SIST EN 300 162-3 V1.2.1:2007 is the Slovenian adoption of ETSI EN 300 162-3 for shipborne VHF radiotelephone transmitters and receivers used in the maritime mobile service. It covers equipment with voice and Digital Selective Calling (DSC) and sets harmonized requirements for article 3.3(e) of the R&TTE Directive, which relates to features that support access to emergency services. The standard is meant for manufacturers, test laboratories, and conformity assessors working with maritime radio equipment.
What does SIST EN 300 162-3 V1.2.1:2007 specify?
SIST EN 300 162-3 V1.2.1:2007 specifies minimum requirements for shipborne VHF transmitters and receivers operating in maritime mobile service bands using 25 kHz and 12.5 kHz channels. It also incorporates the relevant International Maritime Organization (IMO) recommendations and provides the harmonized European Standard text used for article 3.3(e) of the R&TTE Directive.
The document is organized into five clauses and three annexes:
- Clause 1 gives the scope.
- Clause 2 lists references.
- Clause 3 gives definitions and abbreviations.
- Clause 4 states the technical requirements.
- Clause 5 states how compliance is tested.
- Annex A gives the harmonized requirements and conformance test specifications table.
- Annex B gives the EN title in official languages.
- Annex C gives the bibliography.

What are the key requirements of SIST EN 300 162-3 V1.2.1:2007?
SIST EN 300 162-3 V1.2.1:2007 focuses on environmental robustness, radio performance, and testability. The requirements are mostly expressed by cross-reference to ETSI EN 300 162-1, so in practice this part tells you which performance checks, limits, and test suites apply to the maritime VHF equipment covered by this part.
- Declared environmental profile - Clause 4.1 requires testing at representative points within the declared operational environmental profile, with at least the test conditions stated in the document. In practice, the manufacturer must define the intended operating environment and test the equipment across conditions that reflect real use at sea.
- General and technical compliance - Clause 4.2 points to the general, operational, and technical requirements in EN 300 162-1, and the manufacturer shall declare compliance and provide supporting documentation. This matters because the standard expects a documented conformity case, not just a passed test.
- Environmental testing first - Clause 4.3 and clause 5.3.1 require environmental tests before other performance tests, including vibration, dry heat, damp heat, and low temperature cycle. For practical work, that means the equipment must still meet its radio performance after being exposed to ship-like environmental stress.
- Vibration and temperature performance - The environmental limits are tied to the performance check in EN 300 162-1 clause 7.2, and vibration testing also requires no harmful visible deterioration. This is important for installed shipborne equipment because mechanical damage or drift after vibration is a real service risk.
- Transmitter and DSC performance - Clauses 4.4.1 to 4.4.7 cover sensitivity of the modulator including microphone, audio frequency response, audio harmonic distortion of the emission, residual modulation, DSC audio input characteristics, DSC audio input limitation, and modulation attack time. These checks confirm that voice and DSC signalling are delivered with controlled modulation and timing, which affects intelligibility and signalling reliability.
- Receiver and audio performance - Clauses 4.4.8 to 4.4.15 cover harmonic distortion and rated audio output power, receiver audio frequency response, maximum usable sensitivity, receiver noise and hum level, squelch operation, squelch hysteresis, multiple watch characteristic, and DSC audio output characteristic. In practice, these clauses check that the receiver can detect and present signals cleanly and that monitoring functions behave predictably.
- Duplex-specific behavior - Clauses 4.4.16 and 4.4.17 apply to equipment designed for duplex operation and cover receiver desensitization during simultaneous transmit and receive, and duplex transceiver internal mixing. This matters for equipment that must transmit and receive at the same time without self-interference.
- Test route for conformity - Clause 5 separates the Essential Radio Test Suite from other test specifications, and Annex A marks each requirement as unconditional and as essential or other for testing. For a compliance file, this tells you which tests are expected in the presumption of conformity path and which requirements may be shown by alternative evidence or manufacturer assertion supported by the technical construction file.
What terms does SIST EN 300 162-3 V1.2.1:2007 define?
SIST EN 300 162-3 V1.2.1:2007 uses the definitions in the R&TTE Directive and adds a small set of document-specific terms and abbreviations.
- environmental profile - The range of environmental conditions under which the equipment is required to comply with the document.
- Digital Selective Calling (DSC) - A digital calling and signalling function used in maritime radio equipment and covered by several requirements in this standard.
- Very High Frequency (VHF) - The radio frequency band used by the shipborne radiotelephone transmitters and receivers covered by the standard.
- Electro-Magnetic Compatibility (EMC) - The ability of equipment to operate without causing or suffering unacceptable interference.
- Harmonized Standard (HS) - A standard aligned with the R&TTE framework and used in the document’s HS-RTT table for presumption of conformity.
- Radio and Telecommunications Terminal Equipment (R&TTE) - The EU regulatory framework named in the scope and references.
- Low Voltage (LV) - An abbreviation listed in the document’s terminology.
- EMC, HS, LV, R&TTE, VHF, DSC - These abbreviations are listed for use throughout the document, so users should read them in full when assessing scope, test methods, and conformity evidence.
Who uses SIST EN 300 162-3 V1.2.1:2007?
SIST EN 300 162-3 V1.2.1:2007 is used by manufacturers of shipborne maritime VHF radiotelephone transmitters and receivers, especially equipment that includes voice and DSC functions. It is also used by test laboratories, certification bodies, and technical file owners who need to demonstrate conformity to the relevant essential requirement of the R&TTE Directive.
In practice, buyers, integrators, and quality managers use it to check whether a product is intended for maritime mobile service use in VHF bands, whether duplex functions are in scope, and which test evidence should be available before declaration of conformity or market placement.
What changed in SIST EN 300 162-3 V1.2.1:2007 from the previous edition?
The document history lists a previous publication, V1.1.1 dated May 2001, and the current publication, V1.2.1, published in July and December 2006. The history also records the approval, publication, and national transposition dates for this edition.
Which standards are used with SIST EN 300 162-3 V1.2.1:2007?
SIST EN 300 162-3 V1.2.1:2007 is used with several named references that frame its legal and technical meaning.
- ETSI EN 300 162-1 (V1.4.1) - Provides the technical characteristics, measurement methods, general conditions of measurement, limits, and detailed test clauses that this part repeatedly references.
- Directive 1999/5/EC (R&TTE Directive) - Supplies the regulatory basis for the essential requirements addressed by this harmonized standard.
- Commission Decision 2004/71/EC - Defines the environmental conditions referenced in the scope and environmental-profile clauses for marine radio communication equipment on non-SOLAS vessels in GMDSS-related use.
- Part 1 and Part 2 of EN 300 162 - The foreword identifies Part 1 as technical characteristics and methods of measurement, and Part 2 as the harmonized EN for article 3.2, so Part 3 sits within a multi-part family.
What does the SIST EN 300 162-3 V1.2.1:2007 document contain?
SIST EN 300 162-3 V1.2.1:2007 contains requirement statements and test pathways rather than a long standalone measurement manual. Most of the detailed values, limits, and procedures are pulled in by reference from EN 300 162-1, while this part identifies which of those apply for the article 3.3(e) harmonized requirement.
Clause 4 sets out the environmental, transmitter, receiver, and duplex-related performance requirements. Clause 5 turns those requirements into testable compliance steps, including the order of environmental tests and the link between each requirement and its corresponding test clause.
Annex A is the practical conformity tool: it maps each requirement to its clause reference, its conditionality, and the associated test specification, and it is intended to support a presumption of conformity. Annex B gives the title in official languages, and Annex C lists background references for further context.
