Sustainability of construction works - Assessment of social performance of buildings - Calculation methodology

EN 16309 is one part of a suite of European Standards. The standard provides the specific methods and requirements for the assessment of social performance of a building while taking into account the building’s functionality and technical characteristics. This European Standard applies to all types of buildings, both new and existing. In this first version of the standard, the social dimension of sustainability concentrates on the assessment of aspects and impacts for the use stage of a building expressed using the following social performance categories (from EN 15643-3): - accessibility; - adaptability; - health and comfort; - impacts on the neighbourhood; - maintenance; - safety and security. This standard does not set the rules for how building assessment schemes may provide valuation methods. Nor does it prescribe levels, classes or benchmarks of performance. Valuation methods, levels, classes or benchmarks may be prescribed in the requirements for environmental, social and economic performance in the client’s brief, building regulations, national standards, national codes of practice, building assessment and certification schemes, etc. The corporate social responsibility (CSR) of organizations is not covered by this standard. The standard gives requirements for: - the description of the object of assessment; - the system boundary that applies at the building level; - the list of indicators and procedures for the application of these indicators; - the presentation of the results in reporting and communication; - the data necessary for the application of the standard, and - verification.

Diese Europäische Norm ist Teil einer Reihe Europäischer Normen und stellt unter Berücksichtigung der technischen Merkmale und der Funktionalität eines Gebäudes spezielle Verfahren und Anforderungen für die Bewertung der sozialen Qualität von Gebäuden zur Verfügung.
Diese Norm kann auf alle Arten von Gebäuden, sowohl neu gebaute als auch vorhandene, angewendet werden. Diese Erstfassung der Norm ist nur auf die Nutzungsphase eines Gebäudes anwendbar.
ANMERKUNG 1   Zukünftige Überarbeitungen dieser Norm werden die Bewertung der sozialen Qualität während weiterer Phasen des Lebenszyklus eines Gebäudes enthalten, sowie zutreffende Messverfahren entwickelt und für die Normung geeignet sind.
In dieser Erstfassung der Norm konzentriert sich die soziale Dimension der Nachhaltigkeit auf die Bewertung von Aspekten und Auswirkungen während der Nutzungsphase eines Gebäudes, die durch quantitativ bestimmbare Indikatoren ausgedrückt werden, die es für die folgenden Kategorien der sozialen Qualität gibt (nach prEN 15643-3):
-   Zugänglichkeit;
-   Anpassungsvermögen;
-   Gesundheit und Behaglichkeit;
-   Belastungen für die benachbarten Bereiche (Nachbarschaft);
-   Instandhaltung;
-   Sicherheit/Schutz.
ANMERKUNG 2   Nur Auswirkungen und Aspekte der vorstehend erwähnten Kategorien der sozialen Qualität gelten als Kategorien, die gegenwärtig über eine abstimmte Grundlage für die europäische Normungsarbeit verfügen. Die anderen beiden, in prEN 15643-3 aufgeführten Kategorien der sozialen Qualität (Materialbeschaffung und Dienstleistungen sowie Einbindung der Anspruchsträger) sind gegenwärtig noch nicht Gegenstand der Normungsarbeit, werden jedoch zum Zwecke der Aufnahme in zukünftige Versionen dieser Norm berücksichtigt.
Diese Norm stellt keine Regeln dafür auf, wie Bewertungsschemata für Gebäude Bewertungsverfahren bereitstellen dürfen. Sie schreibt des Weiteren keine Ebenen, Klassen oder Richtwerte für die Qualität vor.
ANMERKUNG 3   Bewertungsmethoden, Ebenen, Klassen oder Richtwerte dürfen in den Anforderungen der umwelt-bezogenen, sozialen und ökonomischen Qualität, im Lastenheft des Auftraggebers, den gesetzlichen Vorgaben im Bauwesen, nationalen Normen, nationalen Verfahrensregeln, Gebäudebewertungen und Zertifizierungssystemen usw. vorgegeben werden.
Die Regeln zur Bewertung der sozialen Aspekte von Organisationen sind in dieser Norm nicht enthalten. Dennoch werden die Folgen von Entscheidungen oder Maßnahmen, die die soziale Qualität des Bewertungs-gegenstandes beeinflussen, berücksichtigt.
Die Norm stellt bereit:
-   die Beschreibung des Bewertungs¬gegenstandes;
-   die Systemgrenzen, die auf die Gebäudeebene anwendbar sind;
-   eine Auflistung der Indikatoren sowie Verfahren zur Anwendung dieser Indikatoren;
-   die Anforderungen an die Darstellung der Ergebnisse in der Berichterstattung und der Kommunikation;
-   die Anforderungen an die Daten, die zur Anwendung dieser Norm erforderlich sind.

Contribution des ouvrages de construction au développement durable - Évaluation de la performance sociale des bâtiments - Méthodes

La présente Norme européenne fait partie d'une série de Normes européennes. Elle fournit les méthodes et exigences spécifiques pour l’évaluation de la performance sociale des bâtiments, prenant en compte leur fonctionnalité et leurs caractéristiques techniques.
La présente Norme européenne s’applique à tous les types de bâtiments, à la fois neufs et existants. Dans cette première édition de la norme, la dimension sociale de la contribution des bâtiments au développement durable se limite à l’évaluation des aspects et impacts de la phase d’utilisation du bâtiment, et aux catégories de performance sociale suivantes (issues de l'EN 15643-3) :
-   accessibilité ;
-   adaptabilité ;
-   santé et confort ;
-   impacts sur le voisinage ;
-   maintenance ;
-   sécurité et sûreté.
NOTE 1   Seuls les impacts et aspects des catégories de performance sociale indiquées ci-dessus constituent une base consensuelle pour une normalisation européenne. Les deux autres catégories de performance sociale contenues dans l'EN 15643-3 (origine des matériaux et des services et implication des parties prenantes) ne sont pas considérées comme présentement prêtes pour normalisation et seront examinées pour une possible intégration dans les prochaines éditions de la présente norme (voir l'Annexe informative C).
La présente norme ne fixe aucune règle spécifiant la manière dont les processus d’évaluation des bâtiments peuvent fournir des méthodes de notation, de même qu’elle ne spécifie aucun niveau, aucune classe ou aucun référentiel de performances.
Les méthodes, niveaux, classes ou référentiels de notation peuvent être spécifiés dans les exigences relatives à la performance environnementale, sociale et économique contenues dans le programme du client, les règlements de construction, les normes nationales, les codes de bonne pratique nationaux, les systèmes d’évaluation et de certification des bâtiments, etc.
NOTE 2   Lorsque la réglementation nationale relative à la construction prescrit des exigences minimales et fait référence à des méthodes d’évaluation sur ces aspects, la performance sociale déterminée par évaluation conformément à la présente norme peut être utilisée pour déterminer le niveau jusqu'auquel le bâtiment excède les exigences minimales réglementaires/légales.
La responsabilité sociétale des entreprises (RSE) n'est pas couverte par la présente norme.
La norme prescrit des exigences concernant :
-   la description de l’objet de l’évaluation ;
-   la frontière du système qui s’applique au niveau du bâtiment ;
-   la liste des indicateurs et les procédures d’application de ces indicateurs ;
-   la présentation des résultats sous forme de rapport et leur communication ;
-   les données nécessaires à l'application de la norme ; et
-   le procédé de vérification.

EN 16309 je del niza evropskih standardov. Standard zagotavlja posebne metode in zahteve za ocenjevanje družbenih lastnosti stavbe, pri čemer upošteva funkcionalnost stavbe in tehnične značilnosti. Ta evropski standard velja za vse vrste zgradb, tako novih kot že obstoječih. V tej prvi različici standarda se družbena dimenzija trajnosti osredotoča na ocenjevanje vidikov in vplivov pri uporabi stavbe, ki so izraženi z uporabo naslednjih kategorij družbenih lastnosti (iz EN 15643-3): - dostopnost; - prilagodljivost; - zdravje in udobje; - vpliv na sosesko; - vzdrževanje; - varnost in zaščita. Ta standard ne določa pravil za to, kako lahko programi ocenjevanja stavb zagotavljajo metode vrednotenja. Prav tako ne določa ravni, razredov ali meril učinkovitosti. Metode vrednotenja, ravni, razrede ali merila lahko določajo zahteve za okoljsko, družbeno in gospodarsko učinkovitost v izjavi stranke, gradbeni predpisi, nacionalni standardi, nacionalni kodeksi ravnanja, sistemi ocenjevanja stavb in certificiranja itd. EN 16309:2014 (E) 5 Introduction The purpose of this European Standard is to provide rules for the assessment of the social performance of new and existing buildings. The social performance of a building is one aspect of the building's sustainability. The environmental performance and economic performance of a building are the other aspects of sustainability that should be assessed as part of a sustainability assessment of the building. Figure 1 illustrates how the assessment of the social performance fits within the concept of the sustainability assessment of a building.
Figure 1 — Concept of sustainability assessment of buildings This European Standard is intended to support the decision making process and documentation of the assessment of the social performance of a building. In this European Standard, the method of assessment of the social performance of a building is based on a life cycle approach. The general requirements for sustainability assessment of buildings are described in EN 15643-1 (the General Framework standard). The framework for the assessment of social performance is given in EN 15643-3. Figure 2 shows other standards developed by CEN/TC 350 in this area, and also how they are related to this standard. The assessment of social performance differs from the assessment of economic and ecological aspects in that it requires both quantitative and descriptive approaches. Where methods leading to a quantitative result are not available for assessment criteria and indicators, a checklist-approach is adopted to make the descriptive approach quantifiable.
