on call charging behavior in both the mobile station and the network, and it uses home units as the basic charging measure.
The document is organized into a scope, normative references, definitions and abbreviations, an introduction, CAI description, functional operation in the MS, functional operation in the PLMN, and an informative change history in Annex A.

What are the key requirements of SIST EN 300 923 V6.0.1:2003?
SIST EN 300 923 V6.0.1:2003 requires the MS to calculate AOC from CAI received at the charging point. In practice, this means the MS must start charge timing when the call is answered or otherwise begins charging, then update the displayed or stored charge as the call continues.
CAI message content and use
Clause 3 defines seven CAI elements, e1 to e7, and says the CAI message may contain only the elements needed for the situation. Missing elements in the initial message are treated as zero. This matters because the network can send only the charging parameters relevant to a call type, while the MS still has a defined fallback behavior.
Charge calculation in the MS
Clause 4 states that simple AOC is calculated from fixed, time-related, and data-related parts, scaled into home units. The practical result is that the MS must combine the initial charge, elapsed call time, and transferred data segments into one current charge meter value.
Handling of call meters
Clause 4.2 defines the Current Call Meter (CCM), the Accumulated Call Meter (ACM), the ACM Maximum Value (ACMmax), and the Price per Unit and Currency Table (PUCT). The CCM tracks the charge for the current call, the ACM accumulates charge across calls, ACMmax can stop further chargeable use when reached, and PUCT lets the subscriber view charge in a chosen currency.
Special processing rules
Clause 4.3 gives the detailed behavior for zero values, delayed updates, multiple calls, and radio link failure. This is important in implementation because the MS must suspend and resume timing correctly, accept updated CAI elements in a controlled way, and confirm receipt of CAI only when it supports AOC.
PLMN behavior for outgoing and incoming calls
Clause 5 explains how the PLMN sets CAI for outgoing and incoming calls. For outgoing calls, the local PLMN sets most elements from its own tariff structure, while the scaling element reflects the relationship between local and home charging units. For incoming calls, the HPLMN determines the tariff, and roaming cases require specific CAI values from the HPLMN for the VPLMN to apply.
What terms does SIST EN 300 923 V6.0.1:2003 define?
- Charge Advice Information (CAI) - The charging data sent to the MS at the charging point so it can compute charge.
- Advice of Charge (AOC) - The charge computed by the MS and expressed in home units.
- Current Call Meter (CCM) - The MS meter that holds the charge for the current call.
- Accumulated Call Meter (ACM) - The SIM-based meter that accumulates charge across the current and previous calls.
- ACM Maximum Value (ACMmax) - A subscriber-set limit for the ACM, used to cap chargeable use.
- Price per Unit and Currency Table (PUCT) - The SIM-stored value that converts home units into a subscriber-chosen currency.
- Home PLMN (HPLMN) - The subscriber’s home network, which defines the published home unit value.
- Local PLMN (LPLMN) - The PLMN currently serving the MS, either the HPLMN or a visited PLMN.
Who uses SIST EN 300 923 V6.0.1:2003?
SIST EN 300 923 V6.0.1:2003 is used by GSM network operators, mobile station designers, SIM and ME implementers, and service providers that need call-charge indication. It is also relevant to roaming management teams, because the document defines how home and local charging values interact across PLMNs. Quality and test teams use it to check that AOC, CCM, ACM, ACMmax, and CAI handling behave as specified.
What changed in SIST EN 300 923 V6.0.1:2003 from the previous edition?
The change history in Annex A shows the development path of the document, including the introduction of the PUCT, support for multiple calls, increased ACM capacity, clarification of AOC call handling, call re-establishment behavior, and fault-condition behavior. It also records the upgrade to Phase 2+ and then to Release 1997 version 6.0.0, followed by this version 6.0.1 publication.
Which standards are used with SIST EN 300 923 V6.0.1:2003?
- GSM 01.04 - Provides the abbreviations and acronyms used in the document.
- GSM 02.86 - Defines the Advice of Charge supplementary service at Stage 1 and gives the charging-service context.
- GSM 11.11 - Covers the SIM-ME interface and supports the storage and handling of ACM, ACMmax, and PUCT.
What does the SIST EN 300 923 V6.0.1:2003 document contain?
The document contains a CAI message model with seven elements, a charge calculation equation, and step-by-step handling rules for fixed, time-related, and data-related charging. It also gives the behavior of the CCM, ACM, ACMmax, and PUCT, including update and limit handling. Clause 4 and clause 5 describe how the MS and PLMN interact during charging, roaming, outgoing calls, incoming calls, multiple calls, and radio link failure. Annex A provides the change history that traces earlier revisions and the subjects changed over time.

ETSIEN 300 923 V6.0.1 (1999-05)5GSM 02.24 version 6.0.1 Release 19971ScopeThe charging supplementary service is described in GSM 02.86 [2] and the relevant charging principles are given in therelevant GSM MoU Association documents. These services are designed to supply to a mobile user sufficientinformation to allow a real-time estimate to be made of the bill which will eventually be levied in the home PLMN onthe Mobile Station (MS) subscriber. In the case of certain MS uses, for example a mobile payphone, this estimate could be subject to further processing (e.g.to present the charges in currency, rather than units, this may include an additional mark up). This additional processingis not described in this EN in order to avoid constraining the evolution of the MS product in this area. This EN gives an overall view of how this supplementary service shall operate both in the PLMN and within the MS.Text given in this EN is required to define functionality and is not intended to constrain implementation.1.1Normative referencesThe following documents contain provisions which, through reference in this text, constitute provisions of the presentdocument.-References are either specific (identified by date of publication, edition number, version number, etc.) ornon-specific.-For a specific reference, subsequent revisions do not apply.-For a non-specific reference, the latest version applies.-A non-specific reference to an ETS shall also be taken to refer to later versions published as an EN with the samenumber.[1]GSM 01.04: "Digital cellular telecommunications system (Phase 2+); Abbreviations andacronyms".[2]GSM 02.86: "Digital cellular telecommunication system (Phase 2+); Advice of Charge (AoC)Supplementary Services - Stage 1".[3]GSM 11.11: "Digital cellular telecommunication system (Phase 2+); Specification of theSubscriber Identity Module-Mobile Equipment (SIM-ME) interface".1.2Definitions and abbreviationsIn addition to the following, abbreviations used in this ETS are listed in GSM 01.04 [1].Mark up (MU):An increase over the basic charge e.g. to provide extra revenue or to cover additional costs.Service Provider (SP):The organization through which the subscriber obtains GSM telecommunication services. This may be thenetwork operator or possibly a separate body.Home Units (HU):The published basic telecommunication unit as published by the HPLMN. This has a published value expressedin the currency of the Home country.Local PLMN (LPLMN):The LPLMN is the HPLMN or VPLMN depending on the location of the MS at the time and is the PLMN withwhich the MS is interworking via the radio interface.Local Units (LU):SIST EN 300 923 V6.0.1:2003

This has a published value expressedin the currency of the local country.Price per Unit and Currency Table (PUCT):The PUCT is the value of the Home unit in a currency chosen by the subscriber. The PUCT is stored in the SIM.The value of the PUCT can be set by the subscriber and may exceed the value published by the HPLMN. ThePUCT value does not have any impact on the charges raised by the HPLMN.Current Call Meter (CCM):The accumulated charge as computed by the MS, expressed in terms of Home units.Accumulated Call Meter (ACM):The accumulated charge for both the current call and all preceding calls as computed by the MS, expressed interms of Home units. The ACM is stored in the SIM.ACM Maximum value (ACMmax):The ACMmax sets the upper limit for the ACM. The ACMmax is stored in the SIM. The value of the ACMmaxcan be set by the subscriber.Charging point (CHP):The time at which charging commences i.e. at the point when the called party answers or the equivalent.End of charge point (CEND):The time at which the calling, or called, party stops charging by the termination of the call or by an equivalentprocedure invoked by the network or by failure of the radio path.Advice of Charge (AOC):The charge as computed by the MS, expressed in terms of Home Units.Segment:A charging element as defined by CCITT, in octets (up to 64).2IntroductionThe principle of this service is that the MS shall be capable of indicating the cost of a call in home units as a basicservice. This is the Advice of Charge (AOC).The ability for the MS to perform further processing on AOC is not precluded. If the subscriber wishes, the MS shallindicate the value of CCM, ACM, ACMmax in the currency she has indicated using the PUCT.At the charging point, the MS is informed of the charging rate. The MS shall then use its independent internal clock to time the call from the charging point to the end of call i.e. thechargeable duration (CDUR) is measured by the MS. In the case of multiple calls this applies separately for each call(see subclause 4.3 l). The time taken attempting to perform call reestablishment is not included in CDUR (see subclause4.3 m).By using the calculations described in clause 4, the MS shall be able to derive the number of home units used.Due to the independence of the calculated value, an exact one-to-one relation with the bill cannot be guaranteed. Thisdiscrepancy is due to the short delays in signalling between the MS and the network, e.g. transmission of charging pointand end of call signals. In deriving this ETS the following principles are assumed:SIST EN 300 923 V6.0.1:2003
ETSIEN 300 923 V6.0.1 (1999-05)7GSM 02.24 version 6.0.1 Release 1997i)For mobile originated calls, the mobile user pays for the connection to the dialled number, as per the publishedtariff of the Local PLMN, plus a mark-up defined by the HPLMN to cover additional administration costs, whenroaming. It is assumed that the MS subscriber will not be charged for the forwarded leg if the dialled number has set callforwarding. If additional charging is required for this forwarded leg, then it is assumed that such charging will beapplied only to the called party. This follows current telecommunications practice.ii)For mobile terminated calls, any charge set for incoming calls is that based on the tariff as published by theHPLMN.The tariff as published for the roaming extension charges is assumed to be time and date invariant. For theavoidance of doubt, this assumption does not preclude routine tariff changes.iii)Charge rates for calls originating within a PLMN vary depending upon, for example, location, destination, service, time of day, type of day and any mark ups.iv)The units indicated in the advice of charge are always given in terms of Home units, the value of which is definedand published by the HPLMN, regardless of the PLMN in which they were incurred or the call direction or thetype of call including supplementary service and data calls.3Charge Advice InformationThe MS is supplied with the necessary Charge Advice Information (CAI) at the charging point on a per call basis, in asignalling message over the radio interface. The MS uses the CAI elements to compute the AOC value for the relevant call. Thus the signalling CAI not onlyprovides charging information, but indicates the charging point and hence initiates the timing of the chargeable duration. The information sent to the MS from the MSC consists of seven elements as follows:Table 1: Information elementsElementDimensionsDescriptionMINMAXRESe1u/iUnits per interval0819.10.1e2t/iSeconds/time interval0819.10.1e3-Scaling Factor081.910.01e4uUnit increment0819.10.1e5u/dUnits per data interval0819.10.1e6seg/dSegments/data interval081911e7t/iInitial secs/t interval0819.10.1where:u = units; t = time; i = interval; seg = segments; d = data interval. The CAI Message need only contain those elements required for the particular situation. If elements are missing fromthe initial CAI message of a call, they shall be treated as zero.Element e1 -This element defines the number of units incremented per interva
